through e-tendering as per the scope of supply briefly mentioned at para 5.0 below:

The bidders are requested to send Tender Fee and EMD OR NSIC/DIC (District
Industries Centre) / Udyog Aadhar to get exemption, in sealed envelopes well in
advance so as to be received by the respective officer before the scheduled date
of submission of bids as described in the time schedule in notice inviting tender
failing which bid is liable for rejection.

Exemption for MSEs
Micro and Small Enterprises (MSEs) registered with District Industries Centres or
Khadi and Village Industries Commission or Khadi and Village Industries Board or
Coir Board National Small Industries Corporation or Directorate of Handicrafts
and Handloom or any other body specified by Ministry of Micro, Small and
Medium Enterprises as per MSMED Act 2006, for goods produced and services
rendered, shall be issued the bidding documents free of cost and shall be
exempted from paying Earnest Money Deposit. Such parties can sent the request
for Tender Documents along with a Photocopy of valid registration certificate
preferably attested by Gazetted Officer/ Ist Class Magistrate/ notarized, giving
details such as validity, stores and monetary limits, failing which they run the risk
of their bid being passed over as ineligible for this concession.
The above benefits to MSEs are meant for procurement of only goods produced
and
services rendered by MSEs. However, traders are excluded from the purview
of PublicProcurement Policy and not eligible for Benefits to MSEs.

3.0
Detailed scope of work, specifications and terms & conditions are given in the Bidding Documents which are
available for examination and sale at the address given below as per the following schedule:
4.0 Qualifying Requirements:
In addition to satisfactory fulfillment of the Qualifying requirements stipulated in Section -
ITB
(Instructions to Bidders) of Bid documents, the following shall also apply:
1 . 0 Technical Criteria
1.1 The bidder should be manufacturer of NN/EP Conveyor Belt of width 1400 mm or higher & tensile strength of 800
kN/Mtr and higher.The bidder should have supplied NN/EP conveyor belt of width 1400 mm or higher and tensile
strength 800 kN/Mtr and higher, to actual user(s) or to main contractors of bulk material handling plant package
having conveyors.
AND
1. 2 The bidder should have following in house testing facilities:
The production unit should have following testing / measurement facilities:
a)
Drum Friction Test Arrangement as per CAN/CSA
b)
Abrasion Resistance Test apparatus & Standard Rubber Sample for cover rubber as per DIN: 53516
c)
Arrangement for Flame Test as per ISO 340
d)
Arrangement for Electrical Surface Resistance Test as per CAN/CSA
e)
Trough ability measuring arrangement with Measuring Instruments.
f)
Humidity & Temperature Controlled testing room / chamber for samples conditioning.
g)
Rheological Test Instrument
h)
Tensile Strength for belt & cover as per IS : 1891
i)
Angular Tear Strength Test for cover as per ASTM D624 Type C
j)
Oven for ageing test.
1.3 The bidder should have successfully executed the works of manufacturing & supply of NN/EP
conveyor belt of minimum width of 1400 mm and tensile strength of not less than 800 kN/Mtr during the
last seven (7) years, reckoned as on date of Techno-Commercial bid opening for the following values :
i)
Single order of value not less than Rs. 527 Lakhs
OR
ii)
Two orders of value not less than Rs. 329 Lakhs each
OR
iii)
Three orders of value not less than Rs. 264 Laths each
Notes:
The word executed means the bidder should have achieved the criteria specified in the above QR, even if the
total contract is not completed/closed. In case of contracts under execution as on date of Techno-Commercial
bid opening, the value of work executed till such date will be considered provided the same is certified by the
employer.

2.0 Financial Criteria:
2.1 The average annual turnover of the Bidder, in the preceding three (3) financial years, reckoned as on the
date of Techno-Commercial Bid Opening shall not be less than₹ 659 Lakhs (Indian Rupees Six Hundred Fifty Nine
Lakhs Only),
2.2 In cases where audited results for the last financial year as on the date of Techno Commercial bid opening
are not available, the financial results certified by a practicing Chartered Accountant shall be considered acceptable.
In case, Bidder is not able to submit the Certificate from a practicing Chartered Accountant certifying its financial
Parameters, the audited results of three consecutive financial years preceding the last financial year shall be Considered for
evaluating the financial parameters. Further, a certificate would be required from the CEO/CFO that the Financial results
of the Company are under audit as on the date of Techno-Commercial bid opening and the certificate from the
practicing Chartered Accountant certifying the financial parameters is not available.
Notes: Other income shall not be considered for arriving at annual turnover.
5.0 Brief Scope of Supply:
The scope covers SUPPLY OF CONVEYOR BELTS to NTPC Ramagundam and Simhadri.

6.0 A Complete set of bidding Document may be downloaded by any interested Bidder directly

7.0 Tender documents are Non transferable. Only the bidder, in whose name the tender
documents are downloaded, is allowed to submit offer. No bidder other than the original
bidder in whose name the tender documents are sold / downloaded can submit the offer.
8.0 Issuance of Bidding Documents to any bidder shall not construe that bidder is considered
qualified.
9.0 NTPC reserves the right to reject any or all bids or cancel / withdraw the Invitation for bids
without assigning any reason whatsoever and in such case no bidder / intending bidder shall
have any claim arising out of such action.
10.0
NTPC shall allow purchase preference, as indicated in the bidding documents, to bids from local
suppliers as defined in the bidding documents. The bidders may apprise themselves of the relevant
provisions of bidding documents in this regard before submission of their bids

prior to last date of bid submission and submit following details.

iv) Cancelied cheque & EFT form (to be verified by bank)

iii) Send the copy of registration acknowledgement to dealing officer of case.
13.0 It is to inform you that the subject tender was issued on NIL deviation / Fully compliant bid basis.
Further, you have to submit GTE in this regard in GepNIC portal.
The meaning of NIL deviation / Fully compliant bid is as under:
You shall confirm that you have complied with all terms, conditions and specifications of the
Bidding Documents read in conjunction with Amendment(s) / Clarification(s) / Addenda/Errata
(if any) issued by the NTPC prior to opening of Techno-Commercial Bids and the same has been
taken into consideration while making your Techno-Commercial Bid & Price Bid.
Further, you have to declare that you have not taken any deviation in this regard.
Further, you may note that in case the Products and/or Services offered by you do not meet
the Technical requirements, then your bid shall be rejected as Technically non-responsive.
You shall also confirm that in case you refuse to withdraw additional
conditions/deviations/variations/exception, implicit or explicit, found anywhere in the techno-
commercial bid, your bid shall be rejected as Technically non-responsive
Further, You have to confirm that if any deviation/variation in any form is found in your Price
Bid, the EMD shall be forfeited.
You are requested to examine the bidding documents specifically w.r.t. Price Basis, Delivery Period, Payment
Terms, Bid Validity etc and quote your rate accordingly.
If you require any clarification to any provisions of the bidding documents, same may please be sought well
within the clarification end date as detailed in bidding documents.
It is again reiterated that any deviation to the provisions of the aforesaid bidding documents either implicitly
or explicitly is not permitted. In case, any deviation is found in your bid, your bid shall be rejected summarily.
