for Procurement of HEMM for Kerendari ‘A’ Coal Mining Project.

Dear Sir,

1.0 NTPC invites online bid from you for “Engagement of Consultant for Bid Process

Management for Procurement of HEMM for Kerendari ‘A’ Coal Mining Project” on

‘Single Stage Two Envelope’ bidding basis (Envelope-1: Techno-Commercial Bid and

Envelope-2: Price Bid) vide Invitation for Bid (IFB) No. 9900179546.

https://eprocurentpc.nic.in/ , and can be downloaded by logging onto the Website:

2.1

For logging onto the E-tender site, you would require to register through Online Bidder

Enrolment (link provided in website) prior to proceed for downloading the Detailed IFB

and to further process of bid. For detailed procedure on log on details and for

downloading the documents, you are requested to go through the bidder’s manual

available on NTPC e-tender website (https://eprocurentpc.nic.in/) or may contact the

undersigned through email or on phone.

2.2

Bids are to be submitted online. Bid Security, Deed of Joint Undertaking and Power of

Attorney are to be submitted in original before the deadline for online submission of

Techno-Commercial and Price bids, at the address for communication mentioned herein

below.

Further, in this regard please note the following:

3.1

The scope of work of the subject package includes Bid Process Management by a

consultant for Procurement of HEMM for Kerendari ‘A’ Coal Mining Project of NTPC

Limited located in Hazaribag District of Jharkhand State of India. The detailed scope of

work is specified in Section-VI, Terms of Reference (TOR) of Bidding Documents.

3.2

Downloading of Bidding Documents, Submission of Bids and Opening of bids shall be as

You may please note that queries/clarifications, if any, to the provisions of Bidding

Documents should reach us not later than the date mentioned above, and any

query/clarification received thereafter shall not be entertained by NTPC.

3.3

As per provisions of Bidding Documents, the Bidders/Consultants shall submit its bid

online through e-tender website (https://eprocurentpc.nic.in/) of NTPC, within the Bid

submission date and time as mentioned above. Only Techno-Commercial bids will be

opened on the date and time mentioned above. The date of opening of Price Bids

shall be intimated separately by NTPC after completion of evaluation of Techno-

Commercial Bids including Bidder’s Qualification and Bidder’s Technical

Qualification.

3.4

Both Techno-Commercial Bid and Price Bid shall be duly filled and digitally certified by

the Bidder’s/Consultant’s authorized signatory and is to be submitted online in e-tender

website (https://eprocurentpc.nic.in/) of NTPC.

4.0

Bidders are required to submit the documents mentioned at 2.2 above in original upto

1400 Hrs. (IST) prior to the date of Techno-Commercial bid opening.

4.1

All bids must be accompanied by Bid Security for an amount of INR 2,00,000/- or

US$ 2,900 (US Dollars Two Thousand Nine Hundred only) in the form as stipulated in

the bidding Documents.

ANY BID NOT ACCOMPANIED BY AN ACCEPTABLE BID SECURITY IN A

SEPARATE SEALED ENVELOPE SHALL BE REJECTED BY NTPC AS BEING NON-

RESPONSIVE AND RETURNED TO THE BIDDERS/CONSULTANTS WITHOUT

BEING OPENED.

4.2

Power of Attorney, duly notarized by a Notary Public, indicating that the person signing

the bid has the authority to sign the bid and that the bid is binding upon the

Bidder/Consultant during the full period of its validity.

5.0 Qualifying Requirements for Bidders:

5.1 Bidder should have successfully completed the following during the preceding seven (7)

years as on date of Techno - Commercial bid opening:

i. Atleast one (01) consultancy assignments covering preparation of Feasibility Report for

opencast mine of coal or other Major mineral of minimum 5 Mtpa (Million tonnes per

annum) capacity. The scope of this assignment should have together covered estimation

of HEMMM configuration to be deployed at the opencast mine and estimation of capital

investment.

And

ii. Atleast one (01) consultancy assignment covering bid process management for ‘selection

of MDO’ or ‘procurement of mining machinery/equipment’ for opencast mine of coal or

other Major mineral of minimum 5 Mtpa (Million tonnes per annum) capacity. Scope of

this assignment should have together covered preparation of technical specifications,

tender evaluation criteria and framing of commercial conditions of contract.

Notes:

a) Reference consultancy assignment(s) should have been carried out either for a mine

owner or for a lender.

b) Necessary documentary evidence in support of meeting the qualifying criteria is to be

submitted along with Techno - Commercial bids.

c) Client certificate shall be submitted along with Techno - Commercial bid as documentary

evidence for successful completion of consultancy assignment. Alternatively, Bidder can

also submit a certificate from the Statutory Auditor of the Bidder certifying the successful

completion of consultancy assignments.

d) Other Major Mineral shall include all minerals as per MMDR ACT, 1957 except minor

minerals as per MMDR Act 1957.

e) MDO means Mine Developer cum Operator and is same as Mine Operator.

7.0 NTPC reserves the right to reject any or all Bids or cancel/withdraw the ‘Invitation

for Bids’ without assigning any reason whatsoever and in such case no

Bidder/Intending Bidder shall have any claim arising out of such action.
