ENLISTMENT OF TECHNICAL CONSULTANT FOR EPC VENDORS FOR GROUND
MOUNTED FLOATING & ROOFTOP SOLAR PV PROJECTS

1.0 NTPC Ltd. invites applications from eligible consultants / bidders on Single Stage single
Envelope for Enlistment of Technical Consultant for EPC Vendors for Grond Mounted ,Floating
& Rooftap Solar PV Projects.
2.0 Scope of Work:
2.1 Technical Consultants empanelled shall be responsible for providing following services under
various phases as detailed under:
1) Technical Due Diligence including preparation of FR/DPR and inputs for participation in
Tariff based Competitive Biddings. (Milestone-I)
2) Support Services in preparation of Technical Specifications and other documents for
tendering for selecting back to back vendor(s) for development of project, Clarifications
to bidders till the award of the contracts for the project. (Milestone-2)
3) Technical Support Services after the award of back to back contracts including PG test
and hand over / takeover of the Plant. (Milestone-3)
4) Support services during Operation and Maintenance of the Plant. (Milestone-4)
The above activities has been categorized under four different milestones and the same
shall be applicable for the Grid Connected Ground mounted Solar Projects, Rooftop
projects and Floating Solar Projects.
2.2 The detailed scope of work to be covered under various Milestones has been indicated as in
the Enlistment Document No RE-CS-0000-004 (TC)-9
3.0 Detailed Terms & Conditions are given in the enlistment documents, which are available for
examination as per the following schedule:

4.0 ELIGIBILITY CRITERIA
Applicant who wishes to participate in the enlistment shall satisfactorily establish that he
fulfills the Eligibility Criteria (EC) / Qualifying Requirements (QR) stipulated hereunder:
1.0 GENERAL CRITERIA
1.1 Consultant should have been working in the field of Renewable Energy Consultancy for a
minimum period of 2 years as on the last date notified for receipt of applications and must
have a Legal office in India
AND
1.2 The Consultant should have at least fifteen (15) full time Technical Experts (minimum
qualification BE/BTech) with minimum experience of two (02) years and at least one (01)
Senior Expert (minimum qualification BE/BTech) with minimum five (05) years of
experience in Solar Energy domain as on the last date notified for receipt of applications.
Consultant shall furnish, along with the bid, CV of all Experts as per NTPC Format, along
with the documentary evidence/certificates
Notes for Clause 1.0
a. Consultant shall submit a copy of Certificate of Incorporation/Commencement of Business
in support of Clause 1.1 above.
b. Consultant shall submit copies of For 16 / Group Provident Fund / Public Provided Fund /
ESI Statements being filed by them with the statutory authorities of Government of India in
support of Clause 1.2 above.
2.0 TECHNICAL CRITERIA
2.1 The Consultant should have completed a Detailed Project Report (DPR)/ Feasibility
Reports (FR)/Assessment Studies of Solar Photo Voltaic (SPV) based grid connected
power projects of cumulative capacity of 50 MWp or above, out of which at least one project
should have been of 5 MWp capacity or above, as on the last date notified for receipt of
application.
AND
2.2 The Consultant should have completed consultancy assignments for Solar Photo Voltaic
(SPV) based grid connected power projects of cumulative capacity of 50 MWp or above
including single project of 5 MWp capacity or above as an EPC Consultant/ Project
Consultant/ Owner’s Engineer, as on the last date notified for receipt of applications.
Notes for Clause 2.0
a. The reference SPV based grid connected power plant of 05 MWp or above capacity should
be at a single location completed for any client.
b. SPV based Ground mounted, Roof-top & Floating Solar Projects, which are grid
connected, shall be considered eligible for QR purposes.
c. Applicant shall submit the certificate of successful completion from their Client
d. “EPC Consultant/Project Consultant/ Owner’s Engineer” under Clause 2.2 should have
carried out activities like Review of Engineering Documents & Quality Assurance plans,
Inspection Services & Site supervision work of Solar PV project for the client.
e. For taking up consultancy of Floating Solar Project, over and above the requirements
mentioned in Clause 2.0, the Consultant should have given consultancy of at least one
Floating Solar PV project of size 100 KW or above. In case, the Consultant does not have
experience on Floating Solar PV project, the Consultant shall engage another Consultant
/ Agency which has given consultancy/carried out design & implementation work of
Floaters along with Anchoring and Mooring systems of a Floating Solar PV project of at
least 100KW
f. For taking up CDM and/or EIA related activity, the Consultant should have experience of
Concept to Completion in the respective area for at least one Renewable Energy Project.
In case the consultant does not have such experience, he can engage an Agency who has
similar experience in the respective area and get the work done
g. For taking up studies like Topography, Soil & Geo Tech analysis, Power Flow, Bathymetry,
Avalanche study, Drone Based Aerial Inspection etc., Consultant should have done at least
one study of Solar PV project. In case the Consultant does not have such experience, he
can engage an agency which has similar experience and get the work done
3.0 FINANCIAL CRITERIA
3.1 The average annual turnover of the Bidder, in the preceding three (3) financial years as on
the date of opening of techno-commercial bids, should not be less than INR 34 Lakhs
(Indian Rupees Thirty Four Lakhs only) or in equivalent foreign currency
In case where audited results for the last financial year as on the last date notified for receipt
of application are not available, the financial results certified by a practicing Chartered
Accountant shall be considered acceptable. In case the applicant is not able to submit the
Certificate from a practicing Chartered Accountant certifying its financial parameters, the
audited result of three consecutive financial years preceding the last financial year shall be
considered for evaluating financial parameters. Further, a certificate would be required from
the CEO/CFO as per the format enclosed in the enlistment documents stating that the
financial results of the company are under audit as on date of submission of application for
enlistment and the Certificate from a practicing Chartered Accountant certifying the
financial parameters is not available.
Notwithstanding anything stated above, the Employer reserves the right to assess the
capabilities and capacity of the Applicant/Sub contractor/Group Companies to perform the
contract, should the circumstances warrant such assessment in the overall interest of the
employer
5.0 NTPC reserves the right to reject any or all bids or cancel/withdraw the Invitation for
Application without assigning any reason whatsoever and in such case no bidder / intending
bidder shall have any claim arising out of such action.
6.0 A complete set of Application Documents can be obtained free of cost through email (only)
by sending a request to the concerned person as mentioned at Para 9.0 below.
7.0 Transfer of Enlistment Documents purchased by one intending applicant to another is not
permissible
Note: No hard copy of Application Documents shall be issued.
8.0 Issuance of Enlistment Application Documents to any applicant shall not construe that such
Applicant is considered qualified. Application duly filled in and signed along with the
relevant documents/Certificates in original shall be submitted offline ( IN HARD
COPY) at the address given below before the stipulated Enlistment Application
submission closing date and time.
