Bid Security and Integrity Pact (if applicable) shall be submitted in a sealed envelope separately offline/online by the stipulated

bid submission closing date and time at the address given below. Any bid without an acceptable Bid Security and Integrity Pact (if

applicable) shall be treated as non-responsive by the employer and shall not be opened.

A complete set of Bidding Documents may be downloaded by any interested Bidder on payment (non-refundable) of the cost of

the documents as mentioned above in the form of a crossed account Payee demand draft in favour of NTPC Ltd., Payable at New

Delhi or directly through the payment gateway at our SRM Site (https://etender.ntpclakshya.co.in/sap/bc/gui/sap/its/bbpstart). For

logging on to the SRM Site, the bidder would require vendor code and SRM user id and password which can be obtained by

submitting a questionnaire available at our SRM site as well as at NTPC tender site (www.ntpctender.com). First time users not

allotted any vendor code are required to approach NTPC at least three working days prior to Document Sale Close date alongwith duly

filled in questionnare for issue of vendor code and SRM user id/password.

Brief Scope of Work & other specific detail

PROJECTS / STATIONS/ SUBSIDARIES & JVs

.0 Prospective bidders from U.P. State are compulsorily required to provide TIN number at the time of purchase of bidding

documents.

.0 Qualifying Requirements for Bidders:

The bidders who fall in the following given categories are qualified for the tender:

.0 Establishment Credentials

.1 The Bidder should be registered under Companies Act 2013 / Society Registration Act / Indian Trust Act and must have

experience in implementation of projects in field of education / training/ both education & training.

.2 The bidder should be in Existence for at least 03 years as on the last date of Techno-commercial bid opening.

.3 The bidder should have experience of working with Listed Corporates / PSUs/ State Govt / Central Govt/ Union territory

.4 The bidder should have experience of working in more than one Indian State / Union territory

.0 Work Experience Credentials

.1 The bidder should have executed works in the field of Education / Training / Both Education & Training in the preceding 03

financial years as on the date of techno-commercial bid opening as per the details given in the Table 1 given below.

Note: the word #Executed# mean the bidder should have achieved the criteria as specified (In terms of value of contract for Single

work / 02 works / 03 works) in Table 1 below, even if the contract / contracts is / are started earlier and / or not completed / closed.

In case of orders under execution, the value of work executed till the date of techno commercial bid opening shall be considered.

.0 Financial Credentials

.1 Average annual turnover /actual expenditure in case of NGO/non-profit Organization of Bidder in the preceding 03 financial years

as on the last date of techno-commercial bid

opening must be of minimum value as explained in the Table # 1 given below:

Note:

) Evaluation and award shall be done region wise. A bidder can apply for more than one region and in that case the value of work

executed (one, two or three as in the table above) will be added for the regions applied to arrive at the Qualifying Requirements.

) Average annual turnover shall be computed by adding the average annual turnover of individual regions as per the number of

regions for which the vendor quotes.

) While computing the annual turnover, other income shall not be considered.

) In case of NGO/Non-profit organization, only the expenditure on the Object of the Trust shall be considered.

) In case, where audited results for the last preceding financial year is not available, certification of financial statements from

Practicing Chartered Accountant shall be considered acceptable.

In case the bidder is not able to submit the certificate from practicing Chartered Accountant certifying its financial parameters, the

audited results of three consecutive financial years preceding the last financial year shall be considered for evaluating the financial

parameters. Further, a certificate would be required from CEO/CFO as per the format enclosed in the bidding documents stating that

the financial results of the company are under audit as on the date of techno-commercial bid opening and the certificate from the

practicing Chartered Accountant certifying the financial parameters are not available.

Evaluation and award shall be done region wise. A Bidder can apply for one or more than one region and in that case the values of

EMD will be added for the regions applied to arrive at the requisite EMD. For example: If the bidder quotes for regions ER I and ER

II, the Bidder needs to pay an EMD of 40000 INR. The EMD can be submitted in form of Demand draft or bank Guarantee.

(Exempted for MSME regd. Vendors as per MSME act).

Note: provision for Online EMD submission shall be available only for those bidders, who wants to quote for all the Regions (paying

a total EMD of Rs 250000)

Bidders who wish to quote for selected Region / Regions may opt for submitting the EMD in form of Demand draft / bank guarantee

directly in hard Copy to the Undersigned

Issuance of Bidding Documents to any bidder shall not construe that bidder is considered qualified.

NTPC reserves the right to reject any or all bids or cancel/withdraw the NIT for the subject package without assigning any

reason whatsoever and in such case no bidder/intending bidder shall have any claim arising out of such action.
