Hiring of Tools & Machinery for relief and restoration work in the areas
affected by cyclone “FANI” in Odisha
INSTRUCTIONS FOR FILLING THE APPLICATION

1. NTPC Ltd. has undertaken Electricity Restoration Work in four blocks of Puri district
namely Nimapara, Gop, Puri Sadar and Satyabadi which are damaged due to severe
cyclone (FANI) that hit coastal districts on 03.05.2019. Approximately 20 Nos of Auger
Machine (Pole Master), 20 Nos of Tractor with Trolley, 04 Nos Gas Cutter and 04 Nos of
Drill Machine along with their Operators are urgently required for the above restoration job
for a period of around one month.
2. NTPC’s Eastern Region II Head Quarters, Bhubaneswar invites applications for
"Expression of Interest" (EOI) for ‘Hiring of Tools & Machinery for restoration of
electricity in “FANI” cyclone affected 04 No. Blocks of Puri district in Odisha’.
Interested agencies who are capable of providing such Tools & Machinery on Hiring basis
submit their interest as per this EOI.
3. EOI Submission Details and important dates:
a) Cost of Application Fee:
NIL.
b) Bid Security (EMD): Not applicable at this stage.
c) Application Sale/Download Period: From 24.05.2019
to 28.05.2019.
d)
Last Date & Time of Submission: UP TO 15.30 HRS of 28.05.2019
e)
Opening date & Time : 1600 Hrs of 28.05.2019
If the date of opening coincides with a holiday, the opening date shall be shifted to next
working day.

f) Interested parties can submit the application as per format attached at Annexure-I. The
Terms and Conditions of deployment are also attached. The offer can be submitted at our

Applicants may please note that any mode of submission other than as
mentioned above shall not be accepted and such applications are liable to be rejected.
4. Categorization of Application: Categorization of vendor will remain valid up to Six (6)
months from the last date of submission of application.
5. NTPC reserves the right to award multiple contracts depending upon the capacity data of
the vendors as may be available after receipt of EOI.
6. NTPC reserves their right to seek consent for acceptance of rate, terms &
conditions etc for award to valid evaluated agencies. NTPC also reserves their right to
come up with another expression of interest for the same works if situation so demands
and also change the Terms and conditions.
7. Notwithstanding anything stated above, the NTPC reserves the right to assess the
capabilities and capacity of the vendor to perform the contract, should the circumstances
warrant such assessment in the overall interest of the Employer.
8. NTPC reserves the right to reject any or all applications or cancel / withdraw the
Notification for "Expression of Interest" without assigning any reason whatsoever and in
such case no applicant shall have any claim arising out of such action.
9. Application Documents are not transferable.
10. All cost incurred by applicants for preparing and submitting the application, providing
clarification or any other expenses whatsoever shall be borne by applicants themselves.
11. Any information/data furnished by the Applicant found to be incorrect or false or
misleading at any point of time would render him liable to be rejected.
12. NTPC also reserves the right to issue enquiries to parties other than those participated
through this Expression of Interest.
13. Copy of PAN, GST registration (as applicable), EFT form duly filled in is to be submitted.
14. After receipt of the information/ documents above NTPC would scrutinize and register the
names of the parties as per the relevant work area. Decision of NTPC would be final.
15. The Vendors, who are presently banned from business dealings by any of the NTPC units
/ REC / Govt. of Odisha / State Power Utilities of Odisha / Govt. of India, shall not be

considered.
16. The applications for the vendors whose contract against
DDUGJY/SAUBHAGYA scheme (under ER-II HQ, Bhubaneswar) has been terminated
shall not be considered.

* Running charge is taken as 4km/Liter of Diesel, considering Present Diesel rate as Rs. 70.60/Liter.
Terms and Conditions:
a) Scope of Work : The agency shall deploy Tools & Machinery in four blocks of Puri District (Nimapara,
Gop, Puri Sadar & Satyabadi) as per the instruction of Engineer-In-Charge.
b) Price basis (FOR): The quoted price for the Tools & Machinery along with Operator to be deployed
should be inclusive of all taxes and duties, cess etc but excluding GST.
c) Taxes and Duties : GST shall be extra as applicable
d) Terms of payment: Agency shall raise bill on weekly basis. 90% Payment will be released after
certification by EIC against the bill. Balance 10% will be released on successful completion of work.
All statutory deductions shall be made from RA bill.
e) Security Deposit : Waived off
f) Bank Charges: If any, to be borne by Vendor.
g) Contract Period: The period of deployment shall be initially 30 days with a provision to extend the
contract at same rate, terms and conditions for another 15 days.
h) Safety Requirement: The contractor shall observe all statutory safety norms and provide all safety
appliances to the workman engaged for above work. The contractor shall also strictly abide by the
provisions of Safety Rules displayed on NTPC’s tender website http://www.ntpctender.com.

i) Validity: Offer should be valid till 10 days from the date of Bid Submission.
j) Price variation: The price shall remain FIRM till Complete execution of order. However, running
charges of ‘Auger’ and ‘Tractor’ shall vary as per the prevailing diesel rate considering mileage of 4
KM per Liter.
k) Quantity Variation: Up to +/- 50% of the overall awarded quantity shall be permitted.
l) The contractor shall comply with motor vehicle act & all statutory requirements as regards to
deployment of Auger, Tractor with trolley, drill machine & gas cutter etc. at site. The contractor
shall also ensure that all electrical installation/equipment used in work area comply with the
requirement of latest electricity act/rules. The Contractor shall also abide at all times by all
applicable existing labour enactments and rules made there under, regulations notifications and
byelaws of the State or Central Government or local authority.
An undertaking in this regard shall be submitted by contractor while submitting the bill.
m) The Contractor shall keep NTPC indemnified in case any action is taken against the NTPC by the
competent authority on account of contravention of any of the provisions of any Act or rules made
there under, regulations or notifications including amendments.
n) The employees of the Contractor in no case shall be treated as the employees of the NTPC at any
point of time.
o) The party shall comply with the fraud prevention policy and Banning Policy of NTPC which can be
referred at NTPC’s website (www.ntpctender.com).
p) NTPC’s GCC for Civil work shall form the part of the contract to the extent of its applicability. The
same can be referred at our office at ER-II, HQ Bhubaneswar.
Hereby, I/we conform the acceptance of the all the terms and conditions and the offer submitted is
as per the rate, terms and conditions of EOI.
Further, I/we so hereby undertake that all the information/ document/ credentials submitted by us
in connection with the present EOI are true/ genuine to the best of our knowledge and belief. In
case at any point of time any of the above credentials /documents/ information is found to be
false, forged and fabricated, the bid shall be rejected.
