Exemption in Tender Fee and

MSE (Micro & Small Enterprises) registered with NSIC/DIC
(District Industries Centre) / Udyog Aadhar for goods produced
are exempted from Tender Fee and EMD. MSE bidder should
submit the copy of registration to get the exemption.
As per answer to FAQ no. 18 circulated vide Office Memorandum
F. No. 22(1)/2012-MA dated 24.10.2016 “Policy is meant for
procurement of goods produced and services rendered by MSEs.
However, traders are excluded from the purview of Public
Procurement Policy.”

3.0 Qualifying Requirements: Bidder must fulfil the following qualifying requirements for the subject
package.
3.1 Technical Criteria:
a) The bidder must be a Manufacturer of Portable Cabins.
b) The bidder should have executed contracts of supply and installation of Air-conditioned Portable
Cabins of minimum size of 20 feet X 10 feet X 8.5 feet (LXWXH), during last seven (7) years
reckoned as on the date of Techno-Commercial bid opening as per the following criteria:
• Executed value not less than Rs.34.98 Lakhs in a single contract.
OR
• Executed value not less than Rs.21.86 Lakhs in two contracts each.
OR
• Executed value not less than Rs.17.49 Lakhs in three contracts each.
Note:
i) “Executed” means the bidder/ manufacturer should have successfully supplied and installed
the criteria specified in the QR, even if the total contract is not completed/closed. In case of
contracts under execution as on date of techno commercial bid opening, the value of work
executed till such date will be considered provided the same is certified by the employer.
3.2 Financial Criteria:
The average annual turnover of the Bidder, in the preceding three (03) financial years as on the date
of Techno-Commercial bid opening shall not be less than Rs.43.72 Lakhs.
In case where audited results for the last financial year as on the date of Techno-commercial bid
opening are not available, the financial results certified by a practicing Chartered Accountant shall
be considered acceptable. In case, Bidder is not able to submit the Certificate from practicing
Chartered Accountant certifying its financial parameters, the audited results of three consecutive
financial years preceding the last financial year shall be considered for evaluating the financial
parameters. Further, a Certificate would be required from the CEO/CFO as per the format enclosed
in the bidding documents stating that the Financial results of the Company are under audit as on
the date of Techno-commercial bid opening and the Certificate from the practicing Chartered
Accountant certifying the financial parameters is not available.
Note:
i) While computing the annual turnover other Income shall not be considered.
ii) Notwithstanding anything stated above, the Employer reserves the right to assess the capability and
capacity of the bidder/ his collaborator/associates/ subsidiaries/ group companies to perform the
contract, should the circumstances warrant such assessment in the overall assessment in the
interest of the Employer.
4.0 Brief scope of work:
The scope of works includes Supply of Porta Cabins to NTPC Khargone site.
5.0 A Complete set of bidding Document may be downloaded by any interested Bidder directly
through NTPC e-procurement portal, https://eprocurentpc.nic.in.
6.0 Tender documents are Nontransferable. Only the bidder, in whose name the tender documents
are downloaded, is allowed to submit offer.

7.0 Issuance of Bidding Documents to any bidder shall not construe that bidder is considered
qualified.
8.0 NTPC reserves the right to reject any or all bids or cancel / withdraw the Invitation for bids without
assigning any reason whatsoever and in such case no bidder / intending bidder shall have any
claim arising out of such action.
