4. Bid Security and Integrity Pact (if applicable) shall be submitted in a sealed envelope separately offline
by the stipulated bid submission closing date and time at the address given below. Any bid without
an acceptable Bid Security and Integrity Pact (if applicable) shall be treated as non-responsive by the
employer and shall not be opened.
5. A complete set of Bidding Documents may be downloaded by any interested Bidder from our NIC
Portal (https://eprocurentpc.nic.in/nicgep/app). Tender fee (non-refundable) of requisite value is to be
paid in a separate envelope up to the time of scheduled Technical BOD in the form of Pay order /
demand draft / Bankers cheque in favour of NTPC Limited, from any of Nationalized or Scheduled
Bank, payable at Vindhyanagar/ Singrauli/ Waidhan of MP of the cost of the documents. For logging
on to the GePNIC Site, the bidder would require user id and password, which can be obtained by
enrolling at GePNIC site and linked with DSC.
6. Companies having MSME/NSIC registration as per MSME Act 2012 will exempted from
submission of EMD and TENDER FEE, however the MSME Certificate should be submitted
offline/Online before schedule bid opening date and time.

7. Any bid not accompanied by an acceptable earnest money deposit (EMD) or tender fee in a
separate sealed envelope offline shall be rejected by the employer as being non-responsive and
returned to the bidder without being opened
8. PERIOD OF CONTRACT.
Period of contract is 09 (Nine) months.
9. Qualifying Requirements:
a) The bidder should have executed the work(s) of “Building Construction or Building Maintenance
(Civil)”, during the last seven years ending with bid opening date, with following executed value(s)
of contracts.
i) Single order of value not less than Rs 64.112 lakhs.
OR
ii) Two orders each of value not less than Rs 40.07 lakhs.
OR
iii) Three orders each of value not less than Rs 32.056 Lakhs.
b) The average annual turnover of the bidder during the preceding three financial years as on the
date of bid opening should not be less than INR 80.14 Lakhs.
Remarks:
Bid opening date refers to the first scheduled techno-commercial bid opening date.
The word “executed” means that the bidder should have achieved the progress specified in the
QR even if total contract is not completed/ closed.
In cases where audited results for the last financial year as on the date of Techno Commercial bid
opening are not available, the financial results certified by a practicing Chartered Accountant shall
be considered for evaluating the financial parameters.
Other income shall not be considered for arriving at annual turnover.
10. Clarification on bidding documents:
The queries raised through GePNIC Portal within clarification end date will be answered by NTPC
through GePNIC portal only. The bidders can view all queries and all answers once they are posted in
the GePNIC Portal.
Note: Bidders are advised to download the Bid Documents well in advance as NO CLARIFICATION
SHALL BE PERMITTED AFTER CLARIFICATION END DATE.
11. Transfer of Bidding Documents purchased by one intending Bidder to another is not permissible.

EXEMPTION FROM PAYING TENDER FEES & EARNEST MONEY DEPOSIT:
Micro and Small Enterprises (MSEs) registered with District Industries Centres or Khadi and Village Industries
Commission or Khadi and Village Industries Board or Coir Board or National Small Industries Corporation or
Directorate of Handicrafts and Handloom or Udyog Aadhar or any other body specified by Ministry of Micro, Small
and Medium Enterprises as per MSMED Act 2006,for goods produced and services rendered, shall be issued the
bid documents free of cost and shall be exempted from paying Earnest Money Deposit.
PRICE PREFERENCE:
Further, in case of tenders where splitting of quantity is possible, participating MSEs quoting price within price band
of L1 +15 percent shall also be allowed to supply a portion of requirement by bringing down their price to L1 price
in a situation
where L1 price is from someone other than a Micro and Small Enterprise and such Micro and Small Enterprise
shall be
allowed to supply up to 20 percent of total tendered value. In case of more than one such MSE, the supply will be
shared
proportionately (to tendered quantity).
However, in case of tenders where splitting of quantity is not possible, participating MSEs quoting price within price
band of L1 + 15 percent shall be allowed to execute the package by bringing down their price to L1 price in a situation
where L1 price is from someone other than a Micro and Small Enterprise. The award shall be made as follows:
a) Award shall be given to L1 bidder if L1 bidder is a MSE.
b) In case L1 bidder is not a MSE, then all the MSE vendor(s) who have quoted within the range of L1 +
15%, shall be given the opportunity in order of their ranking (starting with the lowest quoted MSE bidder
and so on) to bring down its price to match with L1 bidder. Award shall be placed on the MSE vendor who
matches the price quoted by L1 bidder.
c) If no MSE vendor who has quoted within range of L1 + 15% accepts the price of L1 bidder, then the award
shall be made to the L1 bidder.
The benefit as above to MSEs shall be available only for goods/services produced & provided by MSEs for which
they are registered. MSEs seeking exemption and benefits should enclose a attested/self-certified copy of
registration certificate, giving details such as stores/services, validity (if applicable) etc. failing which they run the
risk of their bid being passed over as ineligible for the benefits applicable to MSEs.
NOTE:
Generally, in tenders having Item-wise evaluation, splitting is allowed unless otherwise specified in the Special
Conditions of Contract (SCC). Further, in tenders having Packagewise/ Lumpsum evaluation generally splitting is
not allowed. Please refer Special Conditions of Contract for specific tender provisions.
The benefits as above to MSEs shall be available only for goods/ services produced and provided by MSEs for
which they are registered.
MSEs seeking exemption should enclose an attested/ self-attested copy of valid registration certificate giving
details such as validity, stores/ services, etc. failing which they run the risk of their bid being passed over as
ineligible for the benefits
