NTPC Ltd. invites online bids from eligible bidders for hiring of one tractor trolley,

two backhoe loaders, one excavator & one dumper at NTPC, Bongaigaon for

Bongaigaon Thermal Power Project (750 MW) situated at Kokrajhar district of

Assam State and is approximately 15Kms from Kokrajhar. The Project site is

situated between Kokrajhar and New Bongaigaon railway station of North

Eastern Frontier Railway. Bongaigaon town is about 35 Kms away from the

Project Site, as per the Scope of Work mentioned hereinafter.

The brief scope of work is as under:

Hiring of one tractor trolley, two back-hoe loaders, one excavator & one dumper

at NTPC, Bongaigaon.

ENVELOPE SEPARATELY (OFFLINE) BY THE STIPULATED BID SUBMISSION CLOSING DATE AND

TIME AT THE ADDRESS GIVEN BELOW. ANY BID WITHOUT AN ACCEPTABLE TENDER FEES, BID

SECURITY

THE EMPLOYER AND SHALL NOT BE OPENED..

Tender fee should be in the form of a crossed account payee demand draft or

banker’s cheque in favor of NTPC LTD., payable at SBI Salakati.

First time users not allotted any vendor code are required to approach NTPC at least

three working days prior to Document Sale Close date for issue of vendor code.

. SALIENT TECHNICAL FEATURES

Hiring of 01 Excavator, 01 Dumper, 01 Tractor Trolley & 02 Backhoe loader at

NTPC, Bongaigaon.

These construction Equipments along with operator to be provided by the agency.

Backhoe loader deployment is round the clock and others in general shift as

mentioned in SOW.

Fuel cost reimbursement as per scope of work.

Duration of the contract is 01 year.

. QUALIFYING REQUIREMENT FOR BIDDERS

In addition to satisfactory fulfilment of the qualifying requirements stipulated in section

ITB (instructions to bidders), the bidder should also meet the qualifying requirements

hereunder :

TECHNICAL CRITERIA

.1 The bidders should have successfully executed the work of deployment of

Poclain/Excavator/Hywa/Dozer/Back Hoe Loader/ Dumper Truck/Loader in Govt/PSU

Private organization meeting any one of the following criteria during last 07 (seven)

years prior to the date of techno-commercial bid opening:-

a) At least one order of value not less than Rs. 61.63 lakhs

b) Two orders, each of value not less than Rs.38.52 lakhs

c) Three orders, each of value not less than Rs. 30.82 lakhs

The word “executed” means that the bidder should have achieved the progress

specified in the above para even if the total contract/order is not completed / closed.

The same should be supported by the documentary evidence issued by the owner.

FINANCIAL CRITERIA

.1 The average annual turnover of the bidder in the preceding three (03) financial

years as on date of bid opening shall be not less than Rs. 77.04 Lacs (Rupees

Seventy seven Lacs & Four thousand only).

.2 NOTES:

(

i) Other income shall not be considered for arriving at annual turnover.

ii) The bidder shall submit documentary evidence / proof of meeting qualifying

requirements stipulated above.

(

iii) In case where audited result for the last financial year as on the date of techno

commercial bid opening are not available, the financial result certified by a practicing

chartered accountant shall be considered acceptable. In case bidder is not able to

submit the certificate from practicing chartered accountant certifying his financial

parameters, the audited result of three consecutive financial year preceding the last

financial year shall be considered for evaluating the financial parameter. Further, a

certificate would be required from the CEO/CFO as per format enclosed in the bidding

document stating that the financial result of the company are under audit as on the

date of techno-commercial bid opening & the certificate from practicing chartered

accountant certifying the financial parameters is not available.

. Notwithstanding anything stated above, the NTPC Ltd. reserves the right to

assess the bidder’s capability and capacity to perform the contract, should the

circumstances warrant such assessment in its overall interest and the decision of

NTPC Ltd., in this regard shall be final and binding.

NTPC Ltd. reserves the right to reject any or all bids or cancel/withdraw this

Invitation for Bids without assigning any reason whatsoever and in such case no

Bidder/ intending Bidder shall have any claim arising out of such action.

. First time users not allotted any vendor code are required to approach NTPC at

least three working days prior to document sale close date for issue of vendor

code.

0.Transfer of Bidding Documents purchased by one intending bidder to another is

not permissible.

1.Issuance of bidding documents to any bidder shall not construe that bidder is

considered qualified
