NTPC Limited (hereinafter referred to as NTPC or the Owner) have requirement of “Coal unloading

from BOXN wagons at NTPC Kudgi siding and Coal Transportation from Coal Stock Yard to Different

Locations inside the Plant Area of NTPC Kudgi STPS”.

NTPC invites online bids on Single Stage Two Envelope bidding basis (Envelope-I: Techno-

Commercial Bid & Envelope-II: Price Bid) from eligible bidders for aforesaid Package, as per the

Scope of Work mentioned hereinafter.

NTPC intends to finance the subject package through Own Resources.

Detailed specifications, scope of work and terms & conditions are given in the bidding documents,

which are available for examination and sale at the address given at para 11.0 below and online in

our tendering portal as per the following schedule:

Date & Time for opening of Price Bids shall be intimated separately to the bidders whose Techno-

Commercial Bid are found to be acceptable.

All bids must be accompanied by Bid Security for an amount equivalent INR 5.0 Lakhs (Indian

Rupees Five Lakhs only)

The Bid Security in Original shall be submitted in a separate sealed envelope before the

stipulated bid submission closing date and time. In case acceptable Bid Security in a separate

sealed envelope is not received then online Bid shall be rejected by Owner as being non-

responsive and shall not be opened.

Bidder shall also submit the Demand Draft/Banker Cheque towards the cost of bidding

documents in a separate sealed envelope before the stipulated bid submission closing date and

time. In case acceptable Demand Draft/Banker Cheque towards the cost of bidding

documents in a separate sealed envelope is not received then online Bid shall be

rejected by Owner as being non-responsive and shall not be opened.

For exemption of Tender Fee and Bid Security, refer tender document (Section-IV SCC).

QUALIFYING REQUIREMENT FOR BIDDERS

In addition to satisfactory fulfilment of the Qualifying requirements stipulated in Section – ITB

(

Instructions to Bidders) of Bid documents, the following shall also apply:

The Bidder who wishes to participate in the bidding shall satisfactorily establish that the Qualifying

Requirements stipulated hereunder are fulfilled:

A. Technical Criteria:

)

The bidder should have executed the work of unloading of coal/ overburden/ shale/ soil/

minerals from Railway wagons in the past seven (7) years as on the date of techno-commercial

bid opening.

)

The bidder should have executed work of transportation of coal/ overburden/ shale/ soil/

minerals in the past seven (7) years as on the date of techno-commercial bid opening.

The bidder should have executed the work of unloading / transportation / unloading and

transportation of coal/ overburden/ shale/ soil/ minerals of the following contract values in the

past seven (7) years as on the date of techno-commercial bid opening.

a. Single contract of value not less than Rs. 240 Lakhs.

b. Two contracts of value not less than Rs. 150 Lakhs each.

c. Three contracts of value not less than Rs. 120 Lakhs each.

B. Financial Criteria:

)

The average annual Turnover of the Bidder, in the preceding three (3) financial years as on

1.03.2019 shall not be less than Rs.300.33 Lakhs (Rupees Three Crore Thirty Three thousand

only).

)

The Bidder has to furnish audited financial statements in support of turnover. If audited results

for the preceding financial year are not available, certification of financial statements from a

practicing Chartered Accountant shall also be considered acceptable. In case the Bidder is not

able to submit the Certificate from practicing Chartered Accountant certifying its financial

parameters, the audited results of three consecutive financial years preceding the last financial

year has to be furnished.

NOTES:

(

i) Other income shall not be considered for arriving at annual turnover.

ii) The word ‘executed’ means that the bidder should have achieved the progress specified in the

QR even if the total contract is not completed/closed. Bidder to submit copies of work order/

purchase order giving details of work executed and user certificate for performance. If user

certificate is not available then proof of execution in terms of payment/deliver challan/ Invoice

etc to be provided.

NTPC reserves the right to reject any or all bids or cancel/withdraw the Invitation for Bids without

assigning any reason whatsoever and in such case no bidder / intending bidder shall have any claim

arising out of such action.

Prospective bidders from Uttar Pradesh (U.P) State, India are compulsorily required to provide TIN

number at the time of purchase of bidding documents from Office of NTPC.

Issuance of bidding documents to any bidder shall not construe that such bidder is considered to be

qualified. Bids shall be submitted online and opened at the address given below.
