NOTICE INVITING APPLICATIONS  
FOR  
Empanelment of Consultants for Carrying out Third Party Quality Inspection and  
Testing of Solar PV Modules

1.0 NTPC Limited invites online applications from eligible domestic and international  
consultants/agency for the above mentioned Empanelment. The tentative brief Scope  
of work is as follows:  
The scope of work shall be for third party inspection and testing upto 1500 MWp of  
Solar PV Modules manufactured anywhere in the world as intimated by NTPC.  
The brief scope of work shall include the following activities:

. Factory audit of the PV Module Manufacturer(s) including Pre-Production  
planning.  
. Round-the-clock (24/7) production supervision and in-line inspection of the PV  
modules being offered to NTPC by the PV Module manufacturer as per Terms of  
Reference (TOR).

. Quality control of the manufactured PV Modules through random Sample  
selection, performing and witnessing Laboratory tests (external and/or internal as  
per requirement) on the selected samples and conducting pre-shipment inspection  
per Lot.

. Witnessing container loading (100%) through Container loading checks (CLC) and  
final clearance for Dispatch.  
. In case of Domestic Content Requirement, the inspection agencies shall witness  
the PV cell manufacturing and establish its veracity and compliance as per the  
tender conditions.  
The name and the country location of the Module Manufacturer(s) shall be intimated  
by NTPC at later stage. There can be single/multiple manufacturers for the supply of  
modules from different countries.

Mandatory Qualifying Requirement for Empanelment  
In addition to the requirements stipulated in Instructions to Applicant),the following  
shall also apply:

Past Experience  
.1.1 The applicant should have carried out atleast Three (03) factory audit of module  
manufacturers in last three years as on the last date notified for receipt of  
applications.

.1.2 The applicant should have carried out Third Party Inspection, in line quality  
checks and loading/ supervised loading for despatch of PV Modules for  
cumulative capacity of minimum 1200 MWp in last three years as on the last date  
notified for receipt of applications.  
.1.3 The applicant should have carried out Third Party Inspection, in line quality  
checks and loading/ supervised loading for despatch of PV Modules of atleast

00MWp in a single order for a Single Module Manufacturer in last three years  
as on the last date notified for receipt of applications.

.2  
Financial Criteria  
.2.1 The average annual turnover of the bidder in the preceeding three (03) financial  
years as on the last date notified for receipt of application, should not be less  
than INR 81.954 Million

) For the purpose of qualification under Sl. No. 3.1.1 above, the bidder shall furnish  
Certificate from the Authorized Representatives of the Module Manufacturers  
indicating the name of the factory and the location.  
) “Factory audit of module manufacturer” at Sl. No. 3.1.1 means the bidders  
should have carried out the Equipment Assessment of the manufacturing facility.  
Multiple factories of single module manufacturer shall be considered as “one”  
module manufacturer.

) The minimum order capacity to be considered for Clause 3.1.2 shall be 100 MWp  
or above.  
Notes for Financial Criteria (Clause 3.2)

) In case of qualification of the bidder at Clause No. 3.2, following remark shall be  
considered for the purpose of evaluation  
In case where audited results for the last financial year as on the last date notified  
for receipt of application are not available, the financial results certified by a  
practicing Chartered Accountant shall be considered acceptable. In case the  
Bidder is not able to submit the Certificate from a practicing Chartered Accountant  
certifying its financial parameters, the audited result of three (3) consecutive  
financial years preceding the last financial year shall be considered for evaluating  
financial parameters. Further, a certificate would be required from the CEO/CFO  
as per the format enclosed in the bidding documents stating that the financial  
results of the company are under audit as on last date notified for receipt of  
applications and the Certificate from a practicing Chartered Accountant certifying  
the financial parameters is not available.

) For “Turnover” indicated in foreign currency, the exchange rate as on seven (07)  
days prior to the last date notified for receipt of applications shall be used.

The evaluation of the empanelment shall be carried out against the various parameters  
identified in the application documents and shall also include the mandatory criteria  
indicated at Para 3.1 and Para 3.2 above. “Empanelment Score” of the prospective  
applicants shall be calculated based on the evaluated criteria and the mandatory  
criteria as mentioned above.  
Notwithstanding anything stated above, the NTPC reserves the right to verify any  
information /document furnished, inspect the works carried out by the applicant and  
also to carry out assessment of the capabilities and capacity of the applicant to perform  
the assignment, should the circumstances warrant such assessment in the overall  
interest of the NTPC.

Subsequent to Empanelment, only the Empanelled Consultants/Agencies will be  
invited to submit bids in respect of specific assignments of NTPC Renewable Energy  
for carrying out the Third Party Testing and Inspection of Modules as per the scope of  
work indicated above till the validity of the empanelment.  
NTPC reserves the right to reject any or all applications or cancel/withdraw the ‘Notice  
Inviting Applications’ without assigning any reasons whatsoever and in such case no  
Applicant or intending Applicant shall have any claim arising out of such action. NTPC  
shall also have the right to verify any information/document furnished by the  
Applicant/Agency/Company/Firm and inspect the works carried out by the  
Applicant/Agency/Company/Firm, if so required.

Applicants who respond within due date with application as mentioned above against  
this advertisement will only be considered for Empanelment.

DSC Registration  
 The bidder becomes a valid bidder only after the  
registration of the DSC.  
Bidders need to possess a valid DSC for  
participating in e-Tendering (Class3 DSC)  
Bidders need to procure DSC 24 Hours prior to  
DSC Registration.  
It can be procured from any of the Certifying  
Authority registered under CCA India  
DSC drivers needs to be installed and DSC needs  
to be physically inserted into the system.

Issuance of Empanelment Documents to any Applicant shall not construe that such  
Applicant is considered to be qualified. The Applicant shall bear all costs incurred in  
the preparation and submission of the application and other actions implied. NTPC  
shall not be responsible or liable for such costs, regardless of the outcome of the  
Empanelment process.  
Transfer of Empanelment Documents downloaded by one intending Applicant to  
another is not permissible.
