commercial bid not accompanied by an

acceptable NIL DEVIATION CERTIFICATE shall be

rejected by NTPC Ltd, SSC-WR-II-Sipat as being non-

responsive and will not be considered for Opening.

4.0 Al

l the bids must be accompanied with Bid Security for an amount equivalent to Rs

2,00,000 (Rupees Two Lakhs only).

Deviation Certificate, an acceptable bid

security EMD in a separate sealed envelope shall be rejected by NTPC as being

non-responsive and returned to the bidders without being opened.

The date of

opening of Price Proposal shall be intimated separately by NTPC after

completion of evaluation of Techno-Commercial Proposal.

5. Qualifying Requirements :

5.1

  Technical Criteria

The bidders who wish to participate in the bidding shall satisfactorily establish that

they fulfill the following Qualifying Requirements

5.1

The bidder should have executed the work of supply installation testing and

commissioning of IP based CCTV network system during the last seven (07) years

ending as on the date of techno-commercial bid opening in either of the following:

a) Sing

le order of value not less than Rs. 149.77 Lakhs

b) Two orders of value not less than Rs. 93.61 Lakhs each

c) Three orders of value not less Rs. 74.89 Lakhs each

The offered combination of camera types and video management software for CCTV

network system should have been in successful operation for at least one (01) year

prior to the date of techno-commercial bid opening in large industrial set up viz power

plant, cement plan

t petroleum refinery steel plant coal mines etc. having minimum

installation of total twenty seven (27) nos of cameras.

Note:

The word “executed” means the bidder should have achieved the criteria

specified in the Qualifying Requirements, even if the

total contract is not

completed/ closed. In case of contracts under execution as on date of techno-

commercial bid opening, the value of the work executed till date will be

considered provided the same is certified by the employer.

5.2

  Financial Criteria

5.2.1

The average annual turnover of the Bidder, in the preceding three (3) financial years

as on the date of Techno Commercial bid opening, shall not be less than Rs. 187.22

Lakhs (Rupees one hundred and eighty seven Lakhs & twenty Two thousand only).

(i) While computing the annual turnover, Other income shall not be

considered.

(ii) In case where audited results for the last financial year as on the date of

Techno Commercial Bid Opening are not available, the financial results

certified by a practicing Chartered Accountant shall be considered

acceptable. In case, Bidder is not able to submit the Certificate from

practicing Chartered Accountant certifying its financial parameters, the

audited results of three consecutive financia

l years preceding the last

financial year shall be considered for evaluating the financial parameters.

Further, a certificate would be required from the CEO/CFO as per the

format enclosed in the bidding documents stating that the financial results

of the Company are under audit as on the date of Techno-Commercial Bid

Opening and the Certificate from the practicing Chartered Accountant

certifying the financial parameters is not available.

5.3

The bidder shall have to submit the following documents in support of meeting the

QR along with their bid:

The bidder to submit documentary evidence in support of clause 5.1 of QR

Copies of audited balance sheet and profit & loss account for the preceding three (3)

financial years in support of clause 5. 2.0 of QR

5.4

Notwithstanding anything stated above, the Employer reserves the right to undertake

a physical assess the capabilities and capacity including financial capacity of the

Bidder/ his collaborators/ associates/subsidiaries/group companies to perform the

contract, should the circumstances warrant such assessment in the overall interest of

the Employer.

The physical assessment shall include but not be limited to assessment of the

office/facilities/banker”s /reference work by employer. A negative determination of

such assessment of capacity and capabilities may result in the rejection of the bid.
