5.0 QualifyingRequirements(QR):‐

Thebidderswhowishtoparticipateinthebiddingshallsatisfactorilyestablishthattheyfulfil

thefollowingQualifyingRequirements.

5.1TechnicalCriteria:



The bidder should be a manufacturer / supplier of Cable Fault Locator(s) for cable upto 33kV rated

voltageandthebiddershouldhaveexecutedpu rchaseorder(s)forsupplyofsuchCableFaultLocator

duringthelastseven(7)yearsendingasonthedateoftechno‐commercialbidopeningineither

ofthe

following

5.2Financialcriteria:

Theaverageannualturnoverofthebidderintheprecedingthree(3)financialyearsasonthe

dateoftechno‐commercialbidopeningshallnotbelessthanRs.66.42Lakh[RupeesSixtySix

LakhFourtyTwoThousandOnly].

(i) Whilecomputingtheann ualturnover,otherincomeshallnotbeconsidered.



(ii) In case where audited results for the last financial year as on the date of Techno

commercial bid opening are not available, the financial results certified by a practicing

CharteredAccountantshallbeconsideredacceptable.Incase,Bidderisnotabletosubmitthe

Certificate from practicing Chartered Accountant

certifying its financial parameters, the

audited resultsof three consecutivefinancial yearspreceding thelast financial year shallbe

considered for evaluating the financial parameters. Further, a certificate would be required

from the CEO/CFO as per the format enclosed in the bidding documents stating that the

financial results of the company

 are under audit as on the date of techno‐commercial bid

opening andthe certificate from the practicing chartered accountant certifying thefinancial

parametersisnotavailable.

 TheBiddershallhavetosubmitthefollowingdocumentsinsupportofmeetingtheQRalong

6.0Notwithstandinganythingstatedabove,theEmployerreservestherighttoundertakea

physicalassessmentofcapacity&capabilitiesincludingfinancialcapacity&capabilityof

the bidder/his collaborator(s)/associate(s)/subsidiary(ies)/group company(ies) to

performthecontract,shouldthecircumstanceswarrantsuchassessmentintheoverall

interestoftheemployer.Thephysicalassessmentshallinclude

butnotbelimitedtothe

assessment of the office/facilities/banker’s/reference works by employer. A negative

determinationofsuchassessmentofcapacityandcapabilitiesmayresultinrejectionof

bid.




