3.0 BIDDERS CAN DOWNLOAD THE TENDER DOCUMENTS BEFORE BID SUBMISSION DATE. TENDER FEES, BID

SECURITY AND INTEGRITY PACT (IF APPLICABLE) SHALL BE SUBMITTED IN A SEALED ENVELOPE SEPARATELY

(OFFLINE) BY THE STIPULATED BID SUBMISSION CLOSING DATE AND TIME AT THE ADDRESS GIVEN BELOW.

ANY BID WITHOUT AN ACCEPTABLE TENDER FEES, BID SECURITY AND INTEGRITY PACT (IF APPLICABLE)

SHALL BE TREATED AS NONRESPONSIVE BY THE EMPLOYER AND SHALL NOT BE OPENED.

4.0 TENDER FEE SHOULD BE IN THE FORM OF A CROSSED ACCOUNT PAYEE DEMAND DRAFT OR BANKER’S

CHEQUE IN FAVOUR OF NTPC LTD., PAYABLE AT SBI SALAKATI.

5.0 First time users not allotted any vendor code are required to approach NTPC at least three working days

prior to Document Sale Close date for issue of vendor code.

6.0 Brief Scope of Work & other specific detail :

SUPPLY, INSTALLATION, TESTING AND COMMISSIONING OF SELF PROPELLED, ARTICULATED (HYDRAULIC

OPERATED BOOM), AERIAL WORKING PLATFORM AT NTPC BONGAIGAON.

SALIENT TECHNICAL FEATURES:

SPECIFICATIONS

REQUIREMENT

Rough terrain aerial Working Platform, Self -propelled, articulated, diesel

operated boom lift suitable for irregular and bump road.

PURPOSE

Two to three persons can reach to a place at height or at a distance for doing

some work with help of self-propelled & controlled vehicle and attached

platform.

BOOM

Z boom design for lifting versatility with “up and over” positioning for

excellent outreach & Proportional control.

MINIMUM REQUIREMENT

Platform Height : min 23.5 mtr; Working height : min. 25.5 mtr; Horizontal

Outreach : 15 m (min); Platform Capacity 225 Kg (min); Min. Ground

Clearance 30 cm; Turntable rotation (swing) : 360 deg continuous; min 40kW

Engine with self-start; Tyre : Rough terrain Foam filled; Control Platform &

ground level for emergency; CE/ANSI A92.5 or equivalent Compliance.

7.0 Qualifying Requirements for Bidders:

In addition to satisfactory fulfilment of Qualifying Requirement stipulated in Section ITB (instruction to bidders)

of documents, the bidder should also meet the qualifying requirements stipulated hereunder :

TECHNICAL CRITERIA:

7.1.The bidder should be a manufacturer or supplier of aerial working platform and should have successfully

executed the job of supply, erection and commissioning of atleast 01 no. of Self propelled, Articulated

(Hydraulic operated boom), Aerial working platform of minimum 23 Mtr lift that has been in successful

operation for atleast one (01) year as on the date of techno-commercial bid opening and meeting any one of

the following criteria during last 07 (seven) years prior to the date of techno- commercial bid opening :

a.Atleast one order of value not less than Rs. 86.84 Lacs.

b.Two orders, each of value not less than Rs. 54.27 Lacs.

c.Three orders, each of value not less than Rs. 43.42 Lacs.

The word “executed” means that the bidder should have achieved the progress specified in the above para

even if the total contract/ order is not completed/ closed. The same shall be supported by documentary

evidence issued by the owner.

FINANCIAL CRITERIA:

7.2. The average annual turnover of the bidder, in the preceding three (03) financial years as on the date of

techno commercial bid opening, shall be not less than Rs. 108.55 Lacs (Rupees One hundred Eight Lacs and Fifty

Five Thousands only).

NOTE:

(i)Other income shall not be considered for arriving at annual turnover.

(ii)The bidder shall submit documentary evidence/proof of meeting qualifying requirements stipulated above.

(iii)In case where audited result for the last financial year as on the date of techno commercial bid opening are

not available, the financial result certified by a practicing Chartered Accountant shall be considered acceptable.

In case bidder is not able to submit the certificate from practicing chartered accountant certifying his financial

parameters, the audited result of three consecutive financial years preceding the last financial year shall be

considered for evaluating the financial parameter. Further, a certificate would be required from the CEO/CFO

as per the format enclosed in bidding document stating that the financial result of the company are under audit

as on the date of techno-commercial bid opening and the certificate from the practicing chartered accountant

certifying the financial parameters is not available.

8.0 Issuance of Bidding Documents to any bidder shall not construe that bidder is considered qualified.

9.0 NTPC reserves the right to reject any or all bids or cancel/withdraw the NIT for the subject package without

assigning any reason whatsoever and in such case no bidder/intending bidder shall have any claim arising out

of such action.

11.0 NTPC shall allow purchase preference, as indicated in the bidding documents, to bids from local suppliers

as defined in the bidding documents. The bidders may apprise themselves of the relevant provisions of bidding

documents in this regard before submission of their bids.
