Applicable relevant MSME Certificate should be submitted offline/online before schedule bid  
submission end date &time.  
Note: "NTPC shall allow purchase preference, as indicated in the bidding documents, to bids from  
local suppliers as defined in the bidding documents. The bidders may apprise themselves of the  
relevant provisions of bidding documents in this regard before submission of their bids."

No Queries from Bidders, whatsoever, shall be entertained by the Employerbeyond the last date of  
receipt of Queries/ Pre-Bid Conference (if applicable) asspecified above.

. Bidder has to ensure the following documents to be submitted offline and the same should reach in  
sealed envelopes before the bid submission deadline prescribed by the Employer, pursuant to ITB  
Clause 18, failing which bid is liable for rejection  
a) Tender Fee: If & as applicable  
b) Earnest Money Deposit : If & as applicable  
c) Integrity Pact: If & as applicable  
Any bid not accompanied by an acceptable Earnest Money Deposit , Tender fees and/or  
Integrity pact (If applicable) shall be rejected by the Employer as being non-responsive and  
shall be rejected without being opened.

. Clarification on bidding documents:  
A prospective Bidder requiring any clarification of the Bidding Document shall put the query under  
Clarification tab of the on-line bid at least three days prior to the clarification end date.EMPLOYER  
will respond to any request for clarification or modification of the bidding documentsthat it receives  
within the time line specified.  
EMPLOYER will post the Clarifications under Clarification/Corrigendum tab at e-tender website.  
Bidders can view these clarifications.

. Qualifying requirement:  
1
.0 The bidder should have ‘its own’ or ‘leased’‘Record Management System (RMS) Facility’ having  
permanent construction with ‘CCTV surveillance’ and ‘Fire Detection & Protection System’ for safe  
&
secure storage of documents.

.0 Bidder should have done the job of both ‘Digitization’ and‘Record Management System (RMS)’  
with each individual job having executed value not less than Rs 1 Crore through any single  
,
service/work order as standalone or with any other jobs.

.0 The bidder should have executed the job of “ ‘Digitization’and/or‘Record Management Services’  
”during the last seven (7) years, prior to the date of techno-commercial bid opening, meeting the  
following criteria:  
(i)  
Single order of value not less than ₹ 8.89 Crores  
OR  
(ii)  
Two orders of value not less than ₹ 5.56 Crores each.  
OR  
(
iii) Three orders of value not less than ₹ 4.44 Crores each

ii.  
The word “executed” means the Bidder should have achieved the criteria specified in the  
qualifying requirements at Clause 3.0 , even if the contract has been started earlier and/or is not  
completed/ closed and shall be considered as below.  
Case-I : The work is started earlier (prior to the period stipulated in Clause-3.0, but completed  
within the stipulated period as mentioned in clause 3.0. In such cases, entire executed value of the  
relevant work vide that work order shall be considered for evaluation.  
Case-II : The work is started and completed within the stipulated period as mentioned in clause  
3.0.  
Case-III : The work is started within the stipulated period as mentioned in clause 3.0 but not  
completed as on the last date of stipulated period. In such cases, “In Progress” executed value of  
the relevant work vide that work order as on the last date of stipulated period, shall be considered  
for evaluation.  
iii. Remarks : Any of the above cases shall be supported by documentary evidence issued by the  
"Owner".  
"Owner" means the entity which has the original requirement of the subject work and has initiated  
and awarded the work to the contractor (bidder) for executing the reference work against which  
the credentials have been submitted.  
And the "Owner" defined as above is not a contractor to any other entity for the reference work.  
In case, the bidder has worked as approved sub-Contractor/sub-vendor, he has to provide  
documentary evidence issued by the "Owner".

.0 Financial Criteria  
2
.0 (a) The average annual turnover of the Bidder, in the preceding three (3) financial years as on  
the date of Techno-Commercial bid opening, should not be less than Rs. 6.92 crore  
(Rupees Six Crore and Ninety Two Lacs Only).  
In case the bidder does not satisfy the average annual turnover criteria, stipulated above on  
its own, its Holding Company would be required to meet the stipulated turnover  
requirements as above, provided that the net worth of such Holding Company as on the last  
day of the preceding financial year is at least equal to or more than the paid-up share capital  
of the Holding Company. In such an event, the bidder would be required to furnish along  
with its Techno-Commercial bid, a Letter of Undertaking from the Holding Company,  
supported by the Holding Company's Board Resolution as per the format enclosed in the bid  
documents, pledging unconditional and irrevocable financial support for the execution of the  
Contract by the Bidder in case of award.

.0(b) The Net Worth of the bidder as on the last day of the preceding financial year (reckoned on  
the date of techno-commercial bid opening) should not be less than 100% of the Bidder's

paid-up share capital. In case the Bidder meets the requirement of Net worth based on the  
strength of its Subsidiary (ies) and/or Holding Company and/or Subsidiaries of its Holding  
companies wherever applicable, the Net worth of the Bidder and its subsidiary (ies) and/or  
Holding Company and/or subsidiary (ies) of the Holding Company, in combined manner  
should not be less than 100% of their total paid-up share capital. However individually, their  
Net worth should not be less than 75% of their respective paid-up share capitals.  
Net worth in combined manner shall be calculated as follows:  
Net worth (combined) = (X1+X2+X3) / (Y1+Y2+Y3) X 100  
Where X 1, X2, X3 are individual Net worth which should not be less than 75% of the  
respective paid up share capitals and Y1 , Y2, Y3 are individual paid up share capitals.  
.0) (c) In case the bidder is not able to furnish its audited financial statements on stand-alone entity  
basis, the unaudited unconsolidated financial statements of the bidder can be considered  
acceptable provided the bidder further furnishes the following documents for substantiation  
of its qualification

(i) Copies of the unaudited unconsolidated financial statements of the bidder along with copies  
of the audited consolidated financial statements of its Holding Company,  
(
ii) A Certificate from the CEO/CFO of the Holding Company, as per the format enclosed in the  
bidding documents, stating that the unaudited unconsolidated financial statements form part  
of the consolidated annual financial statements of the Holding Company.  
In case where audited results for the last financial year as on the date of techno commercial  
bid opening are not available, the financial results certified by a practising Chartered  
Accountant shall be considered acceptable. In case, Bidder is not able to submit the  
certificate from practising Chartered Accountant certifying its financial parameters, the  
audited results for the three consecutive financial years preceding the last financial year shall  
be considered for evaluating the financial parameters. Further, a Certificate would be  
required from the CEO/CFO as per the format enclosed in the bidding documents stating that  
the Financial results of the Company are under audit as on the date of Technocommercial bid  
opening and the Certificate from the practising Chartered Accountant certifying the financial  
parameters is not available.  
NOTE:  
(i)  
Net worth means the sum total of the paid up share capital and free reserves. Free reserve  
means all reserves credited out of the profits and share premium account but does not  
include reserves credited out of the revaluation of the assets, write back of depreciation  
provision and amalgamation. Further any debit balance of Profit and Loss account and  
miscellaneous expenses to the extent not adjusted or written off, if any, shall be reduced  
from reserves and surplus.  
(
ii)  
Other income shall not be considered for arriving at annual turnover.  
"Holding Company" and "Subsidiary Company" shall have the meaning ascribed to  
them asper Companies Act of India

. Issuance of Bidding Documents to any Bidder shall not construe that such Bidder is considered  
qualified.
