1.0 NTPC Limited invites online bids on Single Stage Two Envelope bidding basis (Envelope-
I: Techno-Commercial Bid & Envelope-II: Price Bid) from eligible bidders for Setting up of
Electric Crematorium at Antim Niwas, Sector-94, Noida, as per the Scope of Work
mentioned hereinafter.
2.0 BRIEF SCOPE OF WORK
1.1 Design, Engineering, Manufacture, Supply, Construction/Erection of building(s) and all
included civil works, Equipment Erection, Inspection/Testing, Commissioning works of
electrically heated, resistance type, double chambered stainless steel cremation
furnace along with charging machine and latest control unit according to its design
parameters and capacity ensuring cremation of human body maintaining the norms of
pollution control board.
1.2 The Bidder shall also provide necessary operation and maintenance training for 2 (two)
months to the personnel from the NGO, NOIDA LOK MANCH after handing over.
1.3 The scope of work shall also include maintenance contract for a period of 5 (five) years
after installation and commissioning of the Electric Crematorium. The payment for the
aforesaid shall be made quarterly on pro- rata basis.
1.4 The scope of work shall include 11 KV bulk electric connection in the name of NOIDA
LOK MANCH including fees.
1.5 Complete Electricals including Supply, erection, commissioning of HT/LT Switchgear,
DG set, Transformers, cables, cabling, tray work, earthing and lightning protection,
illumination system etc. shall be in the scope of the Bidder.
1.6 The scope of work shall also include extending of LT supply to existing scheme 3KW
connected load.
1.7 A Ceremony Hall of minimum area 50 Sq. m shall be provided along with the
Crematorium Hall.
3.0 Employer intends to finance the subject package through Own Resources

documents, which are available for sale as per the following schedule:

5.0 Bid Security for an amount of 2,00,000/- (Indian Rupees Two Lacs only) shall be submitted
in a sealed envelope separately offline by the stipulated bid submission closing date and time.
Any bid not accompanied by an acceptable Bid Security in a separate sealed envelope shall
be rejected by Employer as being non-responsive and shall not be opened.
6.0 Qualifying Requirements for Bidders:
The Bidder should meet the qualifying requirements under Clause 6.1.0. and clause 6.2.0
along with the requirements stipulated under Section ITB (Instructions to Bidders).
6.1.0 Technical Criteria:
a) The bidder should have executed at least one electric crematorium with supply, erection
and commissioning of electro-mechanical works and civil building works.
6.2.0 Financial Criteria:
6.2.1 Financial Criteria for Bidder
a) The average annual turnover of the Bidder, in the preceding three (3) financial years as
on the date of Techno-Commercial bid opening, should not be less than 19 Million
(Indian Rupees Nineteen Million only).
In case a Bidder does not satisfy the average annual turnover criteria, stipulated above
on its own, its Holding Company would be required to meet the stipulated turnover

requirements as above, provided that the Net Worth of such Holding Company as on
the last day of the preceding financial year is at least equal to or more than the paid-up
share capital of the Holding Company. In such an event, the Bidder would be required
to furnish along with Bidder’s Techno-Commercial bid, a Letter of Undertaking from the
Holding Company, supported by the Holding Company’s Board Resolution, as per the
format enclosed in the bid documents, pledging unconditional and irrevocable financial
support for the execution of the Contract by the Bidder in case of award.
b) Net worth of the Bidder as on the last day of the preceding financial year should not be
less than 100% (hundred percent) of its paid-up share capital. In case the Bidder does
not satisfy the Net worth criteria on its own, it can meet the requirement of Net worth
based on the strength of its Subsidiary(ies) and/or Holding Company and/or
Subsidiaries of its Holding company wherever applicable. In such a case, however the
Net worth of the Bidder and its Subsidiary(ies) and/or Holding Company and/or
Subsidiary(ies) of the Holding Company, in combined manner should not be less than
100% (hundred percent) of their total paid-up share capital. However individually, their
Net worth should not be less than 75% (seventy five percent) of their respective paid-
up share capitals.
Net worth in combined manner shall be calculated as follows:
Net worth (combined) = (X1+X2+X3) / (Y1+Y2+Y3) X 100
Where X1, X2, X3 are individual Net worth which should not be less than 75% of the
respective paid-up share capitals and Y1,Y2,Y3 are individual paid-up share capitals.
c) In case the Bidder is not able to furnish its audited financial statements on stand-alone
entity basis, the unaudited unconsolidated financial statements of the Bidder can be
considered acceptable provided the Bidder further furnishes the following documents
for substantiation of its qualification:
i) Copies of the unaudited unconsolidated financial statements of the Bidder
along with copies of the audited consolidated financial statements of its
Holding Company.
ii) A Certificate from the CEO/CFO of the Holding Company, as per the format
enclosed in the bid documents, stating that the unaudited unconsolidated
financial statements form part of the consolidated annual financial statements
of the Holding Company.
In case where audited results for the last financial year as on the date of Techno-
Commercial bid opening are not available, the financial results certified by a practicing
Chartered Accountant shall be considered acceptable. In case, Bidder is not able to
submit the Certificate from practicing Chartered Accountant certifying its financial
parameters, the audited results of the three consecutive financial years preceding the
last financial year shall be considered for evaluating the financial parameters. Further,
a Certificate would be required from the CEO/CFO as per the format enclosed in the
bid documents stating that the financial results of the Company are under audit as on
the date of Techno-commercial bid opening and the Certificate from the practicing
Chartered Accountant certifying the financial parameters is not available.
7.0 Notwithstanding anything stated above, the Employer reserves the right to assess the
capabilities and capacity of the Bidder/ his collaborators / associates/ subsidiaries/ group

companies to perform the contract, should the circumstances warrant such assessment in the
overall interest of the Employer.
8.0 Employer reserves the right to reject any or all bids or cancel/withdraw the Invitation for Bids
without assigning any reason whatsoever and in such case no bidder / intending bidder shall
have any claim arising out of such action.
9.0
No Queries from Bidders, whatsoever, shall be entertained by the Employer beyond the
last date of receipt of Queries/ Pre-Bid Conference (if applicable) as specified above
10.0 A complete set of Bidding Documents may be downloaded by any interested Bidder on
payment (non-refundable) of the cost of the documents as mentioned above in the form of a
crossed account Payee demand draft in favour of NTPC Ltd., Payable at New Delhi or directly
through the payment gateway at our SRM Site (https://etender.ntpclakshya.co.in). For logging
on to the SRM Site, the bidder would require vendor code and SRM user id and password
which can be obtained by submitting a questionnaire available at our SRM site as well as at
NTPC tender site (www.ntpctender.com). First time users not allotted any vendor code are
required to approach NTPC at least three working days prior to Document Sale Close date
along with duly filled in questionnaire for issue of vendor code and SRM user id/password.
11.0 Issuance of Bidding Documents to any Bidder shall not construe that such Bidder is
considered to be qualified.
12.0 Transfer of Bidding Documents purchased by one intending Bidder to another is not
permissible.
