1.0 Technical Criteria for
Qualification:
The bidder should have successfully executed the work of Manufacturing and supply of
or higher grade cable within the preceding 07 (Seven) years reckoned as on the date of Techno
Commercial Bid Opening, meeting the following criteria:
a)
Single order with executed value not less than Rs. 1
b)
Two orders with executed value not less than Rs.1
c)
Three orders with executed value not less than Rs.
NOTES for clause 1.1 above:
i)

In support of above the bidder should submit the completion certificate/copy of last bill
passed for the same.
The bidder should have achieved the progress specified in QR eve

2.0 Financial Criteria for Qualification:
2.1 The average annual turnover of the Bidder, in the preceding three (3) financial years as on
the date of Techno-Commercial bid opening, should not be less than INR 240.52 Lacs
In case a Bidder does not satisfy the average annual turnover criteria, stipulated above on
its own, its Holding Company would be required to meet the stipulated turnover
requirement as above, provided that the Net Worth of such Holding Company as on the last
day of the preceding financial year is at least equal to or more than the paid-up share
capital of the Holding Company. In such an event, the Bidder would be required to furnish
along with its Techno-Commercial bid, a Letter of Undertaking from the Holding Company,
supported by the Holding Company's Board Resolution, as per the format enclosed in the
bid documents, pledging unconditional and irrevocable financial support for the execution
of the Contract by the Bidder in case of award.
2.2 In case the Bidder is not able to furnish its audited financial statements on standalone
entity basis, the unaudited unconsolidated financial statements of the Bidder can be
considered acceptable provided the Bidder further furnishes the following documents for
substantiation of its qualification:
i) Copies of the unaudited unconsolidated financial statements of the Bidder along
with copies of the audited consolidated financial statements of its Holding Company.
ii) A Certificate from the CEO / CFO of the Holding Company, as per the format enclosed
with the bidding documents stating that the unaudited unconsolidated financial
statements from part of the consolidated financial statements of the Holding
Company.
In cases where audited results for the last financial year as on the date of Techno
Commercial bid opening are not available, the financial results certified by a practicing
Chartered Accountant shall be considered acceptable. In case, bidder is not able to
submit the Certificate from a practicing Chartered Accountant certifying its financial
parameters, the audited results of three consecutive financial years preceding the last
financial year shall be considered for evaluating the financial parameters. Further, a
Certificate would be required from the CEO /CFO as per the format enclosed in the
bidding documents stating that the Financial results of the Company are under audit as
on the date of Techno – commercial bid opening and the certificate from the practicing
Chartered Accountant certifying the financial parameters is not available.
Notes for clause 2.0
i) Other income shall not be considered for arriving at annual turnover.
ii) "Holding Company" and "Subsidiary Company" shall have the meaning ascribed
to them as per Companies Act of India.
General Notes for QR
Bidders are required to furnish the details of past experience based on which selection is to be
made as per format enclosed in the bidding documents and enclose relevant documents like copies
of authentic work order, completion certificate, agreements etc. supporting the details/data
provided in the format. No claims without supporting documents shall be accepted in this regard.
However, if any of the reference work pertains to the Contract(s)/Works executed by Bidder for
NTPC in the past then in respect of such Contract(s)/Works Bidder shall not be required to enclose
Client Certificate(s) along with its bid.
The reference works whose details have been declared as per the specified format in the relevant
attachment (i.e. Attachment No. 3) shall only be considered to ascertain the bidder's compliance to
the specified qualifying Requirement (QR). Bidders wishing to provide additional reference works
are required to declare the same in similar format which shall be additionally attached. However,
bidders are not permitted to quote more than 3 times of works specified in QR for this purpose.
The Employer at its discretion may seek any clarification and/or documentary evidence only for
the reference works as mentioned above. However, no change or substitution of the reference
works by new/additional plant for conforming to the specified qualifying Requirement shall be
sought, offered or permitted.
SAILENT TECHNICAL FEATURES:
Procurement of HT, LT and Control cables for Interim Power Arrangement from NKSTPP to CB SS.
GENERAL CONDITIONS:
1. Pre qualification will be reviewed at the time of bid evaluation.
2. Work Order / Award letter / Purchase Order with Value along with relevant proof of execution /
Completion Certificate, Scope of Work and Bill of Quantity are to be submitted along with
Technical Bid in support of meeting the qualifying requirement.
I. Balance sheet, Profit and Loss account for previous 03 financial years.
II. Necessary documents in support of other QR Criteria.
3. Tender documents are available on NTPC e-Tender site https://eprocurentpc.nic.in. Bidders are
required to have an User ID and password for accessing NTPC e-Tender site.
4. Eligible Micro and Small Enterprises (MSEs) registered with National Small Scale industries
Corporation. (NSSIC) or Units registered With JHARKHAND SSIDC are exempted from payment
towards cost of bidding documents and EMD subject to their producing valid documentary
evidence with regard to eligibility.
6 Tender shall be received up to 4.00 PM on 23.04.2019 and opened at 2.30 PM on Scheduled Bid
Opening Date (i.e. 25.04.2019) in the presence of bidders or their representatives, who may like
to be present. NTPC takes no responsibility for delay, loss or non-receipt of documents sent by
post/courier.
7. β€œIN CASE OF NON-RECEIPT OF AN ACCEPTABLE BID SECURITY (EMD) IN A SEALED
ENVELOPE, THE BID SHALL BE REJECTED BY THE EMPLOYER AS BEING NON-RESPONSIVE.”
8. The bidder along with its associate / collaborators / sub-contractors / sub-vendors / consultants
/ service providers shall strictly adhere to the Fraud Prevention Policy of NTPC displayed on its
tender website https://eprocurentpc.nic.in and shall immediately apprise the Employer about
any fraud or suspected fraud as soon as it comes to their notice. A certificate to this effect shall be
furnished by the bidder along with his bid. If in terms of above policy it is established that the
bidder / his representatives have committed any fraud while competing for this contract then the
bid security of the bidder shall be forfeited.
9. NTPC reserves the right to reject or accept or split any or all offers without assigning any reason
whatsoever.
