Industries Centre) / Udyog Aadhar to get exemption, in sealed
envelopes well in advance so as to be received by the respective
officer before the scheduled date of submission of bids as described in
the time schedule in notice inviting tender, failing which bid is liable
for rejection.

3.0 Qualifying Requirements:
Completion Period: 12 months
1.0 Technical Criteria
1.1 The bidder should have manufactured and supplied PPC Cement as per IS: 1489 Part-I
and/or OPC Cement as per IS: 269:2015 Gr-43, during last two (2) years prior to the date of
techno commercial bid opening, meeting the following criteria:
i. Single order of quantity not less than 3440 MT.
OR
ii. Two orders of quantity not less than 2150 MT each.
OR
iii. Three orders of quantity not less than 1720 MT each.
1.2 Notes for Clause 1.0 above:
(i) The word “executed” means the Bidder should have achieved the criteria
specified in the qualifying requirements even if the contract has been started
earlier and/or is not completed/ closed.
(ii) Reference work executed by a bidder as a sub-contractor may also be
considered provided the certificate issued by main contractor is duly certified by
Project Authority specifying the scope of work executed by the sub-contractor in
support of Qualifying Requirements.
2.0 Financial Criteria
2.1 The average annual turnover of the Bidder, in the preceding three (3) financial years
prior to Techno-Commercial bid opening, should not be less than 168.72 Lakh (Rupees
one crore sixty eight Lakh and seventy two thousand Only).
2.2 In case where audited results for the last financial year as on the date of techno
commercial bid opening are not available, the financial results certified by a practicing
Chartered Accountant shall be considered acceptable. In case, Bidder is not able to
submit the certificate from practicing Chartered Accountant certifying its financial
parameters, the audited results for the three consecutive financial years preceding the
last financial year shall be considered for evaluating the financial parameters.
4.0 Brief scope of Supply:
“Procurement of cement For O&M Civil and Stores Of NTPC Singrauli”
Bidders are requested to refer detailed technical specification in our tender documents.
“Bidders are requested to refer detailed technical specification of the item (s). In case of any
Contradiction between short text of item(s) and complete technical specification of the
item(s), ONLY COMPLETE TECHNICAL SPECIFICATION OF THAT ITEM SHOULD BE
CONSIDERED FOR THE SUBMISSION OF OFFER AND SAME SHALL BE CONSIDERED FOR
EVALUATION PURPOSE AT OUR END."
5.0 A Complete set of bidding Document may be downloaded by any interested bidder
directly through our NTPC e-procurement portal https://eprocurentpc.nic.in
6.0 Tender documents are non transferable. Only the bidder, in whose name the tender
documents are downloaded, is allowed to submit offer. No bidder other than the original
bidder in whose name the tender documents are sold / downloaded can submit the offer.
7.0 Issuance of Bidding Documents to any bidder shall not construe that bidder is
considered qualified.
8.0 NTPC reserves the right to reject any or all bids or cancel / withdraw the Invitation for
bids without assigning any reason whatsoever and in such case no bidder / intending bidder
shall have any claim arising out of such action.
9.0 First time users not allotted any vendor code are required to approach NTPC at least
three working days prior to document sale close date.
10.0
“NTPC shall allow purchase preference, as indicated in the bidding documents, to bids from
local suppliers as defined in the bidding documents. The bidders may apprise themselves of the
relevant provisions of bidding documents in this regard before submission of their bids “.
