5.0 All bids must be accompanied by Bid Security for an amount of INR2,00,000.00

(Indian Rupees Two Lakh only) and ‘signed and stamped Nil Deviation Certificate’.

ANY BID NOT ACCOMPANIED BY AN ACCEPTABLE BID SECURITY and Nil

Deviation Certificate IN A SEPARATE SEALED ENVELOPE SHALL BE REJECTED

BY THE EMPLOYER AS BEING NON-RESPONSIVE AND SHALL NOT BE OPENED.

6.0 Bid Security and tender fee shall be submitted in a sealed envelope separately

offline up to the stipulated bid submission closing date and time at the address given

below. Any bid without an acceptable Bid Security and Tender Fee shall be treated as

non-responsive by the employer and shall not be opened

7.0 Qualification Requirements for Bidders

In addition to the requirements stipulated in Section ITB (Instructions to Bidders), the

Bidder shall also meet the Qualifying Requirements stipulated hereunder

The bidder should be a company registered under the companies Act 1956 or a

partnership/proprietorship firm.

7.1 The bidder must have experience of manufacturing and supplying Corten Steel

ASTM A-423 Gr-1(ASTM A-423/A-423M-09 Reapproved 2014) ERW Tubes and

should have executed the supply of ERW tubes in any NTPC Stations/SEBs

/Govt./Semi Govt/PSU/”NSE or BSE enlisted Company” during preceding seven(07)

years prior to the date of Techno-commercial bid opening as per the following

criteria:

(i) Three works each costing not less than Rs. 49.10 lakhs

(ii) Two works each costing not less than Rs. 61.37 lakhs

(iii) One work costing not less than Rs. 98.19 lakhs.

7.2 Financial Criteria:

7.2.1 Average annual financial turnover of the bidder during preceding three (03)

financial years prior to date of bid opening should not be less than Rs.

122.74 Lakhs.

7.2.2 In cases where audited results for the last financial year as on the date of the

Techno-Commercial Bid opening are not available, the financial results

certified by a practicing Chartered Accountant shall be considered acceptable.

7.2.3 In case Bidder is not able to submit the certificate from practicing Chartered

Accountant certifying its financial parameters, the audited results of three

consecutive financial years preceding the last financial year shall be

considered for evaluating the financial parameters. Further, a Certificate

would be required from the CEO/CFO as per the format enclosed in the

bidding documents stating that the financial results of the Company are

under audit as on the date of Techno-Commercial bid opening and the

Certificate from the practicing Chartered Accountant certifying that financial

parameters is not available.

7.3 Note:

7.3.1 The word “executed” mentioned in clause 7.1 means that the bidder should

have achieved the criteria specified in clause 7.1 with ANY of the following

conditions:

Case-1: The work/order is started earlier (prior to the period stipulated in Clause-

7.1) but completed within the stipulated period as mentioned in clause 7.1. In such

cases, entire executed value of the relevant work vide that work order shall be

considered for evaluation.

Case-II: The work /order is started and completed within the stipulated period as

mentioned in clause 7.1. In such cases, entire executed value of the relevant work

vide that work order shall be considered for evaluation.

Case-III: The work/order is started within the stipulated period as mentioned in

clause 7.1 but not completed as on the last date of stipulated period. In such cases

“In progress” executed value of the relevant work vide that work order as on the

last date of stipulated period, shall be considered for evaluation.

Bidder must submit requisite credentials in support of having met the qualifying requirement. A

summary sheet of all documents need to be submitted along with the technical offer. Summary

Sheet should clearly describe the eligibility credentials. Credentials may include:

1. Purchase order/ work order copies.

2. Work Completion Certificate against purchase order/ Work Order Copies

a) In case of composite work/BOQ, the bidder shall have to furnish Certificate from

owner certifying the value of specific nature of work, as mentioned in clause 7.1.

b) Other incomes shall not be considered for arriving at the annual Turnover.

c) For order in foreign currency, the exchange rate as on the date of techno-

commercial bid opening shall be used

8.0 NTPC reserves the right to reject any or all bids or cancel/withdraw the Invitation for

Bids without assigning any reason whatsoever and in such case no bidder /intending

bidder shall have any claim arising out of such action.

9.0 Prospective Bidders from U.P. State are compulsorily required to provide TIN

number at the time of purchase of bidding documents from office of NTPC.

10.0 A complete set of Bidding Documents may be downloaded by any interested

Bidder from our e-tender (GepNIC) website: https://eprocurentpc.nic.in. Agency has to

pay tender fee (non-refundable) of the cost of the documents as mentioned above in the

form of a crossed account Payee demand draft in favor of NTPC Ltd., Payable at Barh.

The bidder can login on GepNIC website by using their login Id and password. First time

bidder can registered on GepNIC e-procurement site after creating their login Id and

password by clicking on Online bidder enrollment tab(at home page of Gepnic

website) and filling the requisite form online and submit.

SSI units of Bihar/MSME / SSI units (of other states) registered with the National Small

Scale Industries Corporation shall be exempted from the payment of Earnest Money

Deposit and tender fee. Tenderers seeking exemption should submit a Photocopy of

valid registration certificate preferably attested by Notary/Gazetted Officer/ Magistrate 1

class,

giving details such as validity, stores etc failing which they run the risk of their tenders

being passed over as ineligible for this concession.

Note: 1.No hard copy of Bidding Documents shall be issued.

2.Bid security (EMD) amount and Tender Fee amount should be submitted

separately before bid submission deadline.

11.0 Issuance of bid documents to any Bidder shall not construe that such bidder is

considered to be qualified. Bids shall be submitted online and opened at the address

given below in the presence of Bidder’s representatives who choose to attend the bid

opening.

12.0 Transfer of Bidding Documents purchased by one intending Bidder to another is

not permissible.
