Price Bid

The Bidder shall quote rate and applicable GST for each item

in the relevant field

of BOQ sheet (Price Bid). The BOQ (Excel Sheet) template must not be

modified/replaced by the bidder and the same should be uploaded after filling the

relevant columns.

If agency does not mention any GST rate, it will be treated that GST is inclusive

in the quoted Basic Rate. In case the bidder is exempted from GST, bidder has

to produce valid Exemption Document . If not produced, it will be treated that

GST is inclusive in the quoted Basic Rate.

for goods produced and services rendered, shall be issued the bid

documents free of cost and shall be exempted from paying Earnest Money

Splitting allowed as detailed below:

Evaluation and Empanelment procedure: The lowest rates received against

each individual item for all the categories of vehicles mentioned in the BOQ, shall

be worked out separately and all the technically qualified bidders will be

requested to accept the same. The bidders who give their consent to those rates

shall be considered for empanelment for hiring of vehicles to NTPC-SRHQ, on

requirement basis, for a period of two years.

Purchase Preference

NTPC shall allow purchase preference, as indicated in the bidding

documents(ITB), to bids from MSEs as defined in the bidding documents. The

bidders may apprise themselves of the relevant provisions of bidding documents

in this regard before submission of their bids.

Bidders seeking MSE benefits should necessarily upload relevant documents in

etender portal.

C. Tender documents are non-transferable. No bidder other than the original bidder in whose name the tender

documents are sold before Bid Submission End Date and Time can submit the offer.

D. Issuance of Bidding Documents to any bidder shall not construe that bidder is considered qualified.

E. NTPC reserves the right to reject any or all bids or cancel / withdraw the Invitation For Bids (IFB) without assigning

any reason whatsoever and in such case no bidder / intending bidder shall have any claim arising out of such action.

ANNEXURE-1

Qualifying Requirements

QUALIFYING REQUIREMENT FOR BIDDERS

The Bidder should meet the minimum Qualifying Requirements as stipulated hereunder:

1.1 Technical Criteria for Qualification:

1.1.1 Bidder should have a fleet of Vehicles consisting of different vehicles of all categories as

mentioned in Notes:(ii), with a Minimum of 60 Nos. vehicles manufactured in the year 2016 or

later, operating with them and of models as mentioned in Notes- (ii) (A to E) below , out of which

the agency should have 40 % of vehicles registered in their name and balance 60% of vehicles

can be either operated on lease basis or holding Power of Attorney in their favor to operate the

vehicles on commercial basis.

1.1.2 The agency should have a minimum experience of 3 Years in running a travel agency business

and should have GST Registration and PAN. The agency should have experience in working

with any Govt. Dept/ Public Sector Organization, reputed corporate house/ institution in the past.

1.2 Financial Criteria for Qualification:

1.2.1 The average annual turnover of the Bidder shall not be less than ₹ 60 Lakhs. (Rupees Sixty

Lakhs Only) in the preceding three (3) financial years as on the date of Techno-Commercial

Bid Opening.

1.2.2 In cases where audited results for the last financial year as on the date of Techno-Commercial

bid opening are not available, the financial results certified by a practicing Chartered

Accountant shall be considered acceptable. In case, Bidder is not able to submit the

Certificate from a practicing Chartered Accountant certifying its financial parameters, the

audited results of three consecutive financial years preceding the last financial year shall be

considered for evaluating the financial parameters. Further, a certificate would be required

from the CEO/CFO that the financial results of the Company are under audit as on the date of

Techno-Commercial bid opening and the certificate from the practicing Chartered Accountant

certifying the financial parameters is not available.

(i) Other income shall not be considered for arriving at annual turnover

(ii) The type of fleet of vehicles (Car/SUV) should be as below:

D) SUV/MPV:- Mahindra Scorpio/ Maruti Ertiga/ Chevrolet Tavera/ Toyota Innova/

Innova Crysta/ Mahindra XUV-500/ TATA Safari Storm/ Toyota Fortuner /
