1.0 NTPC invites online bids on Single Stage Two Envelope Basis (i.e. Envelope-I : Techno-
Commercial Bid and Envelope-II: Price Bid) for Design, Installation & Commissioning of
Solar Bio Reactor Based Nature Inspired Sewage Water Treatment Plant at NTPC, Noida
as per the brief Scope of Work mentioned hereinafter
2.0 BRIEF SCOPE OF WORK
1. Treated water from STP must conform to standard treated water quality as per Pollution
Control Board norms and this treated water should be of quality suitable for use for
horticulture. Testing of water samples shall be done and submitted by the party.
2. Party will be responsible for entire design, preparation & submission of drawings, supply,
installation, testing & commissioning of the system with all Civil, Mechanical, electrical
and Biological services on a turnkey basis to get the desired performance as per the
specifications.
3. Party has to do the all Civil construction jobs required for the work:
a) Land development (including shaping of site, leveling, excavation, backfilling etc.) towards
for Solar Bioreactor and process tanks.
b) Construction of screen chamber and connection with existing sewer line
c) Solar Bio-reactor
d) Filtrate Collection Tank
e) Contingencies (Dewatering, Pump foundations, landscaping etc.)
The above shall be carried out on the basis of Civil Drawings submitted after vetting by the
technology Provider and approved by NTPC.
4. Party shall do the following electrical and mechanical jobs as the integral part of the entire
work;
a) Supply and installation of screening system

b) Supply, installation and commissioning of pumps (ISI marked) of suitable capacity
required as per design for sewage handling and treated water handling.
c) Supply and laying of pipes, Headers and Sewage distribution over Bioreactor complete
system (uPVC/cPVC Pipes)
d) Supply and installation of valves and fittings (uPVC/cPVC for Pump headers, Poly
propylene valves for distribution grids, non clog sprinklers for point discharge with
complete installation)
e) Supply and installation of one Flow meter
f) Supply, installation and commissioning of electrical control Panel, switches, starter, level
controller, earthing, internal cabling, trench excavation for laying cables, back filling,
required level sensors for tanks, starters, panel fittings and to be made ready to use in
all aspect in an automatic manner.
5. Party shall be responsible for supplying, laying and commissioning of Solar- Bioreactor
media and to provide required trained manpower for supervision during erection and
plant Commissioning or trial operation to ensure output treated water is of desired quality.
6. Party shall also arrange training for NTPC nominated 2 persons during Commissioning,
Testing etc. for operation and maintenance.
3.0 NTPC intends to finance the subject package through Domestic Commercial
Borrowings/Own Resource.
4.0 Detailed specification, scope of work and terms & conditions are given in the bidding
documents, which are available for sale as per the following schedule:

5.0 Bid Security for an amount of INR 50,000/- (Indian Rupees Fifty Thousand only) shall be
submitted in a sealed envelope separately offline by the stipulated bid submission closing
date and time. Any bid not accompanied by an acceptable Bid Security in a separate
sealed envelope shall be rejected by Employer as being non-responsive and shall not
be opened.
6.0 Qualifying Requirements for Bidders:
In addition to the satisfactory fulfillment of the requirements stipulated under Section ITB
(Instructions to Bidders), the following shall also apply.
6.1 Technical Criteria for Qualification:
The Bidder should meet the qualifying requirements stipulated in any one of the qualifying
routes i.e. Route-1(clause 6.1.1.1) or Route-2 (clause 6.1.1.2) including the requirements
stipulated in sub clauses. In addition, the Bidder should meet the requirements stipulated
under clause 6. 2 together with the requirements stipulated under section ITB (Information to
bidders).
6.1.1 Technical Criteria:
6.1.1.1 Route-1: Technology Provider /Owner/ License holder
The Bidder should be a technology provider/owner having executed at least one Nature
Inspired Technology Based STP of minimum capacity 32 KLD having operated for at
least one year prior to the date of bid opening. Along with bid, Bidder shall submit relevant
document like proof of patent/ License agreement/ MoU / collaboration agreement as
applicable.
6.1.1.2 Route-2: EPC Company with Technology provider/owner/Licence Holder
6.1.1.2.1 The Bidder should have executed at least one STP of minimum capacity 32 KLD having
operated for at least one year prior to the date of bid opening. Alternatively, the bidder
should have executed an EPC work including Civil and Electromechanical works of at
least Rs.20 lac or 2 EPC works of at least Rs.12 lac each or 3 EPC works of at least
Rs.10 lac each.
AND
6.1.1.2.2 The bidder shall tie-up with a Technology provider/owner/Licence Holder for the
Nature Inspired Technology to be used and shall submit along with bid relevant
documents like proof of patent/ License agreement/ MoU / collaboration agreement as
applicable
AND
6.1.1.2.3 The Engineering Drawings for the awarded project shall be duly vetted by the Technology
Provider/ owner/ License Holder for NTPC approval during execution and shall submit a
joint undertaking to this effect.

6.1.2.1 A Technology Provider/owner/License Holder shall mean Patent Holder or one who
has applied for the patent for the technology proposed to be used or one who has valid
License for application of the Technology proposed to be used or one who has acquired
the Technology from the patent Holder or from the applicant for the patent directly.
Further, the nature inspired STP technology proposed to be used should have been
applied for at least one STP which has been executed at least one year prior to the
date of bid opening.
6.1.2.2 Nature Inspired STP Technology shall mean Technologies like Phytorid, Soil bio
Technology, Soil scape filter technology or other similar technologies which treat water
using mineral media along with biotic environment open to sun and atmosphere without
using electro-mechanical equipment for aeration in water treatment.
6.1.2.3 Solar Bio-Reactor shall mean a containment having granular media and biotic
environment for treating water utilizing Sunlight and air.
6.2 Financial Criteria
The average annual turnover of the Bidder in the preceding three (3) financial years as on
the date of bid opening, should not be less than INR 25.35 lac (Indian Rupees Twenty Five
Lac Thirty Five Thousand only).
7.0 Notwithstanding anything stated above, the Employer reserves the right to assess the
capabilities and capacity of the Bidder/ his collaborators / associates/ subsidiaries/ group
companies to perform the contract, should the circumstances warrant such assessment in
the overall interest of the Employer.
8.0 NTPC reserves the right to reject any or all bids or cancel/withdraw the Invitation for Bids
without assigning any reason whatsoever and in such case no bidder / intending bidder shall
have any claim arising out of such action.
9.0 A complete set of Bidding Documents may be downloaded by any interested Bidder on
payment (non-refundable) of the cost of the documents as mentioned above in the form of a
crossed account Payee demand draft in favour of NTPC Ltd., Payable at New Delhi or directly
through the payment gateway at our SRM Site (https://etender.ntpclakshya.co.in). For
logging on to the SRM Site, the bidder would require vendor code and SRM user id and
password which can be obtained by submitting a questionnaire available at our SRM site as
well as at NTPC tender site (www.ntpctender.com). First time users not allotted any vendor
code are required to approach NTPC at least three working days prior to Document Sale
Close date along with duly filled in questionnaire for issue of vendor code and SRM user
id/password.
10.0 Issuance of Bidding Documents to any Bidder shall not construe that such Bidder is
considered to be qualified.
11.0 Transfer of Bidding Documents purchased by one intending Bidder to another is not
permissible.
