SECTION – I
I. NTPC invites on-line bids on Single Stage Two Envelope Bidding basis (Envelope-I: Techno-commercial Bid &
Envelope-II: Price Bid) for “Supply and erection of ClO2 generating system for Cooling Water treatment and PT Plant
for NTPC Tanda”.
II. Detailed Specification, Scope of Work and terms and Conditions are given in the online bidding document.

IV. Qualifying Requirement:
(Bidders are required to furnish the details of the past experience like authentic Work Orders/Purchase Orders/Letter of
Awards/Contract Agreements, client certificates, completion certificate, Turnover of preceding three financial years etc. in support of
meeting the Qualifying Requirements based on which selection is to be made as per format at Attachment 3. of Sec. VII)
Qualifying requirement is mentioned below:
1.0 Technical Requirement:
1.1) Bidder should have designed, supplied, erected/supervised erection and commissioned/supervised
commissioning of at least one (1) number of Chlorine Di-Oxide System/Plant having at least one (1) number
Chlorine Di-Oxide (ClO2) generator of capacity not less than 40 Kg/hr in any industrial application. The
above system/plant should have been in successful operation for at least one (1) year prior to the date of
Techno-commercial Bid-opening.
1.2) Bidder who do not fulfill the requirement in clause 1.1 above, can also participate provided the Bidder has
designed, supplied, erected/supervised erection and commissioned/ supervised commissioning of at least
one (1) number Gas chlorination plant/system of capacity not less than 120 Kg/hr in any industrial
application and associates/collaborates with a party fully meeting the requirements of clause 1.1 above:
In such a case, the Bidder shall be required to furnish a Deed of Joint Undertaking(s)(DJU) jointly executed
by the Bidder and the Collaborator(s)/Associate(s) and each executant of DJU shall be jointly and severally
liable to the Employer for successful performance of Chlorine Di- Oxide (ClO2) System/Plant, as per the
format enclosed with the bidding documents. The Deed of Joint Undertaking(s) (DJU) should be submitted
along with the bid failing which Bidder shall be disqualified and its bid shall be rejected. In case of award, the
Collaborator(s)/Associate(s) shall be required to furnish an on demand bank guarantee as per the format
enclosed with the bidding documents for a value equal to 2% (two percent) of the contract price in addition
to the Contract Performance Security to be furnished by the Bidder.
Note : (i) The work “executed” means that the bidder should have achieved the criteria specified in
the qualifying requirement even if the contract has been started earlier and/or is not
completed / closed.
(ii) Reference work executed by a bidder as a Sub-Contractor may also be considered
provided the certificate issued by main contractor is duly certified by Project Authority
specifying the scope of work executed by the Sub-Contractor in support of Qualifying
Requirement.
2.0 Financial Criteria:
2.1 The average annual turnover of the bidder shall be not less than Rs. 86.14 lakh (Rupees Eighty Six Lakh
Fourteen Thousand only ).
In case a bidder does not satisfy the financial criteria, stipulated above on its own, its Holding Company
would be required to meet the stipulated turnover requirements above, provided that the net worth of such
Holding Company as on the last day of the preceding financial year is at least equal to or more than the
paid-up share capital of the Holding Company. In such an event, the bidder would be required to furnish
along with its Techno-Commercial bid, a Letter of Undertaking from the Holding Company, supported by the
Holding Company’s Board Resolution as per the format enclosed in the bid documents, pledging
unconditional and irrevocable financial support for the execution of the Contract by the Bidder in case of
award.
2.2 In case the bidder is not able to furnish its audited financial statements on stand alone entity basis, the
unaudited unconsolidated financial statements of the bidder can be considered acceptable provided the bidder
further furnishes the following documents for substantiation of its qualification:
(a) Copies of the unaudited unconsolidated financial statements of the bidder along with copies of the audited
consolidated financial statements of its Holding Company.
(b) A Certificate from the CEO/CFO of the Holding Company, as per the format enclosed in the bidding documents,
stating that the unaudited unconsolidated financial statements form part of the consolidated annual financial
statements of the Holding Company.
In case where audited results for the last financial year as on the date of techno commercial bid opening are not
available, the financial results certified by a practicing Chartered Accountant shall be considered acceptable. In
case, Bidder is not able to submit the certificate from practicing Chartered Accountant certifying its financial
parameters, the audited results for the three consecutive financial years preceding the last financial year shall be
considered for evaluating the financial parameters. Further, a Certificate would be required from the CEO/CFO as
per the format enclosed in the bidding documents stating that the Financial results of the Company are under audit
as on the date of Techno-commercial bid opening and the Certificate from the practising Chartered Accountant
certifying the financial parameters is not available.
NOTES FOR CLAUSE 2 ABOVE :
(i) Other income shall not be considered for arriving at annual turnover.
(ii) "Holding Company" and "Subsidiary" shall have the meaning ascribed to them as per Companies Act
of India.
(iii) For Turnover indicated in foreign currency, the exchange rate as on seven (07) days prior to the date
of techno-commercial bid opening shall be used.
V. NTPC reserves the right to reject the bid or cancel/withdraw the NIT for the subject package without assigning any
reason whatsoever and in such case bidder/intending bidder shall have no claim arising out of such action.
VI. Issuance of bid documents to the bidder shall not construe that the bidder is considered to be qualified. Bids shall
be submitted online and opened at the address given below in the presence of Bidder’s representatives who choose
to attend the bid opening.
