mentioned at para 5.0 below:

The bidders are requested to send Tender Fee and EMD OR NSIC/DIC (District
Industries Centre) / Udyog Aadhar to get exemption, in sealed envelopes well in
advance so as to be received by the respective officer before the scheduled date
of submission of bids as described in the time schedule in notice inviting tender,
failing which bid is liable for rejection.

Exemption for MSEs
Micro and Small Enterprises (MSEs) registered with District Industries Centres or
Khadi and Village Industries Commission or Khadi and Village Industries Board or
Coir Board or National Small Industries Corporation or Directorate of Handicrafts
and Handloom or any other body specified by Ministry of Micro, Small and
Medium Enterprises as per MSMED Act 2006, for goods produced and services
rendered, shall be issued the bidding documents free of cost and shall be
exempted from paying Earnest Money Deposit. Such parties can sent the request
for Tender Documents along with a Photocopy of valid registration certificate
preferably attested by Gazetted Officer/ Ist Class Magistrate/ notarized, giving
details such as validity, stores and monetary limits, failing which they run the risk
of their bid being passed over as ineligible for this concession.
The above benefits to MSEs are meant for procurement of only goods produced
and
services rendered by MSEs. However, traders are excluded from the purview
of PublicProcurement Policy and not eligible for Benefits to MSEs.

3.0
Detailed scope of work, specifications and terms & conditions are given in the Bidding Documents which are
available for examination and sale at the address given below as per the following tentative schedule:
4.0 Qualifying Requirements:
In addition to satisfactory fulfillment of the Qualifying requirements stipulated in Section -
ITB
(Instructions to Bidders) of Bid documents, the following shall also apply:
1 . 0 Technical Criteria
1.1
The bidder should be manufacturer or authorized dealer/ authorized channel partner of manufacturer of Split Air
Conditioners
AND
1. 2
Bidder should have successfully executed order(s) for supply and installation of split air conditioners, with order
values as detailed below during last seven (7) years as on date of technical bid opening:
Single order of value not less than Rs. 68.05 Lakhs.
OR
Two order s of value not less than Rs.42.53 Lakhs each.
OR
Three orders of value not less than Rs.34.02 Lakhs each.
Notes:
The word executed means the bidder should have achieved the criteria specified in the above QR, even if the total
contract is not completed/closed. In case of contracts under execution as on date of Techno-Commercial bid opening,
the value of work executed till such date will be considered provided the same is certified by the employer.
2.0 Financial Criteria:
2.1
The average annual turnover of the bidder, in the preceding three financial years as on the date of technical bid
opening shall not be less than 85.06 Lakhs (Rupees Eighty five Lakhs Six thousand only).
3.0 Notes:
1. In case where audited results for the last financial year as on the date of technical bid opening are not available, the
financial results certified by a practicing Chartered Accountant shall be considered acceptable. In case, Bidder is not able
to submit the Certificate from practicing Chartered Accountant certifying its financial parameters, the audited results of
three consecutive financial years preceding the last financial year shall be considered for evaluating the financial
parameters. Further, a certificate would be required from the CEO/CFO/ Proprietor/Partner that the financial results of
the Company are under audit as on the date of technical bid opening and the certificate from practicing Chartered
Accountant certifying the financial parameters is not available.
2. For the purpose of arriving at the supplied value of work specified at 1.2 above, basic amount only shall be
considered. In case of a contract inclusive of Taxes, agency has to provide the break-up of basic value and tax.
3. Other income shall not be considered for arriving at annual turnover. The value of the work completed in the
preceding seven (07) years reckoned as on date of technical bid opening, even if it has been started earlier, will only be
considered for establishing the qualifying requirements.
4. The word “executed” means; bidder should have achieved the criteria specified in above QR even if the total contract
is not completed / closed.

5. The bidder should have valid PAN number and active GST registration number and the relevant documents shall be
submitted along with bid proposal.
6. The bidder should submit the documentary proof for establishing the QR requirements at 1.0 and 2.0 above.
5.0 Brief Scope of Supply:
THE SCOPE COVERS SUPPLY, INSTALLATION & COMMISSIONING OF 2 TON INVERTER TYPE SPLIT AIR-
CONDITIONERS FOR NTPC - SIMHADRI & TELANGANA.
1) Supply of 2 Ton Inverter type Split Air-Conditioners for Simhadri Qty: 110 Nos.
2) Installation & Commissioning Charges for ACs supplied at Simhadri Qty: 110 Nos.
3) Supply of 2 Ton Inverter type Split Air-Conditioners for Telangana Qty: 65 Nos.
Above specification is for indication only and not complete specification. Bidders are requested to
refer detailed technical specification in our tender documents.
“Bidders are requested to refer detailed technical specification of the item (s). In case of any
contradiction between short text of item(s) and complete technical specification of the item(s),
ONLY COMPLETE TECHNICAL SPECIFICATION OF THAT ITEM SHOULD BE CONSIDERED FOR THE
SUBMISSION OF OFFER
AND SAME SHALL BE CONSIDERED FOR EVALUATION

6.0 A Complete set of bidding Document may be downloaded by any interested Bidder directly
through our NTPC e-procurement portal https://eprocurentpc.nic.in
7.0 Tender documents are Non transferable. Only the bidder, in whose name the tender
documents are downloaded, is allowed to submit offer. No bidder other than the original
bidder in whose name the tender documents are sold / downloaded can submit the offer.
8.0 Issuance of Bidding Documents to any bidder shall not construe that bidder is considered
qualified.
9.0 NTPC reserves the right to reject any or all bids or cancel / withdraw the Invitation for bids
without assigning any reason whatsoever and in such case no bidder / intending bidder shall
have any claim arising out of such action.
10.0
NTPC shall allow purchase preference, as indicated in the bidding documents, to bids from local
suppliers as defined in the bidding documents. The bidders may apprise themselves of the relevant
provisions of bidding documents in this regard before submission of their bids
11.0

12.0. First time users not allotted any vendor code are required to approach NTPC at least five working days
prior to last date of bid submission and submit following details.

13.0 It is to inform you that the subject tender has been issued on NIL deviation / Fully compliant bid
basis. Further, you have to submit GTE in this regard in GepNIC portal.
The meaning of NIL deviation / Fully compliant bid is as under:
You shall confirm that you have complied with all terms, conditions and specifications of the
Bidding Documents read in conjunction with Amendment(s) / Clarification(s) / Addenda/Errata
(if any) issued by the NTPC prior to opening of Techno-Commercial Bids and the same has been
taken into consideration while making your Techno-Commercial Bid & Price Bid.
Further, you have to declare that you have not taken any deviation in this regard.
Further, you may note that in case the Products and/or Services offered by you do not meet
the Technical requirements, then your bid shall be rejected as Technically non-responsive.
You shall also confirm that in case you refuse to withdraw additional
conditions/deviations/variations/exception, implicit or explicit, found anywhere in the techno-
commercial bid, your bid shall be rejected as Technically non-responsive
Further, You have to confirm that if any deviation/variation in any form is found in your Price
Bid, the EMD shall be forfeited.
You are requested to examine the bidding documents specifically w.r.t. Price Basis, Delivery Period, Payment
Terms, Bid Validity etc and quote your rate accordingly.
If you require any clarification to any provisions of the bidding documents, same may please be sought well
within the clarification end date as detailed in bidding documents.
It is again reiterated that any deviation to the provisions of the aforesaid bidding documents either implicitly
or explicitly is not permitted. In case, any deviation is found in your bid, your bid shall be rejected summarily.
