3.0 Bid Security and Integrity Pact (if applicable) shall be submitted in a sealed

envelope separately offline/online by the stipulated bid submission closing date

and time at the address given below. Any bid without an acceptable Bid Security

and Integrity Pact (if applicable) shall be treated as non-responsive by the employer

and shall not be opened.

4.0 The bidding document is available online. A complete set of Bidding Documents may

be downloaded by any interested Bidder from the NTPC tender website

https://eprocurentpc.nic.in.

The Bidder would be required to register in the website. First time users are required

to register themselves on NTPC tender website after filling up the required details.

Users whose email address has not been linked to a vendor code allotted by NTPC/

first time users not allotted any vendor code by NTPC, should send a copy of the

registration details to the e-mail address specified in this NIT under Address for

Communication with following details at least three working days prior to Technical

Opening Date:

i. Request on the letter head of the Company

ii. Copy of GST Registration,

iii. Copy of PAN no.,

iv. email ID and Contact No.

v. Name and Designation of the contact person

vi. Cancelled cheque & E.F.T form duly verified by bank

Note: Format of E.F.T (Electronic Fund Transfer) is attached along with bidding

documents.

5.0 Brief Scope of Work & other specific detail

(i) Design, assembly, quality check, packing, supply, transportation, transit insurance, local delivery,

receipt, unloading, lifting, handling, storage at site, movement of system to the installation location,

cabling, installation, testing and commissioning, system integration, training, documentation of the

BMS systems.

(ii) Bidder shall be responsible for connecting and configuration all devices of existing BMS system

to new BMS system.

(iii) Providing onsite warranty services for one(1) year of the total system and comprehensive

Maintenance Support(CMS) services for 3 years after warranty period.

(iv) The warranty & CMS Services shall include replacement of any parts, consumables and any

other items needed for complete scope of work.

(v) The bidder shall be responsible for trouble-shooting and upkeep of Supplied Systems and

maintaining the Uptime as per the SLA .

(vi) The bidder shall be responsible for providing all services, spares and material, if required,

specified or otherwise, which are required to ensure operability, maintainability and reliability of the

system covered under this specification within his quoted price.

(vii) Dismantling of existing BMS systems and Accessories

6.0 Qualifying Requirements for Bidders:

6.1.0 The bidder should be an Original Equipment Manufacturer (OEM) of Building

Management System (BMS)

The bidder should be duly authorised by the OEM of BMS for this tender and

should quote only for their product

6.2.0 The bidder should have executed work which include supply and Installation of BMS

in any Data Centre in India during the preceding seven (07) years as on the date of

Techno-Commercial bid opening, having contract value of any one of the following

a) One executed work having value not less than Rs 20.34 Lac (Rupees Twenty Lacs

thirty four Thousand only)

b) Two executed works having value not less than Rs. 12.71 Lac (Rupees

Twelve Lacs and Seventy One thousands only) each.

c) Three executed works having value not less than Rs. 10.17 Lac (Rupees Ten lacs

and Seventeen thousand only) each.

Note:

i. The work “executed” mentioned above means the bidder should have achieved the

criteria specified above, even if the total contract is started earlier and/or is not

completed/closed. However, work executed should include the supply and installation

of BMS.

ii In case of contract under execution, the value of work executed till date of bid opening

as certified by the Employer shall be considered

6.3.0 Financial criteria

The average annual turnover of the bidder in preceding three (03) financial years as on the

date of Techno-Commercial bid opening, should not be less than Rs. 20.62 Lac (Rupees

Twenty Lacs and Sixty two thousand only).

Note:

3.1 While computing the turnover other income shall not be considered.

3.2 In cases where audited results for the last financial year as on the date of Techno-

commercial bid opening are not available, the financial results certified by practicing

charted Accountant shall be considered.

In case, bidder is not able to submit the Certificate from practicing Chartered Accountant

certifying its financial parameters, the audited results of three consecutive financial years

preceding the last financial year shall be considered for evaluating the financial parameters

Further, a Certificate would be required from the CEO/CFO as per the format enclosed in

the bidding documents stating that the Financial results of the company are under audit as

on the date of Techno-commercial bid opening and the Certificate from the practicing

Chartered Accountant certifying the financial parameters is not available

7.0 Issuance of Bidding Documents to any bidder shall not construe that bidder is

considered qualified.

8.0 NTPC reserves the right to reject any or all bids or cancel/withdraw the NIT for the

subject package without assigning any reason whatsoever and in such case no

bidder/intending bidder shall have any claim arising out of such action.
