1.0 This has reference to your request for issue of Bid Documents against the subject NIT. We enclose

herewith the Bid Documents comprising of following

2.0 The bid documents are being issued to you provisionally subject to the condition that you submit

all the requisite documents in support of having fulfilled the qualifying requirements as laid

down in our NIT. Therefore, you are advised to furnish all the information along with

documentary evidences in support of meeting the QR along with technical proposal.

3.0 If the documents submitted by you are inadequate to establish your meeting the qualifying

requirements, your tender will be summarily rejected. PLEASE NOTE THAT ISSUANCE OF BID

DOCUMENTS SHALL NOT CONSTRUE THAT BIDDER IS CONSIDERED QUALIFIED FOR THE

PACKAGE.

4.0 You are requested to submit your offer/proposal as per requisite formats provided in the bidding

documents. Bids are being called under Single Stage Two Envelope bidding procedure and the

envelopes should be super scribed with “TOTAL LOGISTIC CONTRACT FOR AIR

TRANSPORTATION, CUSTOM CLEARANCE & FORWARDING FOR AIR & SEA SHIPMENTS AT

KOLKATA PORT FOR A PERIOD OF TWO YEARS” Tender Ref No., due date of opening, Type of

Bid, Name of vendor and their address and details of EMD furnished. The offer is to be submitted

as per instructions given in bidding documents.

5.0 The Earnest Money Deposit (EMD) for INR 1,00,000.00 ( Rupees ONE LAKH only) shall

necessarily form a part of 'Technical and Commercial Proposal', and shall be submitted in a

Separate envelope in the form of DD / Bank Guarantee only as per Performa & check list

enclosed in the bidding documents.

6.0 On the scheduled date of Bid Opening only Envelope – 1 i.e. “EMD” and Envelope-2 “Techno-

Commercial proposal” of bidders shall be opened as per terms and conditions of the NIT & bid

documents. ( Refer Clause 22.0 of Volume- I, Section-I (ITB))

Envelope – 3 i.e. “Price Bid” of those qualified bidders whose technical bids are acceptable as per

terms and conditions of the NIT and bid documents shall be opened at a later date, which shall be

intimated separately to the bidders.

7.0 Bidders special attention is drawn to Clause 16 of volume-I, Section-I of Instructions to Bidders as

per which no deviations, whatsoever is permitted by the Owner to the provisions of Bidding

documents.

Bidders are not allowed to deviate from any of the conditions specified in the Bidding

Documents .Bidders are advised that while developing the Bid Proposals and prices the above

conditions may appropriately be taken into consideration especially with respect to their effect

wherever applicable on the cash flow projections during execution of the Contract.

8.0 Any offer /proposal received by NTPC after the due date & time for submission of Bids prescribed

above and/or not accompanied by EMD & Certificate For Compliance To All Provisions Of Bidding

Documents(NIL Deviation Certificate) will be rejected and returned unopened to the Bidder.

NTPC shall not be responsible for any delay/non-receipt of offer/proposal by post and reserves

the right to reject any or all offers without assigning any reasons thereof.

3.0. All bids must be accompanied with Earnest Money Deposit in the form of DD/Pay order from an

Indian Nationalized bank/schedule bank in favour of NTPC Ltd. payable at Kolkata or in the form of Bank

Guarantee as per Performa & check list enclosed in the bidding documents. In case of Bank Guarantee,

the same should be valid for 225 days from the date of Bid Opening.

ANY BID NOT ACCOMPANIED BY AN ACCEPTABLE EARNEST MONEY DEPOSIT IN A SEPARATE

SEALED ENVELOPE SHALL BE REJECTED BY THE OWNER AS BEING NON-RESPONSIVE AND

RETURNED TO THE BIDDERS WITHOUT BEING OPENED.

4.0.The bidders shall read the detail tender specifications very carefully and understand the meaning of

every sentence of all the chapters to avoid any post bid ambiguity. Bidders may ask for any

technical/commercial clarification either verbally or in writing from the NTPC Kolkata Office, Contract

5.0.Type of Bidding: SINGLE STAGE TWO ENVELOPE

The bidder shall submit their offer in the following modes:

A:Envelope 1(EMD, EMD Bid submission form, Certificate of Compliant bid (Nil Deviation

Certificate)) – EMD details along with the tender Ref no. to be super scribed on envelope. In absence of

this EMD, EMD Bid submission form, Certificate of Compliant bid (Nil Deviation Certificate), the

bid shall be rejected and shall be returned unopened.

B:Envelope 2: (Techno-Commercial Bids)-QR documents and techno-commercial bid

C:Envelope 3: (Price bid) – Price bid as per tender specification.

The date of opening of the price bid will be intimated to all successful bidders who shall meet our

qualifying requirements and the bid technically acceptable.

6.0. All the three envelopes shall be placed in single envelope duly super scribing with tender

name, tender number, bid opening date & EMD details.

7.0.At any point of time, in case offer is found not satisfying the minimum qualifying requirement as

stated in detailed NIT, NTPC reserves the right to disqualify the offer out rightly. In all such case/cases

NTPC’s decision shall be final.

8.0.Any deviation in schedule of rates is not allowed.

9.0.Transfer of bidding documents purchased by one intending bidder to another is not permissible.

10.0

QUALIFYING REQUIREMENT

In addition to the requirements stipulated in Section ITB (Instructions to Bidders), the Bidder shall also

meet the Qualifying Requirements stipulated hereunder

10.1

Bidder should be registered consolidation agent of IATA and having valid CHA license in their

name.

Copies of valid IATA Registration Certificate and CHA License in the name of bidder are to be

submitted.

10.2

Bidders or their associates should have offices at minimum of 11countries i.e. USA, Germany,

Switzerland, Japan, UK, Italy, Russia, France, Ukraine and Czech Republic, Korea.

Copies of valid agreement with their foreign associates for these countries are to be

submitted. In case party has their own offices, then should submit copy of registration.

10.3

Bidder should have experience of –

a) Customs clearance for imported consignments at least in any two of the CTH 84, 85 and 90.

Copies of Bill of Entry covering minimum two chapters out of chapters 84, 85 and 90 are to

be submitted.

b) Bidders should have experience of dealing at least two cases per annum of re-export / re-

import on the date of bid opening.

Two copies of re-export/re-import shipping bill per annum during the last 2 years are to be

submitted.

10.4

Bidder should have office and Warehouse arrangement at Kolkata.

Copies of lease agreement / title deed for warehouse and office at Kolkata are to be

submitted.

10.5

Bidder should have experience of dealing at least two cases per annum pertaining to duty

drawbacks/refund claims/ Customs appeal during the preceding two years as reckoned on

the date of bid opening.

Two copies of duty drawback/refund/appeal order/award per annum during the last two

years are to be submitted.

10.6

The average annual turnover of the bidder in the preceding three (3) financial years as on the

date of bid opening shall not be less than Rs.44.0 lakhs.

The bidder should submit audited annual report/balance sheet and profit and loss account of

last three (3) financial years.(For F.Y 2016-2017, 2017-18, 2018-19)

10.7

Intending bidder must have experienced of having successfully executed similar contracts

(i.e. contract of consolidation of air shipments, custom clearance of air & sea consignments

and other related works of imported materials) during last seven (7) years reckoned as on

the date of bid opening as per the following criteria.

a) Three (3) executed contract each amounting to not less than Rs. 35.052 lacs

b) Two executed contracts each amounting to not less than Rs. 43.815 lacs

c) One executed contract amounting to not less than Rs.70.10 lacs

The word “executed” mentioned in clause above means that the bidder should have achieved

the criteria specified in clause above with ANY of the following conditions:

Case-I: The work/order is started earlier (prior to the period stipulated in Clause above) but

completed within the stipulated period as mentioned in clause above. In such cases, entire

executed value of the relevant work vide that work order shall be considered for evaluation.

Case-II: The work /order is started and completed within the stipulated period as mentioned

in clause above In such cases, entire executed value of the relevant work vide that work order

shall be considered for evaluation.

Case-III: The work/order is started within the stipulated period as mentioned in clause above

but not completed as on the last date of stipulated period. In such cases “In progress”

executed value of the relevant work vide that work order as on the last date of stipulated

period, shall be considered for evaluation.

Remarks: (i) Bidder must submit requisite credentials in support of having met the

qualifying requirement. A summary sheet of all documents need to be submitted along with

the technical offer. Summary Sheet should clearly describe the eligibility credentials.

Credentials may include:

1. Purchase order/ work order copies.

2. Work Completion Certificate against purchase order/ Work Order Copies

10.8

NOTE

1.0 While computing the Annual Turnover, other income shall not be considered.

2.0 In cases where audited results for the last financial year as on the date of the Techno-

Commercial Bid opening are not available, the financials results certified by a practicing

Chartered Accountant shall be considered acceptable.

In case Bidder is not able to submit the certificate from practicing Chartered Accountant

certifying its financial parameters, the audited results of three consecutive financial years

preceding the last financial year shall be considered for evaluating the financial parameters.

Further, a Certificate would be required from the CEO/CFO as per the format enclosed in the

bidding documents stating that the financial results of the Company are under audit as on the

date of Techno-Commercial bid opening and the Certificate from the practicing Chartered

Accountant certifying that financial parameters is not available.

3.0 For Turnover indicated in foreign currency, the exchange rate as on seven (7) days prior

to the date of techno-commercial bid opening shall be used.

11.0

A complete set of Bidding documents may be purchased by any interested bidder on

submission of a written application and payment (non refundable) of the cost of the bidding

documents as mentioned above in the form of a Crossed Account Payee Demand Draft in

favor of NTPC Limited, payable at New Delhi/Noida.

The bidding documents can also be downloaded from http://www.ntpctender.com on

registration and on-line payment (non refundable) towards cost of bidding documents and

the downloaded documents can be used for bidding purposes.

In case the registered bidders who have downloaded the bidding documents require an

additional manual copy of the documents then such bidders shall be required to purchase the

manual copy of the bidding documents following the procedure detailed above.

Issuance of bidding documents to any bidder shall not construe that such bidder is

considered to be qualified. Bids shall be submitted and opened at the address given below in

the presence of bidder’s representatives who choose to attend the bid opening

12.0

In order to be able to download the bidding documents the prospective bidders shall be

required to compulsorily register themselves with the NTPC website which shall be a one

time process.

The registered prospective bidders who wish to download the bidding documents shall be

prompted to enter his user id & password. Subsequent to entering of user id & password

and acceptance of the same by the system, the prospective bidder shall be routed to

payment gateway for making payment towards cost of bidding documents. On successful

payment of cost of bidding documents the prospective bidder shall be authorized to

download the bidding documents.

13.0

Notwithstanding anything stated above, NTPC reserves the right to assess the bidder’s

capability & capacity to perform the contract, should the circumstances warrant such an

assessment in the overall interest of NTPC and the decision of NTPC in this regard shall be

final & binding. NTPC also reserves the right to verify the claims made by Bidders.

14.0

NTPC reserves the right to reject any or all bids or cancel / withdraw the invitations for

bids without assigning any reason whatsoever and in such case no bidder / intending

bidder shall have any claim arising out of such action

NTPC shall not be responsible for any postal delay, loss or non receipt of documents sent

through post or courier
