Instruction for purchasing of tender documents:

Bid documents can be obtained from the address given below on all working days between

10.00 am to 4.00 pm (Sunday/holiday closed) during the bid documents sale dates indicated

above by submitting request on bidders’ own letter head along with the cost of bid document in

the form of a demand draft (non refundable). The demand draft should be drawn in favour of Meja

Urja Nigam Pvt. Ltd, Payable at SBI, Civil Lines, Allahabad (Branch code No. 3126).

The bidding documents can also be downloaded from http://www.ntpctender.com on registration

and online payment(non-refundable) towards cost of bidding document and the down loaded

documents can be used for bidding purposes.

1. The bidder should be a manufacturer of Self Propelled Articulating Boom Engine-

Powered Hydraulic Platform of minimum lifting capacity of 225Kg and working height not

less than 17meaters.

The bidder should be a Subsidiary/Dealer/Channel Partner of the Original Equipment

Manufacturer (OEM) as above as on the date of opening of Techno- commercial bid. The

bidder should be duly authorized by the OEM for this bid.

2. The Bidder should have executed any one of the following order(s) of supply ofSelf

Propelled Articulating Boom Engine-Powered Hydraulic Platformof minimum lifting

capacity of 225Kg and working height not less than 17meaters, during last seven (07)

years as on the date of techno-commercial bid opening:

At least three orders each valuing not less than ₹22.71 Lakh

At least two orders each valuing not less than ₹28.39 Lakh

At least single order valuing not less than ₹ 45.42 Lakh

Note:

The word “executed” means the bidder should have achieved the criteria

specified in the above QR within the preceding seven (07) years period as on

techno commercial bid opening date even if the contract has been started

earlier and / or is not completed / closed.

3.0 FINANCIAL CRITERIA:

3.1 The bidder should have achieved a minimum average annual turnover of ₹ 56.78

lakh. (Rupees fifty six lakh seventy eight thousands only) during the last three

financial years i.e. 2015-16, 2016-17 & 2017-18. Other income shall not be

considered for arriving at annual turnover.

3..2 In case where audited results for the last financial year as on the date of Techno

Commercial Bid opening are not available, the financial results certified by a

practicing Chartered Accountant shall be considered acceptable. In case, Bidder

is not able to submit the Certificate from practicing Chartered Accountant

certifying its financial parameters, the audited results of three consecutive

financial years preceding the last financial year shall be considered for evaluating

the financial parameters. Further, a certificate would be required from the CEO /

CFO as per the format enclosed in the bidding documents stating that the

financial results of the company are under audit as on the date of techno-

commercial bid opening and the certificate from the practicing Chartered

Accountant certifying the financial parameters is not available.

3.3 In case the bidder is not able to furnish its audited financial statements on

standalone entity basis, the unaudited unconsolidated financial statements of the

bidder can be considered acceptable provided the bidder furnishes the following

further documents on substantiation of its qualification.

A) Copies of the unaudited unconsolidated financial statements of the bidder

along with copies of the audited consolidated financial statements of the

Holding Company.

B) A certificate from the CEO / CFO of the Holding Company as per the format

enclosed in the bid documents stating that the unaudited unconsolidated

financial statements form part of the consolidated annual report of the

company.

3.4 Notwithstanding anything stated above, the employer reserves the right to

assess the capabilities and capacity of the bidder / his collaborators / associates /

subsidiaries / group companies to perform the contract should the circumstances

warrant such assessments in the overall interest of employer.

4.0 Supporting documents to be submitted in support of Qualifying requirement:

4.1 Copy of award letters / copy of Purchase Order

AND

Work completion certificate.

4.2 Financial Statements

GENERAL CONDITIONS:

a) The bidder must submit all the documents like detailed purchase orders, proof of

execution of orders, audited balance sheet & profit & loss account of last three years,

PAN and GST registration no. to establish their credentials in line with the qualifying

requirements. Submission of incomplete bids (i.e non submission of required documents)

may be liable for disqualification/ rejection of offer.

b) Notwithstanding anything stated in the qualifying requirements, the MUNPL reserves the

right to assess the capability and capacity of the bidder to perform the contract, should

the circumstances warrant such assessment in the overall interest of the MUNPL.

c) Issuance of bid documents to any bidder shall not construe that such bidder is

considered qualified. Fulfillment of qualifying requirements by the bidders will be

reviewed/ evaluated by Meja Urja Nigam Pvt. Ltd ( MUNPL).

d) Micro and Small Enterprises (MSEs) registered with District Industries Centres or Khadi

and Village Industries Commission or Khadi and Village Industries Board or Coir Board

or National Small Industries Corporation or Directorate of Handicrafts and Handloom or

any other body specified by Ministry of Micro, Small and Medium Enterprises as per

MSMED Act 2006,for goods produced and services rendered, shall be issued the bid

documents free of cost and shall be exempted from paying Earnest Money Deposit.

Further, in case of tenders where splitting of quantity is possible, participating MSEs

quoting price within price band of L1 + 15 percent shall also be allowed to supply a

portion of requirement by bringing down their price to L1 price in a situation where L1

price is from someone other than a Micro and Small Enterprise and such Micro and

Small Enterprise shall be allowed to supply up to 20 percent of total tendered value. In

case of more than one such MSE, the supply will be shared proportionately (to tendered

quantity).

However, in case of tenders where splitting of quantity is not possible, participating

MSEs quoting price within price band of L1 + 15 percent shall be allowed to execute the

package by bringing down their price to L1 price in a situation where L1 price is from

someone other than a Micro and Small Enterprise. The award shall be made as follows:

Award shall be given to L1 bidder if L1 bidder is a MSE.

In case L1 bidder is not a MSE, then all the MSE vendor(s) who have quoted within the

range of L1 + 15%, shall be given the opportunity in order of their ranking (starting with

the lowest quoted MSE bidder and so on) to bring down its price to match with L1

bidder. Award shall be placed on the MSE vendor who matches the price quoted by L1

bidder.

If no MSE vendor who has quoted within range of L1 + 15% accepts the price of L1

bidder, then the award shall be made to the L1 bidder.

The benefit as above to MSEs shall be available only for goods/services produced &

provided by MSEs.

MSEs seeking exemption and benefits should enclose an attested/self-certified copy of

registration certificate, giving details such as stores/services, validity (if applicable) etc.

failing which they run the risk of their bid being passed over as ineligible for the benefits

applicable to MSEs.

Note: Generally in tenders having Item wise evaluation, splitting is allowed unless

otherwise specified in the Special Purchase Conditions (SPC). Further, in tenders having

Package wise evaluation generally splitting is not allowed.

e) “The Bidder along with its associate/collaborator/subcontractors/sub-vendors/

Consultants/ service providers shall strictly adhere to the Fraud Prevention Policy of

Employer displayed on its tender website http://www.ntpctender.comand shall

immediately apprise the Employer about any fraud or suspected fraud as soon as it

comes to their notice. A certificate to this effect shall be furnished by the bidder along

with his bid”.

f) Tender / bids shall be received up to 10.00 AM and opened at 10.30 AM on the aforesaid

bid opening date, at the office DGM(C&M)-Purchase at the address given below.

g) Transfer of tender documents purchased by one intending tenderer to another is not

permitted.

h) MUNPL reserves the right to reject any or all bids or cancel/ withdraw the invitation of

bids without assigning any reason thereof and in any such case no bidder/intending

bidder shall have any claim arising out of such action.

i) In case any stipulated date is a holiday, then tenders opening date will be shifted to next

working day.

j) For any postal / communication delay, MUNPL will not be held responsible.

Offers/applications from the vendors, who are under business holiday with any

NTPC/joint venture of NTPC stations, shall not be considered.

k) The bidder should furnish documentary evidence in support of fulfilling each QR duly

signed and certified by the authorized representative of the company with company seal.

l) Bids not accompanied by the requisite Bid Guarantee (EMD) & Documents supporting

qualifying requirements or bids accompanied by a bid guarantee of inadequate value will

not be entertained & in such cases the bids may be returned to the bidder.
