Please submit your most competitive offer for the items/materials indicated in the enclosed annexure strictly
as per given instructions. The following points may pl. be noted:
Bid to be submitted ONLINE (through GePNIC eTender portal), whereas EMD (if applicable) is to be
submitted OFFLINE by HAND/ REGISTERED POST in sealed envelope must be submitted before Bid
submission Deadline mentioned above.
In case of diversion of enquiry to authorized dealer, Pl send intimation in time to enable us to map the dealer

Bidders can view/download bidding/ tender documents
directly from
NTPC E procurement (GePNIC) Portal
. Bidder to note that at the time
of bid document downloading, payment of tender fee is not required,
but the same is mandatorily to be deposited along with their bid, until
& unless they are exempted from Tender Fee/EMD
in line with the ITB,
Clause#4.0. , subject to conditions as mentioned.

Exemption of Tender Fee
Note:
i)
In case Bid Security is submitted by way of Bank Guarantee, the
same should be valid for 225 days from the date of Opening of
Techno-commercial offer.
ii)
In case Bid Security is submitted by way of DD / Bankers Cheque
same should be
drawn in favour of “NTPC Ltd.” and should be
payable at Barh.
Any Bid not accompanied by an acceptable Earnest Money Deposit
in a separate sealed envelope shall be rejected by the Owner as
being non-
responsive and returned to the Bidders without being
opened.
iii) Exemption on Cost of Tender Document:
Bidders having
SSI Registration of Bihar / SSI units (of other states)
registered with the National Small Scale Industries Corporation
shall be exempted from the payment of Tender Fee. Bidders seeking
exemption should
submit a Photocopy of valid registration
certificat
e preferably attested by Notary / Gazetted Officer/
Magistrate 1st class, giving details such as validity, stores
etc. and
request for exemption.
Such request letter should reach us before Tender Opening date
and time. Late receipt shall be rejected.
If the validity of the certificate has expired or the
stores items not
matching with the tendered items, run the risk
of their tenders
being passed over as ineligible for this concession/exemption.
iv) Tender fee is non-refundable.
Other Import
ant Conditions:
1.0 Participation in the tender does not automatically mean that the bidders are considered qualified.
NTPC shall evaluate the qualifying requirement of each bidder as per NIT after opening of technical
bid and the bids of the bidder who is not meeting the qualifying requirement shall not be considered.
2.0 NTPC reserves the right to reject any or all bids or cancel/withdraw the invitation for bids/IFB
without assigning any reason whatsoever and in such case no bidder/intending bidder shall have
claim arising out of such action.
3.0 NTPC will not be responsible for any loss/late receipt/non-receipt of applications for tender
documents/EMD Envelope due to any postal delay or delay, in any form, in transit. If the last date of
“Selling of Bid document”/ “Bid Opening” coincides with holiday, the date will be shifted to the next
working day.
Qualifying
Requirements of
the Bidder
QUALIFYING REQUIREMENT FOR BIDDER:
-
In addition to the requirements stipulated in Section ITB (Instructions to Bidder), the
bidder should also meet the qualifying requirements stipulated hereunder:

1)
The Bidder should be a manufacturer of 1.1 kV grade OR above, PVC insulated & PVC
sheathed, Al. conductor Armored/ Unarmored, FRLS LT cable manufactured as per IS-
1554(part-1) with latest amendment (if any) and having valid BIS license.
2) The average annual turnover of the bidder in the preceding three fin
ancial years as on
the date of Techno-Commercial bid opening shall not be less than Rs. 73,63,500.00
excluding other income.
3) The
bidder should have successfully executed purchase orders to meet either of the
following criteria during last seven years as on the date of Techno-
Commercial bid
opening.
4) Three similar orders valuing not less than Rs.29.45 Lakh each.
5) Two similar orders valuing not less than Rs.36.82 Lakhs each.
6) One similar order valuing not less than Rs.58.91 Lakh.
Note:-
(i) Similar Order Means:-
Manufacturing & supply of LT Power Cables, 1.1 KV grade or
above.
(ii) Complete Order Value means:- Value of actually executed portion of
an order and
not the order value. In case of purchase order under execution, the value of
purchase order executed till date of Techno-
Commercial bid opening, as certified
by client shall be considered.
(iii) Bidder should have valid GST registration Certificate.
The bidder must submit the following documents
: Details of order, proof of execution,
audited balance sheets of last three years, GST registration, PAN etc. to establish
their credential in line with the qualifying requirements. In cases where audited
results for the last financial year as on the date of Techno-
Commercial Bid Opening
are not available, the financial results certified by a practicing
Chartered Accountant
shall be considered acceptable.
In case Bidder is not able to submit the certificate
from practicing Chartered Accountant certifying its fina
ncial parameters, the audited
results of three consecutive financial years preceding the last financial year shall be
considered for evaluating the financial parameters.
