NTPC Ltd invites online bids on SINGLE STAGE TWO ENVELOPE BASIS (i.e. Cover-I: Techno-
Commercial Bid & Tender Fee, EMD, Nil Deviation Certificate and Cover-II: Price Bid) from Eligible
bidders for aforesaid Package.
The Estimated Cost for the package is Rs 7,65,00,000/-
Bids shall be received up to 18.09.2019 Techno-Commercial bid (Envelop-I/Cover type fee /Cover type
Technical/ Cover type Pre Qual/MQP/NIL Deviation Certificate) shall be opened on 20.09.2019 Date of
opening of Price Bid (Envelop-II/Cover type Price) shall be intimated separately to qualified bidders after
opening & evaluation of Techno-Commercial Bid (Envelop-I/Cover type fee & Cover type Technical).

in Cover Type Technical and "Price Proposal" in Cover Type Price(in excel file) , within the bid
submission date & time as mentioned above on e-tendering portal https://eprocurentpc.nic.in. Only
Technical Bid will be opened on 20.09.2019 (13:00 hrs)

3.0 Bid Security (i.e. EMD- R 10,00,000/- in the form of DD/BC/BG) shall be submitted in a sealed
envelope separately offline by the stipulated bid submission closing date & time at the address given
below. Any bid without an acceptable Bid Security shall be treated as non-responsive by the employer
and shall not be opened.
In case Bid Security is submitted by way of Bank Guarantee (BG must be in a Stamp paper of
R 250/- as per CG state stamp Act), the same should be valid for 225 days from the date of
Opening of Techno-commercial offer.
In case Bid Security is submitted by way of DD/Bankers Cheque/Pay order same should be payable
at Sipat.
While issuing the physical BGs, the Bidder’s Bank shall also send electronic message through secure
SFMS (in case of BGs issued from within India) or SWIFT (in case of BGs issued from outside
India) to Employer’s Beneficiary Bank whose details are provided herein below:

Note: Bidders who have valid MSME/NSIC certificate, are also required to submit Udyog
Aadhar/NSIC for Tender Fee & EMD exemption. Any bid without valid certificate for Bid
Security (EMD) and Tender Fee shall be treated as non-responsive by the employer and their
bid shall not be opened online.
4.0 A complete set of Bidding Documents may be downloaded directly from the GEPNIC portal by
following the link i.e. (https://eprocurentpc.nic.in) & entering the Tender Ref No: NTPC/SSC -
WR-II(Sipat)/9900184416.
While submitting the bid for the subject procurement, please upload the details of Tender Fee and
EMD in Tender Fee/EMD cover in the GePNIC portal.
Tender Fee is non-refundable & No claim in this respect will be entertained. Tender Fee can be
submitted in the form of DD/BC in favour of "NTPC Ltd" , payable at SIPAT BILASPUR SBI
(Branch : 4304) and the details of which may please be uploaded on GEPNIC Portal.
First time users not allotted any vendor code are requested to approach NTPC at least ten
working days prior to Document download close date and submit the Following:

6.0 QUALIFYING REQUIREMENTS FOR BIDDERS:
Bidder Should meet the QR stipulated here under:
6.1
तकनीकी मापदण्ड Technical Criteria
6.1.1
The Bidder should have executed contract for manufacturing and supply of fly ash based
Portland Pozzolana Cement (PPC) as per IS: 1489 with 28 days’ compressive strength of
43 N/ mm2 (minimum), and / or Ordinary Portland Cement (OPC) Grade 43 as per IS:
8112 as per the following during the preceding seven (07) years reckoned as on the date
of techno-commercial bid opening:
a) Executed value not less than Rs 680 Lakhs in a Single Contract.
OR
b) Executed Value not less than Rs 425 Lakhs in two contracts each.
OR
c) Executed Value not less than Rs 340 Lakhs in three contracts each.
6.1.2
Vendor should have in-house testing laboratory for carrying out all tests as per relevant
IS.
Notes
Notes for Clause 6.1.1. above:
The word “executed” means the bidder should have achieved the criterion specified in
the Qualifying Requirements, even if the total contract is not completed/ closed. In
case of contract(s) under execution as on the date of techno-commercial bid opening,
the value of work executed till date will be considered provided the same is certified by
the employer.
6.2
वित्तीय मापदण्ड Financial Criteria of Bidder
6.2.1
The average annual turnover of the Bidder, in the preceding three (3) financial years as
on the date of Techno-Commercial bid opening, shall not be less than Rs. 850 Lakhs
(Rupees Eight Hundred and Fifty Lakhs only).
6.2.2
In case the bidder is not able to furnish its audited financial statements on standalone
entity basis, the unaudited unconsolidated financial statements of the bidder can be
considered acceptable provided the bidder furnishes the following further documents on
substantiation of its qualification:
Copies of the unaudited unconsolidated financial statements of the bidder along
with copies of the audited consolidated financial statements of the Holding

Company.
A certificate from the CEO/CFO of the Holding Company as per the format enclosed in
the bid documents stating that the unaudited unconsolidated financial statements form
part of the consolidated annual report of the company.
6.2.3
In case where audited results for the last financial year as on the date of Techno
Commercial Bid Opening are not available, the financial results certified by a practicing
Chartered Accountant shall be considered acceptable. In case, Bidder is not able to
submit the Certificate from practicing Chartered Accountant certifying its financial
parameters, the audited results of three consecutive financial years preceding the last
financial year shall be considered for evaluating the financial parameters. Further, a
certificate would be required from the CEO/CFO as per the format enclosed in the
bidding documents stating that the financial results of the Company are under audit as
on the date of Techno-Commercial Bid Opening and the Certificate from the practicing
Chartered Accountant certifying the financial parameters is not available.
Notes
(i) Other income shall not be considered for arriving at annual turnover.
7.0 NTPC shall allow purchase preference, as indicated in the bidding documents, to bids from
local suppliers as defined in the bidding documents. The bidders may apprise themselves of
the relevant provisions of bidding documents in this regard before submission of their bids.
8.0 Techno-Commercial Bid (i.e. Technical Bid & Price Bid) Submission:
This is an E-tender case and bidders shall submit bid (NIL Deviation Certificate, QR
Documents, Technical Bid, Price Bid & Local Content Declaration) in ONLINE ONLY. Bids sent
in physical form thru any other means /media is not at all acceptable and it may be liable to
be rejected.
A) Documents Required in Tender Fee / EMD Envelope:
i. TENDER FEE of INR 4500/-(inclusive of GST@18%) in the form of DD/BC is to be
submitted in sealed envelope in Physical Form/ Offline within the scheduled period. Any
techno-commercial bid not accompanied by an acceptable Tender Fee in separate sealed
envelope shall be rejected by NTPC Ltd, Sipat SSC WR – II as being non-responsive and will
not be considered for opening.
ii. EMD of INR 10,00,000/- in the form of DD/BC/BG/MSME/NSIC is to be submitted in
sealed envelope in Physical Form/ Offline within the scheduled period. Any techno-commercial
bid not accompanied by an acceptable EMD in separate sealed envelope shall be rejected by
NTPC Ltd, Sipat SSC WR – II as being non-responsive and will not be considered for opening.

EMD envelope must be super scribed with NIT No. 9900184416, Date of Opening of
Technical Bid, Sender's Name & Address.
iii. NIL DEVIATION CERTIFICATE to be uploaded online digitally signed as per format
enclosed in the Bidding Document under the name Certificate of "NIL" Deviation. Any techno-

commercial bid not accompanied by an acceptable NILL DEVIATION CERTIFICATE shall be
rejected by NTPC Ltd as being non-responsive and will not be considered for Opening.
B) Documents Required in Technical Envelope:
i. QR Documents: Following documentary evidences should be uploaded online & signed digitally:
QR documents comprising of credential (i.e. Copy of work order/LOA/agreements and
completion certificates/ proof of completion) as per qualifying requirements mentioned in
Point No: 6.
Up to date copy of Profit and Loss Account and Balance sheet of last three financial Years
duly audited by Chartered Accountant.
Copy of Independent PF Registration Certificate if applicable
Copy of GSTIN Registration Certificate
Copies of Income Tax PAN No. Certificate
Name and address(es) of the sole proprietor/partners/board of directors and
memorandum of articles of association/photocopy of the partnership deed/ affidavit for
proprietorship.
Copy of registration with Central Govt./State Govt./Public Sector/Undertaking if any
applicable.
Details of Manpower (Technical/Non Technical) and Tools & Plants if applicable.
ii. Technical Bid
C) Documents Required in Finance Cover:
i. Price Bid
ii. Declaration of local content.
Price Bid opening date and time shall be intimated separately by NTPC through mail to only those
bidders who are found to be meeting the QR criterion and their bid fulfils the technical
requirements as per NIT specifications.
9.0 Technical Bid/Price Bid of the Bidders who have not submitted requisite amount of Tender
Fee/EMD (in form of DD/BC/BG) and who do not satisfy the Qualifying Requirements shall not be
considered.
10.0 NTPC Ltd shall not be liable for loss/non-receipt/late receipt of EMD and Tender Fee in
postal transit. No claim in this respect will be entertained. However, NTPC reserves the right to
accept or reject late/delayed EMD and Tender Fee. No interest will be payable by the Owner on
the said amount covered under EMD/other security documents.
11.0 Issue of tender documents will not automatically mean that bidders are considered qualified.
The NTPC shall evaluate the qualifying requirements of each bidder as per NIT after opening of
qualifying requirement Bids and the bids of the bidder who is not meeting the qualifying
requirement shall be treated as non responsive.
12.0 NTPC reserves the right to reject any or all bids or cancel/withdraw the NIT for the subject
package without assigning any reason whatsoever and in such case no bidder/intending bidder
shall have any claim arising out of such action.

13.0 No hard copy of bidding documents shall be issued & also transfer of bidding documents
purchased by one intending bidder to another is not permissible.
