. Bidder has to ensure the following documents to be submitted offline and the same should reach in

sealed envelopes before the bid submission deadline prescribed by the Employer, pursuant to ITB

Clause 17 &18, failing which bid is liable for rejection

a) Tender Fee: If & as applicable

b) Earnest Money Deposit : If & as applicable

c) Integrity Pact: If & as applicable -

Any bid not accompanied by an acceptable Earnest Money Deposit , Tender fees and/or

Integrity pact (If applicable) shall be rejected by the Employer as being non-responsive and

shall be rejected without being opened.

. Clarification on bidding documents:

A prospective Bidder requiring any clarification of the Bidding Document shall put the query under

Clarification tab of the on-line bid at least three days prior to the clarification end date. EMPLOYER

will respond to any request for clarification or modification of the bidding documents that it receives

within the time line specified.

EMPLOYER will post the Clarifications under Clarification/Corrigendum tab at e-tender website.

Bidders can view these clarifications.

Note: No Queries from Bidders, whatsoever, shall be entertained by the Employer

beyond the last date of receipt of Queries/ Pre-Bid Conference (if applicable) as

specified above.”

6.0 Qualifying requirement:

6.1 Technical :

a) The Bidder should have designed, supplied, “erected/ supervised erection” and “commissioned/

supervised commissioning” of Solar Photo Voltaic (SPV) based grid connected power plant (s) of

cumulative installed capacity of “100 kWp or higher”, out of which at least one plant should have

been of “50 kWp or higher capacity”. The reference plant of “50 kWp or higher capacity” should

have been in successful operation for at least six (6) months prior to the date of techno commercial

bid opening.

OR

b) The Bidder should be a developer of Solar Photo Voltaic (SPV) based grid connected power plant(s)

of cumulative installed capacity of 100 kWp or higher, out of which at least one plant should have

been of 50 kWp or higher capacity. The reference plant of 50 kWp or higher capacity should have

been in successful operation for at least six (6) months prior to the date of techno commercial bid

opening.

c) The bidder should have executed works mentioned in Clause-6.1a or 6.1b during last seven (7) years,

prior to the date of techno-commercial bid opening, meeting the following criteria:

(

i) Single order of value not less than Rs 38.27 Lakh

OR

ii) Two orders of value not less than Rs 23.92 Lakh each.

OR

iii) Three orders of value not less than Rs. 19.14 Lakh each.

Notes for Clause 6.1.0

a. The reference SPV based grid connected power plant of 50Wp or higher capacity should be at a

single location developed by Bidder for itself or any other client.

b. SPV based Roof-top, which are grid connected, shall also be considered eligible for QR purposes.

c. Bidder shall submit certificate of successful completion and operation from the Owner.

d. Projects executed by Bidder’s group company, Holding Company or Subsidiary Company shall also

be considered as Bidder’s experience for meeting the QR, provided Bidder is an Indian company

registered in India.

e. In case the award for the reference works has been received by the Bidder either directly from owner

of plant or any other intermediary organization, a certificate from such owner of plant or the

intermediary organization shall be required to be furnished by the Bidder along with its Application

for Enlistment in support of its claim of meeting requirement stipulated above. Certificate from

owner of the plant shall also be furnished by the Bidder for successful operation of the reference

plant.

f. Developer means an entity who has either executed or got executed the work/ project as owner.

g. In case of developer as Bidder in clause 6.1b, the documentary evidence (certified by Chartered

Accountant) for value of executed reference work must be submitted by the Bidder.

(

i) The word “executed” means the Bidder should have achieved the criteria specified in the qualifying

requirements at Clause 6.1c, even if the contract has been started earlier and/or is not completed/

closed and shall be considered as below.

Case-I : The work is started earlier (prior to the period stipulated in Clause-1.1c, but completed within the

stipulated period as mentioned in clause 1.1c. In such cases, entire executed value of the relevant work vide that

work order shall be considered for evaluation.

Case-II : The work is started and completed within the stipulated period as mentioned in clause 6.1c.

Case-III : The work is started within the stipulated period as mentioned in clause 6.1c but not completed as on the

last date of stipulated period. In such cases, “In Progress” executed value of the relevant work vide that work order

as on the last date of stipulated period, shall be considered for evaluation.

(

ii) Remarks: Any of the above cases shall be supported by documentary evidence issued by the "Owner".

Owner" means the entity which has the original requirement of the subject work and has initiated and

awarded the work to the contractor (bidder) for executing the reference work against which the

credentials have been submitted.

"

And the "Owner" defined as above is not a contractor to any other entity for the reference work.

In case, the bidder has worked as approved sub-Contractor/sub-vendor, he has to provide

documentary evidence issued by the "Owner".

6.2 Financial Criteria

The average annual turnover of the Bidder, in the preceding three (3) financial years as on the date of

Techno-Commercial bid opening, should not be less than Rs. 47.84 Lakh (Rupees Forty seven lakh and

eighty four thousand Only).

Notes for Clause 6.2 above:

(

i)

In case where audited results for the last financial year as on the date of techno

commercial bid opening are not available, the financial results certified by a practicing

Chartered Accountant shall be considered acceptable. In case, Bidder is not able to

submit the certificate from practicing Chartered Accountant certifying its financial

parameters, the audited results for the three consecutive financial years preceding the

last financial year shall be considered for evaluating the financial parameters.

(

ii)

Other income shall not be considered for arriving at annual turnover.

.0 Clarification on bidding documents:

No Queries from Bidders, whatsoever, shall be entertained by the Employer beyond the last date

of receipt of Queries/ Pre-Bid Conference (if applicable) as specified above.

A prospective Bidder requiring any clarification of the Bidding Document shall put the query under

Clarification tab of the on-line bid at least three days prior to the clarification end date. EMPLOYER

will respond to any request for clarification or modification of the bidding documents that it receives

within the time line specified.

EMPLOYER will post the Clarifications under Clarification/Corrigendum tab at e-tender website.

Bidders can view these clarifications.

8.0

SUBMISSION OF BIDS-

Bidders are requested to submit offer / proposal as under:

While submitting the ON-LINE BID

Acceptance of Following conditions are specified in the GTE:

a) Compliance to All Provisions of Bidding Documents (NIL Deviation

Certificate)

No deviation, whatsoever, is permitted by the Employer to any provisions of Bidding Documents.

The acceptance of above is an attribute of the on line Bid Invitation and the Bidders are required to confirm acceptance of

the same by accepting the following condition:

Qualifying Requirement (QR). Any reference Orders declared more than as specified above shall not be

considered for evaluation/establishing compliance to Qualifying Requirements.

No change or substitution in respect of reference Plants/Orders for meeting the specified Qualifying Requirement

accepting the following GTE condition:

d) Declaration On Banning Policy

Declaration to the effect that the Bidder shall abide by Banning Policy of the Employer displayed on NTPC’s website

http://www.ntpctender.com indicating his compliance to the provisions of ITB Sub-Clause 32 to be furnished by accepting

the following GTE condition:

Bidders may note that in case they do not accept the GTE conditions, their

bids shall not be evaluated and shall be rejected.

Any other condition, if mentioned in GTE, requiring any

confirmation/information are to ticked/filled up suitably.
