NOTICE INVITING EXPRESSION OF INTEREST (EOI)
1.0
NTPC Kahalgaon invites Expression of Interest (EOI) from eligible Bidders for “Deployment
(Hiring) of 05 (five) nos. 32 seater school buses on 12 hours basis and 02 (two) nos. 32
seater buses on 24 hours basis for CISF at KhSTPP”. The EOI documents and details
can be downloaded from www.ntpctender.com or can be collected from NTPC / Kahalgaon,
C&M Deapartment.
2.0 Brief Scope Of Work & General Terms and Conditions:
DEPLOYMENT (HIRING) OF 32 SEATER BUSES ON 12 HOURS/ 24 HOURS BASIS.
1. Buses to be deployed should be of standard / reputed make. Buses should have-
i) First registration not earlier than January’ 2018.
ii) 32 Seats (Excluding driver seat).
iii) Comfortable seats.
iv) Seats should have sufficient leg space
v) All the wheels should be equipped with good road worthy tyres to avoid chances of any
accident. Reconditioned tyres in front wheels are not acceptable.
vi) Standard accessories like tool kit, stepney, general spares, First Aid kit, back horn and
other accessories as per direction of Engineer-in-charge.
vii) The glass wind screen and window panels provided on the buses should in fully intact
condition. No broken glass shall be acceptable. One emergency exit door should be
available in buses as per statutory requirement.
2. The agency must deploy 32 seater buses on all the days of calendar months.
3. The buses shall normally be deployed for 12 (twelve) hours (for School Buses) and 24
(twenty four) hours (for CISF).
4. The agency has to provide one driver and one cleaner cum helper on each school bus
deployed on 12 (twelve) hours (School Buses). For each CISF bus deployed on 24 (twenty
four) hours basis two drivers and two cleaners cum helpers are to be provided.
5. In case of exigency / emergency requirement, as per total discretion of NTPC, the bus (12
hrs basis) may be deployed for more than 12 hours a day for which the agency shall be paid
extra as follows:
Over time beyond 12 hours per day shall be @ Rs. 100.00 per hour extra.
Over and above for overnight stay beyond 30 KM radius of KhSTPP @ Rs. 200.00 per
night.
Over time is not applicable for CISF buses to be deployed on 24 (twenty four) hours
basis.
6. ISSUE OF DIESELS & CONSUMABLES: Diesel shall be purchased by the agency itself at
their own cost & reimbursement of the same as per prevailing market rate shall be done with
monthly RA bill by NTPC on the certification of EIC @ 1 Litre for every 5 KM of run. The
agency shall ensure that the vehicle deployed should give an average not less than 5 KM /
Litre.
7. The agency shall have to arrange all other consumables like Mobil oil, grease, brake oil etc.
at his own cost.
8. The agency shall deploy the bus with driver and helper at his own cost. The driver should
have valid driving license and should have minimum ten years experience in driving buses.
9. Drivers and helpers of buses should be provided with uniform by the agency.
10. The agency shall arrange for accommodations of his staffs at his own cost. NTPC shall
provide open parking space for buses on free of cost basis. Security of buses shall be the
responsibility of the agency.
11. Contract shall be for a period of 3 (three) years which may be extended for further 2 (two)
years at the same rate, terms & conditions.
12. The agency should have valid PF code and ESI code.
13. The agency should comply with Minimum wages paid to staff in line with the notification
issued by Central Govt. from time to time.
14. The agency should provide benefits like leave, holidays, and facilities like Tea, Medical and
Liveries etc. to their workers as per the prevailing practice in KhSTPP.
15. The agency shall comply with the formalities of all labour regulations & statutory obligations
promulgated by Central / State Govt. and Local Authorities from time to time.
16. The agency has to ensure his workmen deployed for the work under ESI policy/ vehicle
insurance policy – whichever is applicable, at his own cost as per requirement.
17. Other detailed terms and conditions and scope of work shall be communicated during
tendering stage to eligible bidders, from whom price bids will be invited.
3.0 Eligibility Criteria of ‘EOI for issue of Tender Documents for Deployment of 32 Seater
Bus’:
In addition to general requirements/ terms and conditions stipulated in other documents related
to subject Notice/Tender/EOI, the bidder should meet the eligibility requirements stipulated
hereunder:

a non judicial stamp paper of minimum value of Rs. 1000 (Rupees one thousand only).
**THE SHORTLISTED/ELIGIBLE BIDDERS FROM THE EOI SHALL BE INVITED TO SUBMIT
THEIR OFFER/PRICE BID THROUGH TENDER PROCESS.
4.0 Tentative Criteria for Allotment /Award:
1. Bidder can quote for deployment of even one Bus. Bidder has to clearly mention in their
bid, the maximum number of buses that they can deploy for 12 hr. and 24 hr. duty.
2. Tender evaluation will be done on L-1 basis separately for each category of bus (12 hr.
dury/24 hr. duty) based on rate quoted by the bidders on per bus per month basis.
3. Lowest bidder (L1) shall be given 1st preference for consideration of award. In case
Lowest bidder (L1) is not able to / agreeing to deploy all the required number of buses, then
other agencies in the order of their bid price / position shall be given preference for
consideration of award provided they agree to match the L1/negotiated price.
5.0 How to apply:

Interested Applicants who meet the eligibility criteria may submit their Expression of Interest
with all the necessary documents in a sealed cover along with the covering letter duly signed
by an authorized signatory not later than 04:00 PM on 26.03.2019. Applications received
after the prescribed date will not be considered for short listing/evaluation.

6.0 Disclaimer:

invited to submit their offer/price bid through Tender process.
b) Nothing in the advertisement shall be construed to be a commitment on the part of NTPC.
This invitation for EOI is neither an agreement nor an offer for award of work.
