1.0 NTPC Khargone invites tenders from eligible bidders for Procurement of 100 Nos ALL-IN-
ONE DESKTOP PCs for NTPC Khargone through e-tendering without reverse auctioning
as per the scope of work briefly mentioned at para 3.0 below:

MSE (Micro & Small Enterprises) registered with NSIC/DIC
(District Industries Centre) / Udyog Aadhar for goods produced
are exempted from Tender Fee and EMD. MSE bidder should
submit the copy of registration to get the exemption.
As per answer to FAQ no. 18 circulated vide Office
Memorandum F. No. 22(1)/2012-MA dated 24.10.2016 “Policy
is meant for procurement of goods produced and services
rendered by MSEs. However, traders are excluded from the
purview of Public Procurement Policy.”

3.0 Brief Scope of works
Scope of work for the package Procurement of All-in-One PCs at NTPC – Khargone
shall include Design, Manufacture, Supply, Inland Transportation, Transit Insurance,
Local delivery, Installation, Commissioning and handing over, Documentation, 3 Years
Warranty of ALL-IN-ONE Personal Computer Systems (including keyboard and mouse).
It also includes all other hardware & software items that may be required to fulfill the
requirements of the specifications / scope of supply complete as per Technical
Specifications and direction of Engineer–in–Charge.
4.0 Accordingly proposed qualifying requirements by the committee is as below
4.1 Technical Criteria:
Bidder must fulfil the following qualifying requirements for the subject package.
a) The Bidder should be Original Equipment Manufacturer (OEM) of ALL-IN-ONE PCs in
India.
OR
The bidder should be a Subsidiary/ Dealer/ Authorized Partner of the OEM as above
as on the date of opening of Techno-Commercial bid. The bidder shall be duly
authorized by the OEM for this bid.
b) The bidder should have executed similar works in India during last seven (7) years
reckoned as on the date of Techno-Commercial bid opening as per the following
criteria:
• Executed value not less than 50.40 Lakhs in a single contract.
OR
• Executed value not less than 31.50 Lakhs in two contracts each.
OR
• Executed value not less than 25.20 Lakhs in three contracts each.
Note:
i) “Executed” means the bidder should have achieved the criteria specified in the QR,
even if the total contract is not completed/closed. In case of contracts under
execution as on date of techno commercial bid opening, the value of work executed
till such date will be considered provided the same is certified by the employer.
ii) “Similar works” means any work which includes supply of All-in-One PCs/ Desktop
PCs/ Laptops.

4.2 Financial Criteria:
The average annual turnover of the Bidder, in the preceding three (03) financial years
as on the date of Techno-Commercial bid opening shall not be less than 63.00 Lakhs.
In case where audited results for the last financial year as on the date of Techno-
commercial bid opening are not available, the financial results certified by a practicing
Chartered Accountant shall be considered acceptable. In case, Bidder is not able to
submit the Certificate from practicing Chartered Accountant certifying its financial
parameters, the audited results of three consecutive financial years preceding the last
financial year shall be considered for evaluating the financial parameters. Further, a
Certificate would be required from the CEO/CFO as per the format enclosed in the
bidding documents stating that the Financial results of the Company are under audit
as on the date of Techno-commercial bid opening and the Certificate from the
practicing Chartered Accountant certifying the financial parameters is not available.
Note:
• While computing the annual turnover other Income shall not be considered.
• Notwithstanding anything stated above, the Employer reserves the right to assess
the capability and capacity of the bidder/ his collaborator/associates/ dealer/
subsidiaries/ group companies to perform the contract, should the circumstances
warrant such assessment in the overall assessment in the interest of the Employer.
5.0 A Complete set of bidding Document may be downloaded by any interested Bidder directly
through NTPC e-procurement portal, https://eprocurentpc.nic.in.
6.0 Tender documents are Nontransferable. Only the bidder, in whose name the tender documents
are downloaded, is allowed to submit offer.
7.0 Issuance of Bidding Documents to any bidder shall not construe that bidder is considered
qualified.
8.0 NTPC reserves the right to reject any or all bids or cancel / withdraw the Invitation for bids
without assigning any reason whatsoever and in such case no bidder / intending bidder shall
have any claim arising out of such action.
