3.0 Qualifying Requirements:
Completion Period: Twelve (12) months
1.0 Technical Criteria:
(a) The Bidder should be a manufacturer of steam generator (200 MW or higher capacity) having
minimum main-steam parameters of steaming capacity 700 T/hr, pressure 175 kg/cm2 and
temperature 540 deg. Celsius.
OR
The bidder should be a manufacturer of coils / coil assemblies of Superheater / Reheater/
Economizer for a steam generator (200 MW or higher capacity) having minimum main- steam
parameters of steaming capacity 700 T/hr, pressure 175 kg/cm2 and temperature 540
deg. Celsius.
(b) The bidder should be approved by Central Boiler Board of India as a boiler tube manufacturer
(c) The bidder should have supplied Superheater / Reheater/ Economizer coils/ coil assemblies
for 200 MW or higher capacity coal fired steam generators, during last seven (7) years, prior to the
date of techno commercial bid opening, meeting the following criteria:
(i) Single order of value not less than Rs. 697 Lakh.
OR
(ii) Two orders of value not less than Rs. 435 Lakh each.
OR
(iii) Three orders of value not less than Rs. 348 Lakh each.
2.0 Financial Criteria:
2.1
The average annual turnover of the bidder, in the preceding three (3) financial year as on the
date of Techno- Commercial bid opening, should not be less than Rs.871 Lakh (Rs. Eight Hundred
Seventy One Lakh only)
In case a bidder does not satisfy the financial criteria , stipulated above on its own, its Holding
Company would be required to meet the stipulated turnover requirements above, provided that the
net worth of such Holding Company as on the last day of the preceding financial year is at least equal
to or more than the paid-up share capital of the Holding Company. In such an event, the bidder
would be required to furnish along with its Techno-Commercial bid, a Letter of Undertaking from the
Holding Company, supported by the Holding Company's Board Resolution as per the format enclosed
in the bid documents, pledging unconditional and irrevocable financial support for the execution of
the Contract by the Bidder in case of award.
2.2
In case the bidder is not able to furnish its audited financial statements on stand alone entity
basis, the unaudited unconsolidated financial statements of the bidder can be considered acceptable
provided the bidder further furnishes the following documents for substantiation of its qualification :
(a) Copies of the unaudited unconsolidated financial statements of the bidder along with copies of
the audited consolidated financial statements of its Holding Company.

(b) A Certificate from the CEO/ CFO of the Holding Company, as per the format enclosed in the
bidding documents, stating that the unaudited unconsolidated financial statements form part of the
consolidated annual financial statements of the Holding Company.
In case where audited results for the last financial year as on the date of techno commercial bid
opening are not available, the financial results certified by a practicing Chartered Accountant shall be
considered acceptable. In case, Bidder is not able to submit the certificate from practising Chartered
Accountant certifying its financial parameters, the audited results for the three consecutive financial
years preceding the last financial year shall be considered for evaluating the financial parameters.
Further, a Certificate would be required from the CEO/CFO as per the format enclosed in the bidding
documents stating that the Financial results of the Company are under audit as on the date of
Techno-commercial bid opening and the Certificate from the practising Chartered Accountant
certifying the financial parameters is not available.
NOTES FOR CLAUSE 2.0:
(i) Other income shall not be considered for arriving at annual turnover.
(ii) "Holding Company" and "Subsidiary" shall have the meaning ascribed to them as per Companies
Act of India.
(iii) For Turnover indicated in foreign currency, the exchange rate as on seven (07) days prior to the
date of techno-commercial bid opening shall be used.
4.0 Brief scope of Supply:
COMPLETE ECONOMIZER BANK COILS
Total population: 156 coils (78 Hangers)
One number assembly consisting of two coils with 04 hangers, strap & lugs(clamp)
Economizer bank Assembly,22 tubes (500 MW)
ECO TOP ASSEMBLY 22 TUBE (500MW) AS PER TECHNICAL SPECIFICATION AND DRGS NO. SPD-A3-
BMD-2868 & SPD-A3-BMD-2865 enclosed with tender documents.
Above specification is for indication only and not complete specification. Bidders are requested to
refer detailed technical specification in our tender documents.
“Bidders are requested to refer detailed technical specification of the item (s). In case of any
contradiction between short text of item(s) and complete technical specification of the item(s), ONLY
COMPLETE TECHNICAL SPECIFICATION OF THAT ITEM SHOULD BE CONSIDERED FOR THE
SUBMISSION OF OFFER AND SAME SHALL BE CONSIDERED FOR EVALUATION PURPOSE AT OUR END."
5.0 A Complete set of bidding Document may be downloaded by any interested bidder directly
through our NTPC e-procurement portal https://eprocurentpc.nic.in
6.0 Tender documents are non transferable. Only the bidder, in whose name the tender
documents are downloaded, is allowed to submit offer. No bidder other than the original
bidder in whose name the tender documents are sold / downloaded can submit the offer.
7.0 Issuance of Bidding Documents to any bidder shall not construe that bidder is considered
qualified.
8.0 NTPC reserves the right to reject any or all bids or cancel / withdraw the Invitation for bids

without assigning any reason whatsoever and in such case no bidder / intending bidder shall
have any claim arising out of such action.
9.0 First time users not allotted any vendor code are required to approach NTPC at least three
working days prior to document sale close date.
