1.0 NTPC invites on-line bids on Single Stage Two Envelope Basis (i.e. Envelope-I: Techno-

3.0 A complete set of Bidding Documents may be downloaded free of cost by any interested
Bidder from https://eprocurentpc.nic.in.
4.0 Tender Fee, Bid Security and Integrity Pact shall be submitted in a sealed envelope separately in
physical form by the stipulated closing date and time for bid submission at the address given below.
Any bid without an acceptable Tender Fee and Bid Security shall be treated as non-responsive by the
employer and shall not be opened.
5.0 QUALIFYING REQUIREMENT (QR)
The bidders who wish to participate in the bidding process shall satisfactorily establish that they
fulfill the following Qualifying Requirements.: -
5.1 Technical Criteria
5.1.1 The Bidder should be a Supplier of Ash Handling Systems
AND
should have executed ash handling systems involving design, engineering, manufacture, supply,
erection and commissioning of :
(a) Bottom Ash/Fly Ash/Combined Ash slurry disposal to mine/ash pond including piping and
associated controls meeting any one of the following criteria.
(i) One order of value of not less than Rs. 32.43 Crore
OR
(ii) Two orders, each of value not less than Rs. 20.27 Crore
OR
(iii) Three orders, each of value not less than Rs.16.22.Crore
The term “executed” means the bidder should have achieved the criteria specified in the
Qualifying Requirement, even if the total contracts/orders are not completed / closed. In case
any contract/order is under execution as on last date of the month preceding the month of
publication of NIT, the value of work executed against such contract/order till such date shall be
considered provided the same is certified by the Owner/Project Authority.
(b) The systems mentioned above should have been in successful operation in at least one
pulverized coal fired thermal power plant handling 40 T/hr of ash per Boiler for at least two (2)
years as on last date of the month preceding the month of publication of NIT
5.2 Financial criteria
5.2.1 The Average Annual Turnover of the bidder, in the preceding three (3) financial years as
on the date of Techno-Commercial bid opening, shall not be less than Rs. 40.54 Crore (Indian
Rupees Forty Crore Fifty Four Lakh only).
5.2.2 The Net Worth of the bidder , as on the last day of preceding Financial Year, shall not be
less than 100 % of its paid up share capital.
In case the bidder meets the requirement of Net worth based on the strength of its subsidiary
(ies) and / or Holding Company and / or Subsidiaries of its Holding companies wherever
applicable, the net worth of the bidder and its subsidiary (ies) and / or Holding Company and /
or Subsidiaries of its Holding companies, in combined manner should not be less than 100% of
their total paid up share capital. However, individually, their net worth should not be less than
75% of their respective paid up share capital.
For consortiums/Joint ventures, wherever applicable, the Net worth of all consortiums/Joint
venture members in combined manner should not be less than 100% of their paid up share
capital. However individually, their Net worth should not be less than 75% of their respective paid
up share capitals.
Net worth in combined manner shall be calculated as follows:
Net Worth (combined) = (X1+X2+X3) / (Y1+Y2+Y3) X 100% Where X1, X2, X3 are individual Net
Worths which should not be less than 75% of the respective paid of share capitals and Y1, Y2, Y3
are individual paid up share capitals.
5.2.3 In case the bidder is not able to furnish its audited financial statement on standalone
entity basis, the unaudited unconsolidated financial statements of the bidder can be
considered acceptable provided the bidder furnishes the following further documents on
substantiation of its qualification.
a) Copies of unaudited unconsolidated financial statement of the bidder along with copies of
audited consolidated financial statements of the Holding Company.
b) A certificate from the CEO/CFO of the Holding Company, as per format enclosed in the bid
documents, stating that the unaudited unconsolidated financial statements form part of the
consolidated Annual Report of the Company.
5.2.4 In case where audited results for the last financial year as on date of Techno commercial
bid opening are not available, the financial results certified by a practicing Chartered
Accountant shall be considered acceptable. In case, bidder is not able to submit the certificate
from practicing Chartered Accountant certifying its financial parameters, the audited results of
three consecutive financial years preceding the last financial year shall be considered for
evaluating the financial parameters. Further, a certificate would be required from the CEO/CFO
as per the format enclosed in the bidding documents stating that the financial results of the
company are under audit as on the date of Techno Commercial bid opening and the
certificate from the practicing Chartered Accountant certifying the financial parameters is not
available.

5.2.5 In case a bidder does not satisfy the financial criteria, stipulated at Para/clause 5.2.1
and/or Para/clause 5.2.2 above on its own, the Holding Company would be required to meet
the stipulated turnover requirements at Para/clause 5.2.1 above, provided that the net worth of
such Holding Company as on the last day of the preceding financial year is at least equal to or
more than the paid up share capital of the Holding Company. In such an event, the bidder
would be required to furnish along with its bid, a Letter of Undertaking from the Holding
Company, supported by Board Resolution, as per the format enclosed in the bid documents,
pledging unconditional and irrevocable financial support for the execution of the Contract by
the bidder in case of award.
5.2.6 Notes:
i) Net worth means the sum total of the paid up share capital and free reserves. Free reserve
means all reserves credited out of the profits and share premium account but does not include
reserves credited out of the revaluation of the assets, write back of depreciation provision and
amalgamation. Further, any debit balance of Profit and Loss account and miscellaneous
expenses to the extent not adjusted or written off, if any, shall be reduced from reserves and
surplus.
ii) Other income shall not be considered for arriving at annual turnover.
6.0 Brief Scope of Work: Please refer to Annexure-A of IFB.
7.0 Issuance of Bidding Documents to any bidder shall not construe that bidder is considered
qualified.
8.0 NTPC shall allow purchase preference, as indicated in the bidding documents, to bids from local
suppliers as defined in the bidding documents. The bidders may apprise themselves of the relevant
provisions of bidding documents in this regard before submission of their bids.
9.0 NTPC reserves the right to reject any or all bids or cancel/withdraw the Invitation For Bids (IFB) for the
subject package without assigning any reason whatsoever and in such case no bidder/intending bidder
shall have any claim arising out of such action.

Annexure-A of IFB
TALCHER STPS STAGE-II (4X500MW)
ASH SLURRY DISPOSAL TO MINE WITH AWRS PACKAGE
BRIEF SCOPE OF WORK
1.01.01 The scope of work comprises turnkey supply, erection and commissioning of
mechanical, electrical, C&I of Ash slurry disposal to mine & AWRS of Stage-II
(4x500MW) & integrate the system with existing ash handling system of the station.
Supply & erection of ash slurry pipes, ash water recirculation pipe & service water pipe are
excluded from bidder’s scope.
1.01.02 The scope of work shall include the design, engineering, manufacture, shop fabrication,
assembly, testing and inspection at manufacturer’s work, type testing wherever
applicable, packing, ocean shipment, marine insurance, custom clearance, port
clearance and handling, inland transportation, inland transit insurance, delivery at site,
unloading, handling, storage and in plant transportation at site, complete services of
erection including erection supervision and site testing, all modification works on
existing plant including dismantling, handling , overhaul/repair and re-erection as
required, inspection, insurance during, storage, erection and commissioning,
performance testing and handing over to the Owner of Ash slurry disposal to mine &
AWRS Package of stage-II (4x500MW) as defined in this specification.
1.01.03 The principal features of this system being:
(a) Combined fly ash & bottom ash slurry disposal system to mine at a distance of 25
km approx. from existing slurry disposal pumps discharge including booster pump
house.
(b) Ash water recirculation system including barge mounted pump in mine.
(c) Service water system from plant to booster pump house.
