1.0 NTPC Limited, invites bids from eligible bidders who fulfil the qualifying requirements mentioned below
for the supply of the item (s) mentioned in subject as per the Bill of Quant ity attached in its e-tendering at
our portal: https://eprocurentpc.nic.in for their

2.0 QUALIFYING REQUIREMENTS (QRs) FOR BIDDERS:
The Bidders who wish to participate in the bidding shall satisfactorily establish that they fulfil the
Qualifying Requirements stipulated hereunder:
A) Technical Criterial:
The bidder should be a manufacturer/authorized dealer of a manufacturer and should have supplied
XLPE Insulated, FRLS Aluminium Conductor power cables of 1.1 kV grade and PVC Insulated, FRLS
Aluminium/copper conductor Power cables of 1.1 kV grade during the last seven(7) years prior to the
date of Techno-Commercial bid opening in either of the following:
a) Single order of value not less than Rs. 337 Lakhs.
OR
b) Two order of value not less than Rs. 211 Lakhs each.
OR
c) Three order of value not less than Rs. 169 Lakhs each.
B) Financial Criteria:
i) The average annual turnover of the Bidder, in the preceding three (3) financial years as on the
date of Techno-Commercial Bid Opening shall not be less than Rs. 421 Lakhs (Four Hundred
Twenty One Lakhs Only).
ii) In cases where audited results for the last financial year as on the date of Techno -Commercial
bid opening are not available, the financial results certified by a practicing Chartered
Accountant shall be considered acceptable. In case, Bidder is not able t o submit the Certificate
from a practicing Chartered Accountant certifying its financial parameters, the audited results
of three consecutive financial years preceding the last financial year shall be considered for

that the financial results of the Company are under audit as on the date of Techno -Commercial
bid opening and the certificate from the practicing Chartered Accountant certifying the financial
parameters is not available..

4.0 TENDER FEE:
Bidders may please note that an amount of ₹ 2,250/- (Rupees Two thousand two hundred and fifty only) as
Tender fee. Tender fee can be paid in the form of DD/Banker cheque along with EMD.

Bidders may please note that an amount of ₹ 5,00,000/- (Rupees Five lakhs only) as Earnest Money
Deposit (EMD) is to be submitted along with the bid. The EMD may be submitted in the form of a
Demand Draft (DD) from any nationalized bank, drawn in favour of “M/s. NTPC Limited” Payable at
Kudgi / Bijapur Karnataka.
EMD can also be submitted in the form of Bank Guarantee (BG)/FDR/Banker’s Cheque favouring M/s. NTPC
Limited.
Exemption of EMD:
Small Scale Industries (SSI) units of Karnataka or SSI Units registered with the National Small Scale
Industries Corporation (NSIC) shall be exempted from the payment of Earnest Money Deposit and Tender
Fee, provided the following;
(i) Quoted items are covered in the product list and mentioned in the Certificate,
(ii) Value of the tender is within the monetary limit mentioned in the said Certificate.
(iii) Validity of the Certificate is beyond the Bid Opening date, i.e., such certificate should be valid at -
least on the date of Bid opening date or extended Bid Opening dates. In cas e, the registration is
valid as on initial BOD, but not on extended BOD, the bidder shall submit proof of having applied
for renewal along with acknowledgement from concerned authorities.
(iv) MSME: for the said unit set by NSIC / State Directorate of Industries.
Bidders seeking exemption should enclose a photocopy of valid registration certificate preferably
attested by Gazetted Officer / Magistrate 1st Class, giving details such as validity, stores and monetary
limits, failing which they run the risk of their tenders being passed over as ineligible for this concession.
Bidders are also advised to forward such exemption request in advance so that in case any exemption is
not granted, they may have opportunities for rectification / submission of EMD.
BIDDERS MAY PLEASE ENSURE THE EMD IS SUBMITTED AND REACH NTPC ON OR BEFORE THE
STIPULATED DATE AND TIME. IN CASE THE SAME IS NOT RECEIVED, THE BIDS SHALL BE TREATED
AS NON RESPONSIVE AND LIABLE TO BE REJECTED.
KUDGI IS A REMOTE LOCATION AND RELIABILITY OF COURIER / POST TO REACH ON TIME IS
SCARCE. BIDDERS MAY NOTE SAME. REQUIREMENT IS URGENT; HENCE, BIDDERS ARE ADIVSED
TO ADHERE TO THE TIME SCHEDULE OF THE TENDER ENABLING NTPC TO FINALIZE THE TENDER

fill the techno commercial bid, well in advance to avoid last minute problems/rush in the system.

Techno Commercial bid is to be filled on line in the GePNIC portal after carefully examining the documents
/ conditions / instructions. All the prices are to be filled in BOQ attached. Bidder shall upload following
documents;
Credentials of bidder for fulfilment of Qualifying Requirements along with the checklist
Drawing and Quality Plans duly signed, stamped, accepted and acknowledged.
Executed PO copies, PDI reports of earlier cases (MDCC/CHP reports), brochure, leaflets, etc.
Mandatory Formats duly filled in.
Commercial Offer (On letter head of the company)
All above details shall be uploaded in the appropriate tab. Bidders may please note that all the
attachments shall be converted into .pdf format before uploading.
6.0 Procedure of bid opening:
For submission of bids, the date and time mentioned at Para 1.0 (a) at Page.1 shall be treated as cut-
off line, and accordingly, the bids shall be frozen. The online bidding system will not allow bid
submission after the respective specified expiry date and time. Make sure the bid submission is
completed well in advance of the time.
Technical Bid Opening: NTPC shall open the Technical Bids of all such bidders on the scheduled Bid
Opening Date & Time, whose tender fee, EMD (or granted exemptions) are received at C&M
Department of NTPC-Kudgi and submitted their bids on or before the cut-off date and time
mentioned at 2.0 (b) above.
All such bids opened as above shall be evaluated for fulfilment of Qualifying Criteria, EMD/Tender fee
conditions, technical suitability.
Price Bid Opening: Price bids of the all the qualified vendors shall be opened at a later date. The date
of opening of price bids shall be intimated to all qualified bidders.
If the scheduled Bid Opening Date happens to be a closed holiday, the next working day shall be
treated as Bid Opening Date.
7.0 The Technical Bid shall be evaluated for conformity to NTPC's requirements. Wherever clarifications are
required, same shall be taken through exchange of correspondence.
8.0 DEVIATIONS:
No deviation, whatsoever is acceptable from our tendered specifications or terms and conditions.
