3.0 Bid Security and Integrity Pact (if applicable) shall be submitted in a sealed envelope
separately offline/online by the stipulated bid submission closing date and time at
the address given below. Any bid without an acceptable Bid Security and Integrity
Pact (if applicable) shall be treated as non-responsive by the employer and shall not
be opened.
4.0 The bidding document is available online. A complete set of Bidding Documents may
be downloaded by any interested Bidder from the NTPC tender website
https://eprocurentpc.nic.in.
The Bidder would be required to register in the website. First time users are required
to register themselves on NTPC tender website after filling up the required details.
Users whose email address has not been linked to a vendor code allotted by NTPC/
first time users not allotted any vendor code by NTPC, should send a copy of the
registration details to the e-mail address specified in this NIT under Address for
Communication with following details at least three working days prior to Technical
Opening Date:
i. Request on the letter head of the Company
ii. Copy of GST Registration,
iii. Copy of PAN no.,
iv. email ID and Contact No.
v. Name and Designation of the contact person
vi. Cancelled cheque & E.F.T form duly verified by bank
Note: Format of E.F.T (Electronic Fund Transfer) is attached along with bidding
documents.
5.0 Brief Scope of Work & other specific detail
The scope of the work includes Design, Manufacture, Supply, Inland transportation,
Transit Insurance, Local delivery, Installation, inspection and Testing, and handing
over and 3 Years Warranty of Personal Computers (PCs).
6.0 Qualifying Requirements for Bidders:
6.1.0 The bidder Should be a Manufacturer (OEM) of Desktop Personal Computers (PCs)
having facility in India for manufacture of desktop PCs
OR
The bidder should be a Subsidiary / Dealer / Channel Partner/System Integrator of the
OEM as above as on the date of bid opening. Such bidder should be duly authorized
by OEM as above for this tender.
6.2.0 Certificates: -The bidder or OEM should have following certifications: Should have
Microsoft OEM certification for pre loading of Windows Operating System
6.3.0 The Bidder should have executed any one of the following works which includes supply
of Desktops PCs/ All-in-one (AIO)PCs/Laptops/Note books/ Workstations in India in
the preceding seven (07) years as on the date of opening of Techno-Commercial
proposal:
a) One work costing not less than Rs.1, 50, 12,000 (Rupees One crore fifty lacs
Twelve thousand only).
OR
b) Two works costing not less than Rs.93, 82,500.00 (Rupees Ninety three lacs eighty
two thousand five hundred only) each.
OR
c) Three works costing not less Rs. 75, 06,000 (Rupees seventy Five lacs six
thousand only) each
Note:
6.3.1 The work "executed” mentioned above means the bidder should have achieved the
criteria specified above, even if the total contract is started earlier and/or is not
completed/closed. However, supply of Desktop / All In-One (AIO) / Laptops /
Workstations must be included in the work executed as per client certificate.
6.3.2 In case of orders under execution, the value of work executed till the date of opening of
Techno-Commercial proposal as certified by the client shall be considered. However,
supply of Desktop / All-In-One (AIO) / Laptops / Notebooks / Workstations must be
included in the work executed as per client certificate.
6.4.0 Financial criteria
The average annual turnover of the bidder in the preceding three (3) completed
financial years as on date of opening of Techno-Commercial proposal should not be
less than Rs 1, 87, 65,000. (Rupees One Crore Eighty seven lacs sixty five thousand
only).
Note:
6.4.1 While computing the average annual turnover, other income shall not be considered.
6.4.2 In case where audited results for the last preceding financial year as on the date of
Techno-Commercial bid opening are not available, the financial results certified by
practicing Chartered Accountant shall be considered.
In case, bidder is not able to submit the Certificate from practicing Chartered
Accountant certifying its financial parameters, the audited results of three
consecutive financial years preceding the last financial year shall be considered for
evaluating the financial parameters.
Further, a Certificate would be required from the CEO/CFO as per the format
enclosed in the bidding documents stating that the Financial results of the company
are under audit as on the date of Techno-Commercial bid opening and the Certificate
from the practicing Chartered Accountant certifying the financial parameters is not
available.
7.0 Issuance of Bidding Documents to any bidder shall not construe that bidder is
considered qualified.
8.0 NTPC reserves the right to reject any or all bids or cancel/withdraw the NIT for the
subject package without assigning any reason whatsoever and in such case no
bidder/intending bidder shall have any claim arising out of such action.
