5.0 Brief Scope of Work:
Providing A/c vehicles on “as and when required basis” for the officials and guests of NTPC
Bhubaneswar in good running condition and manufacture model should be of 2017 or later . All Vehicles
proposed to be placed on hire shall have commercial permit & shall ply in the State of Orissa.
6.0 Qualifying Requirements for Bidders:
6.1 The bidder should have experience of providing Taxis on hire basis to Govt./Public Sector/Pvt.
Sector companies/ Institutions during last three (03) years as on date of submission of the bid.
6.2 The bidder should have at least five (05) nos. of Hatch back/Sedan/SUV/MUV type commercially
registered vehicles of model 2017 or later in the name of Proprietor/Company/Partners/Firm.
6.3 The average annual turnover of the bidder, in the preceding three (3) financial years as on the
date of techno-commercial bid opening, shall not be less than 25.89 lacs (INR Twenty-Five lacs
& Eighty-Nine thousand only).
Note:
i) Other income shall not be considered for arriving at annual turnover.
ii) In cases where audited results for the last financial year as on the date of Techno
commercial bid opening are not available, the financial results certified by a practicing
Chartered Accountant shall be considered acceptable. In case , Bidder is not able to
submit the Certificate from practicing Chartered Account certifying its financial
parameters , the audited results of three consecutive financial years preceding the last
financial year shall be considered for evaluating the financial parameters
iii) Copies of work order/Letter of award/agreement/completion certificate having award
value, scope of work/services and bill of quantities etc. have to be submitted in support
of para 6.1 of qualifying requirement.
iv) Copies of Name & address/(es) of Board of Directors/Owners, Memorandum & Article
of association/Partnership deed including change in the constitution of company, if any,
for the last three years, duly notarized affidavit in case of proprietary concern, may be
submitted.
Audited balance sheet/Turnover certified by a practicing Chartered Accountant with Profit
& Loss Account for the last three years ending 31.03.2019 are to be submitted.
7.0 NSIC / SSI units registered with OSID (Odisha) for the items / services for which such units are
registered, shall be exempted from payment of Tender Fee/Bid Security / Earnest Money
Deposit. Eligible NSIC/SSI units shall be exempted from paying Security Deposit (SD) up to the
monetary limit for which the unit is registered with NSIC/ OSIDC. This shall be subject to
submission of a self certified legible copy of valid registration certificate giving details, such as
‘items / services for which registered, validity, monetary limits etc’ in the EMD envelope. This
should reach us before stipulated bid opening Date.
8.0 Tender document will be issued free of cost to Micro and Small Enterprises. Such Enterprises
are not required to submit EMD, however they have to submit copy of Enterprise
Memorandum II issued by DIC/Registration Certificate issued by khadi and village Industries
Commission/Coir board/NSIC/Directorate of handicrafts and handloom or any other body
specified by Ministry of Micro, Small and Medium Enterprises GOI
9.0 Notwithstanding anything stated above, NTPC reserve the right to assess bidder’s capability
and capacity to perform the contract, should the circumstance warrant such assessment in
overall interest of the owner.
10.0 NTPC reserves the right to reject any or all bids or cancel / withdraw the Notice Inviting
Tender without assigning any reason whatsoever and in such case no bidder / intending
bidder shall have any claim arising out of such action. In such circumstances, EMD only
shall be returned without any additional financial liability to NTPC Limited.
11.0 Tender documents are not transferable. Issuance of tender documents does not automatically
mean that the bidders are considered qualified. NTPC shall evaluate the qualifying
requirements of each bidder as per NIT after opening of Technical Bid and the Price bids of
the bidder who is not meeting the qualifying requirements shall not be opened.
12.0 If the last date of receiving application and date of bid opening coincides with a holiday, the
date will be shifted to the next working day.
13.0 This contract shall be operative for a period of 02 years from the date of commencement of
the work with a provision to continue for another one year at same rate, terms &
conditions on successful and satisfactory performance.
14.0 The vehicle should be in perfect running condition and also shall have decent upholstery.
15.0 NTPC reserves the right to accept/reject any or all application/bids in part or full and also to
increase/decrease or split the tendered quantity among the bidders at any stage without
assigning any reason whatsoever.
16.0 The bidder has to quote for all the items of BOQ , otherwise his bid shall not be considered
for evaluation. Bid evaluation shall be done on overall L-1 basis (i.e, by adding the quoted
price of all individual items of BOQ).However NTPC reserves the right to split the
contract and empanel 02 or more agencies at accepted rate, terms & conditions . NTPC
at its discretion may award contract(s) to some other bidders by taking their consent ( from
overall L2/L3/L4 -------in that order,)to take up the work at L1 quoted/negotiated/agreed rate.
In such cases, around 60% of total contract value may be awarded to overall L1 bidder &
remaining 40% shall be distributed among L2/L3/L4 in that order.
17.0 Above details are only indicative. Other detailed terms and conditions shall be as per our
tender documents. Interested bidders are advised to visit the site and familiarize themselves
with the site conditions.
18.0 Parties blacklisted/ banned by any NTPC Unit/ Corporate Centre as well as other Public
Sector/ Govt. agencies are not eligible to participate.

SALIENT TECHNICAL FEATURES

Eastern Region Head Quarters –II office ( ERHQ-II) of NTPC Ltd, is presently operating at a Building i.e
PLOT NO: N/17/2,ORISSA LIFT IRRIGATION BHAWAN(OLIC BUILDING) ,3RD , 4TH & 5
TH
FLOOR,UNIT-8, BHUBANESWAR-751012, ORISSA. ERHQ-II is the regional office for NTPC other
stations/projects in eastern region i.e Talcher Super Thermal Power Station (TSTPS) , Talcher Thermal
Power Station (TTPS), , Bongaigaon thermal Power Project (BgTPP) & Darlipalli Super Thermal Power
Project (DSTPP).
NTPC for its ERHQ-II Bhubaneswar office intends to enter into rate contract for a period of 02 years for
hiring of vehicles for occasional requirement i.e. on as and when requirement basis. Details of vehicles
proposed for hiring are as detailed below :-
1.1 On as and when requirements basic vehicles in good running condition and manufacture model
should be of 2017 or later .The requirement of vehicles will be in the following categories.
a) Categories-I - AC Maruti Swift Dzire, Hyundai Accent, Logan, Ford Icon, Indigo ,Amaze ,
Zest or equivalent.
b) Categories-II - AC Maruti SX4, Ford Fiesta, Honda City, Innova , Ciaz , Optra , Verna ,
Xylo , Safari , Duster, Ford Ecosport , Sunny type cars or equivalent.
c) Categories - III - Toyata Fortuner , Toyota Corolla Altis, AC-Honda Civic, Skoda or
equivalent
1.2 All Vehicles proposed to be placed on hire shall have commercial permit & shall ply in the State of
Orissa.
1.3 EIC reserve the right to decide the equivalent of vehicle in respective categories.
1.4 If an agency desires to deploy a higher version of vehicle against lower categories, he may do so at the
rate of lower category.
