The
bidders are requested to send the tender fee

EMD well in advance to be received in
the AGM (C&M),SSC, NTPC Limited, Sipat
Super Thermal Power Station , Admin
Building, 5th Floor P.O. Ujwal Nagar,
Bilaspur-495555 office before the scheduled
bid submission end date failing which the bid
shall be liable for rejection.
NO DEVIATION CERTIFICATE
(To be submitted online/offline )
Bidder may note that acceptance of Compliance
to All Provisions of Bidding Documents i.e. No
Deviation Certificate) as per Attachmet-14
(Annexure 01) is to be submitted on-line/
offline. Signed and sealed scanned copy
of No Deviation Certificate is to be attached in
Cover-I of the bid on GEPNIC Portal.
Any techno-
commercial bid not accompanied by
an acceptable NIL DEVIATION CERTIFICATE
shall be rejected by NTPC Ltd, SSC-WR-II-Sipat
as being non-
responsive and will not be
considered for Opening.
4.0 All the bids m
ust be accompanied with Bid Security for an amount equivalent to Rs
1,00,000 (Rupees One Lakh only).
Any bid not accompanied by Nil Deviation Certificate (Online), an acceptable bid
security EMD/Tender Fee exemption certificate (offline) in a separate sealed
envelope shall be rejected by NTPC as being non-responsive and returned to the
bidders without being opened.
The date of opening of Pr
ice Proposal shall be intimated separately by NTPC after
completion of evaluation of Techno-Commercial Proposal.
5. Qualifying Requirements :
5.1
Technical Criteria
The bidders who wish to participate in the bidding shall satisfactorily establish that
they fulfill the following Qualifying Requirements
5.1.1
The bidder should be an elevator manufacturer
5.1.2
The bidder should have executed the contract of erection & commissioning/
operation & maintenance/ maintenance of lift/elevator in any organization as per
following during preceding seven (07) years reckoned as on the date of Techno-
commercial bid opening having:
a) One order of value not les
s than Rs. 32 Lakhs
OR
b) Two orders of value not less than Rs. 20 Lakhs each
OR
c) Three orders of value not less Rs. 16 Lakhs each

Note:
1.
The word “executed” means the bidder should have achieved the criteria
specified in the Qualifying Requirements, even if
the total contract is not
completed/ closed. In case of contracts under execution as on date of techno-
commercial bid opening, the value of the work executed till date will be
considered provided the same is certified by the employer.
2. Experience of rack &
pinion lifts shall not be considered for qualifying
requirement.
5.1.3
The bidder should have valid Electrical License.
5.2
Financial Criteria
5.2.1
The average annual turnover of the Bidder, in the preceding three (3) financial years
as on the date of Techno Commercial bid opening, shall not be less than Rs. 40
Lakhs (Rupees Forty Lakhs only).
5.2.2
In case the bidder is not able to furnish its audited financial statements on standalone
entity basis, the unaudited unconsolidated financial statements of the bidder can be
considered acceptable provided the bidder furnishes the following further documents
on substantiation of its qualification.
• Copi
es of the unaudited unconsolidated financial statements of the bidder
along with copies of the audited consolidated financial statements of the
Holding Company.
•
A certificate from the CEO/CFO of the Holding Company as per the format
enclosed in the bid doc
uments stating that the unaudited unconsolidated
financial statements form part of the consolidated annual report of the
company.
5.2.3
In case where audited results for the last financial year as on the date of Techno
Commercial Bid Opening are not available, the financial results certified by a
practicing Chartered Accountant shall be considered acceptable. In case, Bidder is
not able to submit the Certificate from practicing Chartered Accountant certifying its
financial parameters, the audited results of three consecutive financial years
preceding the last financial year shall be considered for evaluating the financial
parameters. Furthe
r, a certificate would be required from the CEO/CFO as per the
format enclosed in the bidding documents stating that the financial results of the
Company are under audit as on the date of Techno-Commercial Bid Opening and the
Certificate from the practicin
g Chartered Accountant certifying the financial
parameters is not available.
Note:
(i)
Other income shall not be considered for arriving at annual
turnover.

7.0 Transfer of Bidding Documents purchased by one intending bidder to another is not
permissible. NTPC takes no responsibility for any loss/delay/non-receipt of
