Bid Security and Integrity Pact (if applicable) shall be submitted in a sealed envelope

separately offline/online by the stipulated bid submission closing date and time at the

address given below. Any bid without an acceptable Bid Security and Integrity Pact (if

applicable) shall be treated as non-responsive by the employer and shall not be

opened.

4.0

The bidding document is available online. A complete set of Bidding Documents may

be downloaded by any interested Bidder from the NTPC tender website

https://eprocurentpc.nic.in.

The Bidder would be required to register in the website. First time users are required

to register themselves on NTPC tender website after filling up the required details.

Users whose email address has not been linked to a vendor code allotted by NTPC/

first time users not allotted any vendor code by NTPC, should send a copy of the

registration details to the e-mail address specified in this NIT under Address for

Communication with following details at least three working days prior to Technical

Opening Date:

i. Request on the letter head of the Company

v. Name and Designation of the contact person

5.0

Brief Scope of Work & other specific detail

Scope of work comprises of set up, installation, Testing, providing DRaaS (Disaster

recovery as service) , storage, replication , recovery , operation and maintenance of

on premise server virtual machines on secured public cloud for a period of 5 years (60

months) .

The intent of the specification is to set up Disaster Recovery (DR) service in cloud and

replicate the virtual machines (herein after referred to as VMs) of on- premise data

centre environment to the cloud infrastructure and utilize the cloud services for DR

purpose.

6.0

Qualifying Requirements for Bidders:

.1(a) The bidder should be a Cloud service provider (CSP). The cloud service provider should

be Ministry of Electronics and Information technology (MeitY) empaneled as on the

date of techno commercial bid opening. The data center of the CSP for hosting the DR

services must necessarily be located in India.

.1 (b) The bidder should be Managed service provider (MSP) authorized with a CSP who

meets the above requirement.

6.2

The Bidder should have executed any one of the following works which includes

providing / managing cloud services in India in the preceding Seven (07) years as on

the date of opening of Techno-Commercial bid:

a)

One work costing not less than Rs 1,35,95,277 (Rupees One crore thirty five lacs ninety

five thousand two hundred and seventy seven only) and scope should include at least

30 VMs

OR

b)

Two works costing not less than Rs 84,97,048 (Rupees Eighty four lacs Ninety seven

thousand and forty eight only) each and each work scope should include at least 15

VMs

OR

c)

Three works costing not less Rs 67,97,638 (Rupees Sixty seven lacs ninety seven

thousand six hundred and thirty eight only) each and each work scope should include

at least 10 VMs

Note:

.2.1 The work "executed” mentioned above means the bidder should have achieved the

criteria specified above, even if the total contract is started earlier and/or is not

completed/closed. However, providing/managing of cloud services for the required no

of VMs as specified above must be included in the work executed as per client

certificate.

.2.2 In case of orders under execution, the value of work executed till the date of opening

of Techno-Commercial bid as certified by the client shall be considered. However

providing /managing of Cloud services for the required no of VMs as specified above

must be included in the work executed as per client certificate.

6.3

The bidder must have the following technical capabilities:

a)

If bidder is MSP then the Bidder must have enterprise back to back agreement with

respective CSP for providing 24x7 support and maintenance in India valid for minimum

one year from the date of techno –commercial bid opening.

b)

MSP should have CMMI level 5 certification valid for at least one year after the date

of techno-commercial bid opening.

6.4

The average annual turnover of the bidder in the preceding three (03) financial years

as on the date of Techno-Commercial bid opening, should not be less than Rs. 34 Lakhs

(

Rupees thirty four lakhs only)

Note:

4.1. While computing the turnover other income shall not be considered.

.2. In case where audited results for the last financial year as on the date of Techno-

commercial bid opening are not available, the financial results certified by a practicing

Chartered Accountant shall be considered acceptable.

In case, Bidder is not able to submit the Certificate from practicing Chartered

Accountant certifying its financial parameters, the audited results of three consecutive

financial years preceding the last financial year shall be considered for evaluating the

financial parameters. Further, a Certificate would be required from the CEO/CFO as

per the format enclosed in the bidding documents stating that the Financial results of

the Company are under audit as on the date of Techno- commercial bid opening and

the Certificate from the practicing Chartered Accountant certifying the financial

parameters is not available.

1.For QR point-1 (a): Bidder to submit the copy of valid MeitY empanelment certificate/

Confirmation from MeitY website shall be taken to establish that CSP is empanelled

by MeitY as on date of techno-commercial bid opening, Copy of incorporation

certificate, Copy of GST registration certificate. Undertaking by the CSP regarding the

location of data centre in India

.For QR point-1 (b): Valid authorization letter for sales and support of the cloud

services from CSP’s which bidder is proposing in their bid (applicable for MSP).

3.For QR point-2: PO or Work Order or Copy of client certificate or completion

certificate AND copy of Taxable invoices to be submitted.

.For QR point-3 (a): Submit the copy of enterprise back to back agreement signed with

the CSP. (Applicable if bidder is a MSP) and an undertaking to extend the same for the

full tenure of the contract.

5.For QR point-3 (b): Submit the relevant valid certificates

Issuance of Bidding Documents to any bidder shall not construe that bidder is

considered qualified.

NTPC reserves the right to reject any or all bids or cancel/withdraw the NIT for the

subject package without assigning any reason whatsoever and in such case no

bidder/intending bidder shall have any claim arising out of such action.
