1.0 NTPC invites on-line bids from eligible Bidders for aforesaid package, as per the scope of work briefly mentioned
hereinafter.
Brief Scope of Work & other Specific details: Supply, Installation, Testing and Commissioning of 24V 570 AH battery bank
for BOP System of Unit 5”.

3.0 Bid Security/ EMD shall be submitted in a sealed envelope separately offline before the stipulated bid Opening
date and time at the address given below. Any bid without an acceptable Bid Security shall be treated as non-
responsive by the employer and shall not be opened. All credential filled up formats & supporting documents as
asked by NTPC are to be given online as attachments with the bid.
4.0 Any document submitted by the agency in hard copy (other than EMD, Tender Fee & Power of Attorney before bid
opening) will not be considered. In spite of this condition, if any document is submitted by the agency in hard
copy other than aforesaid document, before bid opening shall be ignored and the offer submitted through the e-
tendering shall be binding on the agency.
5.0 A complete set of Bidding Documents may be downloaded by any interested Bidder and cost of the documents
(non-refundable) as mentioned above may be paid in the form of a crossed account payee demand draft in
favour of NTPC Ltd., Payable at SBI, NTPC Auraiya and same may be submitted along with the Offline EMD
submission. For logging on to the e-tender Site, the bidder would require user id and Password which can be
created at our e-tender portal and inform the same to concerned package co-ordinator. First time users not

allotted any vendor code are required to approach NTPC at least three working days prior to Document Sale
Close date along with duly filled in questionnaire and required document like PAN Card, Address proof and
GST registration etc for issue of vendor code.
Note: No hard copy of Bidding Documents shall be issued.
6.0 Exemption to Micrro & Small Enterprises:
a) Micro and Small Enterprises (MSEs) registered with District Industries Centres or Khadi and Village
Industries Commission or Khadi and Village Industries Board or Coir Board or National Small Industries
Corporation or Directorate of Handicrafts and Handloom or any other body specified by Ministry of
Micro, Small and Medium Enterprises as per MSMED Act 2006, for goods produced and services
rendered, shall be issued the bid documents free of cost and shall be exempted from paying Earnest
Money Deposit.
b) Tenderers seeking exemption should enclose a photocopy of valid MSME/SSI/NSIC and send it to the
Package Coordinator / DGM (C&M) at the address given below along with the Offline bid (Physical
bid) as per ITB clause on or before last date of bid submission and scanned copy of the same
should be furnished online in Cover type Fee.
7.0 First time users not allotted any vendor code are required to approach NTPC at least three working days prior to
Document Sale Close date and submit following details.
a) For creation of vendor code:
i) Company Firm registration, Copy of GST Registration, PAN no.,
ii) Valid email ID, Contact No
iii) Address Proof
iv) Cancelled Cheque & E.F.T form (to be verified by bank)
Note: Format of E.F.T (Electronic Fund Transfer) is attached along with tender documents
b) For registration in GEPNIC (Govt E-procurement National Informatics Centre)

ii) Click on Online bidder enrolment & fill up your details
iii) Send the copy of registration in GePNIC at following e-mail Address.
8.0 Qualifying Requirements:
8.1.0
Technical Criteria
The bidder should be a manufacturer or authorized dealer/supplier of 24 V DC or above voltage Ni-Cd
Battery bank conforming to IS:10918/IEC:60623 and should have executed the order (s) of supply and
commissioning of 24V DC or above Ni-Cd Battery bank” within the preceding seven (7) years prior to
the date of techno-commercial bid opening meeting the following criteria:
i. Single order having executed value of above work(s) not less than Rs 16.68 Lakh.
OR
ii. Two orders having executed value of above work(s) not less than Rs 10.42 Lakh each.
OR
iii. Three order having executed value of above work(s) not less than Rs 8.34 Lakh each.

(i)
The word executedmeans the Bidder should have achieved the criteria specified in the qualifying
requirements even if the contract has been started earlier and/or is not completed/ closed.
(ii)
Reference work executed by a bidder as a sub-contractor may also be considered provided the
certificate issued by main contractor is duly certified by Project Authority specifying the scope of work
executed by the sub-contractor in support of Qualifying Requirements.
8.2.0
Financial Criteria:
8.2.1
The average annual turnover of the Bidder, in the preceding three (3) financial years as on the date of
Techno-Commercial bid opening, should not be less than Rs 20.85 lakhs. (Rupees Twenty Lakh Eighty
Five Thousand Only).
In case a bidder does not satisfy the financial criteria, stipulated above on its own, its Holding
Company would be required to meet the stipulated turnover requirements above, provided that the
net worth of such Holding Company as on the last day of the preceding financial year is at least equal
to or more than the paid-up share capital of the Holding Company. In such an event, the bidder would
be required to furnish along with its Techno-Commercial bid, a Letter of Undertaking from the Holding
Company, supported by the Holding Companys Board Resolution as per the format enclosed in the
bid documents, pledging unconditional and irrevocable financial support for the execution of the
Contract by the Bidder in case of award.
8.2.2
In case the bidder is not able to furnish its audited financial statements on stand alone entity basis,
the unaudited unconsolidated financial statements of the bidder can be considered acceptable
provided the bidder further furnishes the following documents for substantiation of its qualification:
a) Copies of the unaudited unconsolidated financial statements of the bidder along with
copies of the audited consolidated financial statements of its Holding Company.
b) A Certificate from the CEO/CFO of the Holding Company, as per the format enclosed in
the bidding documents, stating that the unaudited unconsolidated financial statements
form part of the consolidated annual financial statements of the Holding Company.
In case where audited results for the last financial year as on the date of techno commercial bid
opening are not available, the financial results certified by a practicing Chartered Accountant shall be
considered acceptable. In case, Bidder is not able to submit the certificate from practicing Chartered
Accountant certifying its financial parameters, the audited results for the three consecutive financial
years preceding the last financial year shall be considered for evaluating the financial parameters.
Further, a Certificate would be required from the CEO/CFO as per the format enclosed in the bidding
documents stating that the Financial results of the Company are under audit as on the date of Techno-
commercial bid opening and the Certificate from the practicing Chartered Accountant certifying the
financial parameters is not available.
NOTES FOR CLAUSE 2 ABOVE :
(i)
Other income shall not be considered for arriving at annual turnover.
(ii)
"Holding Company" and "Subsidiary" shall have the meaning ascribed to them as per Companies Act
of India.
(iii)
For Turnover indicated in foreign currency, the exchange rate as on seven (07) days prior to the date of
techno-commercial bid opening shall be used.

9.0 As a proof of meeting the qualifying requirements, the scanned copies of the following documents will be
required to be uploaded in the technical folder.
I. Proof of being manufacturer or Authorised dealer/Supplier of 24 V DC or above voltage Ni-Cd Battery bank
conforming to IS:10918/IEC:60623. As per QR Clause (8.1) above.
II. Copy of Award letter / Work Order with bill of quantities along with proof of execution ( As per QR Clause- 8.1
above )
III. Proof of value of work executed as mentioned along with Order copy. (Cl 8.1 above) Documentary evidence
issued by the employer as proof of value of work executed clearly indicating the executed value of the work and
Period (giving start date and end date) during which the work has been executed, in the form of completion
certificate. An employer means Government / Large Industrial Organizations / Public Sector Enterprises.(As per
QR Clause 8.1above)
IV. Copies of audited Balance Sheet and Profit & Loss Accounts for 03 consecutive financial years audited by a
practicing Chartered Accountant. (as per QR Clause-8.2 above).
V. Partnership deed/ affidavit for proprietorship/ certificate of incorporation/ articles of association etc with latest
changes, if any.
VI. Copy of Power of Attorney of Authorized Signatory (if applicable)
VII. Copy of Sales Tax registration, GSTIN registration & Permanent Account Number.
10.0 Participation in the tender does not automatically mean that the bidders are considered qualified. NTPC shall
evaluate the qualifying requirements of each bidder as per NIT after opening of technical bids and the bids of the
bidder who is not meeting the qualified requirement shall be treated as non-responsive. Tender document is not
transferable.
Notwithstanding anything stated above, the owner reserves the right to assess the bidders capability and
capacity to perform the contract, should the circumstances warrant such assessment in the overall interest of
NTPC Ltd, and decision of NTPC in this regard shall be final.
11.0 Issuance of Bidding Documents to any bidder shall not construe that bidder is considered qualified.
12.0 NTPC reserves the right to reject any or all bids or cancel/withdraw the NIT for the subject package without
assigning any reason whatsoever and in such case no bidder/intending bidder shall have any claim arising out of
such action.
