4. Bid Security and Integrity Pact (if applicable) shall be submitted in a sealed envelope separately offline by
the stipulated bid submission closing date and time at the address given below.
5. A complete set of Bidding Documents may be downloaded by any interested Bidder Bidder from our NIC
Portal (https://eprocurentpc.nic.in/nicgep/app). Tender fee (non-refundable) of requisite value is to be
paid in a separate envelope up to the time of scheduled Technical BOD in the form of Pay order / demand
draft / Bankers cheque in favour of NTPC Limited, from any of Nationalized or Scheduled Bank, payable at
Vindhyanagr/ Singrauli/ Waidhan of MP of the cost of the documents. For logging on to the GePNIC Site,
the bidder would require user id and password, which can be obtained by enrolling at GePNIC site. First
time users not allotted any vendor code are advise to approach NTPC at least three working days prior to

The queries will be answered by NTPC and posted in the GePNIC Portal. The bidders can view all queries and all
answers once they are posted in the GePNIC Portal.
Note: Bidders are advised to download the Bid Documents well in advance as NO CLARIFICATION SHALL BE

7. Qualifying Requirements:
1. Technical Criteria
a) Bidder should have manufactured, supplied, erected and commissioned at least a total of forty eight
(48) numbers of AC/DC air circuit breaker panels and/or motor control center panels with fault rating of
at least 20 KA for one (01) second under a single order and these panels should have been in successful
operation for at least two(2) years, prior to the date of Techno-Commercial Bid opening.
b) The Bidder should have executed contract(s) of Supply, erection and commissioning of AC/DC
Switchgears in the preceding seven (7) years prior to the date of Techno-Commercial Bid opening, meeting
the following criteria.
1. One order having value not less than Rs. 281 lakh.
OR
2. Two orders having value not less than Rs. 175 lakh each.
OR
3. Three orders having value not less than Rs. 140 lakh each.
2.Financial Criteria
2.1 The average annual turnover of the bidder in the preceding three (3) financial years as on the date of
Techno-Commercial Bid opening should not be less than INR 117 lacs (Rupees One Hundred and
Seventeen Lacs Only).
In case the bidder does not satisfy the financial criteria, stipulated above on its own, its Holding Company
would be required to meet the stipulated turnover requirements above, provided that the Net worth of
such holding company as on the last day of the preceding financial year’s is at least equal to or more than
the paid up share capital of the holding company. In such an event, the bidder would be required to
furnish along with its Techno-Commercial bid, a Letter of Undertaking from the Holding Company,
supported by the Holding Company’s Board Resolution as per the format enclosed in the bid documents,
pledging unconditional and irrevocable financial support for the execution of the Contract by the bidder
in case of award.
2.2 In case the bidder is not able to furnish its audited financial statements on standalone entity basis,
the unaudited unconsolidated financial statements of the bidder can be considered acceptable provided
the bidder furnishes the following documents for substantiation of its qualification:
a) Copies of the unaudited unconsolidated financial statements of the bidder along with the copies of the
audited consolidated financial statements of its Holding Company.
b) A certificate from the CEO/CFO of the Holding Company as per the format enclosed in the bidding
documents stating that the unaudited unconsolidated financial statements form part of the consolidated
annual financial statements of the Holding Company

In cases where audited results for the last financial year as on the date of Techno commercial bid opening
are not available, the financial results certified by a practicing Chartered Accountant shall be considered
acceptable. In case, bidder is not able to submit the certificate from practicing chartered accountant
certifying its financial parameters, the audited results of three consecutive financial years preceding the
last financial year shall be considered for evaluating the financial parameters. Further, a certificate would
be required from the CEO/CFO as per the format enclosed in the bidding documents stating that the
financial results of the Company are under audit as on the date of Techno-commercial bid opening and
the Certificate from the practicing Chartered Accountant certifying the financial parameters is not
available.
Notes for clause 2.0:
a) Other income shall not be considered for arriving at annual turnover.
b) “Holding Company” and “Subsidiary” shall have the meaning ascribed to them as per Companies
Act of India.
c) For turnover indicated in foreign currency, the exchange rate as on seven (07) days prior to the
date of techno-commercial bid opening shall be used.
8. ‘NIL’ Deviations Certificate (To be accepted online under GTE)
No deviation, whatsoever, is permitted by the Employer to any provisions of Bidding
Documents.
The acceptance of above is an attribute of the on line Bid Invitation and the Bidders are required to confirm
acceptance of the same by accepting the following condition:
“Do you certify full compliance to all provisions of Bid Documents”
Acceptance of above condition shall be considered as bidder's confirmation to the following:
(a) The provisions of Bidding Documents read in Conjunction with Amendment(s)/ Clarification(s)/
Addenda/ Errata (if any) are acceptable and no deviation has been taken
in this regard.
(b) Any deviation to Bidding Documents and its subsequent Amendment(s)/ Clarifications(s)/ Addenda/
Errata/ Minutes of Clarification Meeting (if any) as mentioned at (a) above found anywhere in Price Bid
Proposal, implicit or explicit, shall stand unconditionally withdrawn, without any cost implication
whatsoever to Employer, failing which the Earnest Money Deposit shall be forfeited.
9. Declaration on Qualifying Requirements (To be accepted online under GTE)
Declaration by the Bidder towards compliance on "Qualifying Requirements” by accepting the condition in
the on-line Bid.

(a) The number of reference Plants/Orders quoted by Bidder in Attachment- 3 of the bid, for establishing
compliance to the specified Qualifying Requirement (QR), are in accordance with the provision
specified above.
(b) The reference Plants/ Orders/ declared, shall only be considered for evaluation/ establishing
compliance to Qualifying Requirement (QR). Any reference Orders declared more than as specified
above shall not be considered for evaluation/establishing compliance to Qualifying Requirements.
(c) No change or substitution in respect of reference Plants/Orders for meeting the specified Qualifying
Requirement (QR) shall be offered by the bidder.
(d) Declaration on Banning Policy (To be accepted online under GTE)
Declaration to the effect that the Bidder shall abide by Banning Policy of the Employer displayed on NTPC’s
website http://www.ntpctender.com indicating his compliance to the provisions of ITB Sub-Clause 37.0 to
be furnished by accepting the following GTE condition:
“Do you accept Withholding and Banning of Business Dealing Policy of NTPC”
(e) Declaration on Fraud Prevention Policy (To be accepted online under GTE)
Declaration to the effect that the Bidder shall abide by Fraud Prevention Policy of the
Employer displayed on NTPC’s website http://www.ntpctender.com indicating his
Compliance to the provisions of ITB Sub-Clause 36.0 to be furnished by accepting the following GTE
condition:
“Do you accept the Fraud Prevention Policy of NTPC”.
10. MODIFICATION, SUBSTITUTION AND WITHDRAWAL OF BID
12.1 Bidders are requested to submit the bids on-line on NTPC e-tender Portal.
12.2 Bids shall be hosted / uploaded and submitted on the NTPC e-tender portal by the date & time
specified in the NIT/Basic data of the Tender in the e-tender portal.
12.3 Bid Modification and withdrawal: The Bidder may modify or withdraw its bid after submission prior
to the deadline prescribed for bid submission. In case of withdrawal a letter giving the reason for
withdrawal is to be uploaded. Once a bid is withdrawn, the bid cannot be re-submitted.
No bid may be withdrawn / modified in the interval between the bid submission deadline
and the expiration of the bid validity period. Withdrawal/Modification of a bid during this
interval may result in the Bidder’s forfeiture of its Earnest Money Deposit , pursuant to
ITB Clause 12.0 above.
12.4 No bid may be withdrawn in the interval between the bid submission deadline and the expiration of
the bid validity period specified in clause 18.0 of ITB.
Withdrawal of a bid during this interval may result in the Bidder’s forfeiture of its Earnest Money Deposit

Annexure – IV
1. EXEMPTION FROM PAYING TENDER FEES & EARNEST MONEY DEPOSIT:
Micro and Small Enterprises (MSEs) registered with District Industries Centres or Khadi and Village Industries Commission
or Khadi and Village Industries Board or Coir Board or National Small Industries Corporation or Directorate of Handicrafts
and Handloom or Udyog Aadhar or any other body specified by Ministry of Micro, Small and Medium Enterprises as per
MSMED Act 2006,for goods produced and services rendered, shall be issued the bid documents free of cost and shall be
exempted from paying Earnest Money Deposit.
2. PRICE PREFERENCE:
Further, in case of tenders where splitting of quantity is possible, participating MSEs quoting price within price band of L1 +
15 percent shall also be allowed to supply a portion of requirement by bringing down their price to L1 price in a situation where
L1 price is from someone other than a Micro and Small Enterprise and such Micro and Small Enterprise shall be allowed to
supply up to 20 percent of total tendered value. In case of more than one such MSE, the supply will be shared proportionately
(to tendered quantity).
However, in case of tenders where splitting of quantity is not possible, participating MSEs quoting price within price
band of L1 + 15 percent shall be allowed to execute the package by bringing down their price to L1 price in a situation
where L1 price is from someone other than a Micro and Small Enterprise. The award shall be made as follows:
a) Award shall be given to L1 bidder if L1 bidder is a MSE.
b) In case L1 bidder is not a MSE, then all the MSE vendor(s) who have quoted within the range of L1 + 15%, shall be
given the opportunity in order of their ranking (starting with the lowest quoted MSE bidder and so on) to bring down
its price to match with L1 bidder. Award shall be placed on the MSE vendor who matches the price quoted by L1
bidder.
c) If no MSE vendor who has quoted within range of L1 + 15% accepts the price of L1 bidder, then the award shall be
made to the L1 bidder.
The benefit as above to MSEs shall be available only for goods/services produced & provided by MSEs for which they are
registered. MSEs seeking exemption and benefits should enclose a attested/self-certified copy of registration certificate, giving
details such as stores/services, validity (if applicable) etc. failing which they run the risk of their bid being passed over as
ineligible for the benefits applicable to MSEs.
NOTE:
Generally, in tenders having Itemwise evaluation, splitting is allowed unless otherwise specified in the Special Conditions of
Contract (SCC). Further, in tenders having Packagewise/Lumpsum evaluation generally splitting is not allowed. Please refer
Special Conditions of Contract for specific tender provisions.
The benefits as above to MSEs shall be available only for goods/ services produced and provided by MSEs for which they are
registered.
MSEs seeking exemption should enclose an attested/ self-attested copy of valid registration certificate giving details such as
validity, stores/ services, etc. failing which they run the risk of their bid being passed over as ineligible for the benefits applicable
to MSEs.
