3.0 BIDDERS CAN DOWNLOAD THE TENDER DOCUMENTS BEFORE BID SUBMISSION DATE. TENDER FEES, BID
SECURITY AND INTEGRITY PACT (IF APPLICABLE) SHALL BE SUBMITTED IN A SEALED ENVELOPE SEPARATELY
(OFFLINE) BY THE STIPULATED BID SUBMISSION CLOSING DATE AND TIME AT THE ADDRESS GIVEN BELOW.
ANY BID WITHOUT AN ACCEPTABLE TENDER FEES, BID SECURITY AND INTEGRITY PACT (IF APPLICABLE)
SHALL BE TREATED AS NONRESPONSIVE BY THE EMPLOYER AND SHALL NOT BE OPENED.
4.0 TENDER FEE SHOULD BE IN THE FORM OF A CROSSED ACCOUNT PAYEE DEMAND DRAFT OR BANKER’S
CHEQUE IN FAVOUR OF NTPC LTD., PAYABLE AT SBI SALAKATI.
5.0 First time users not allotted any vendor code are required to approach NTPC at least three working days
prior to Document Sale Close date for issue of vendor code.
6.0 Brief Scope of Work & other specific detail :
Supply, erection and commissioning of 2 nos. of 10 MT heavy duty overhead cranes for central workshop and
store building of NTPC Bongaigaon.
SALIENT TECHNICAL FEATURES
For procurement of 10MT EOT Crane for workshop and C&M Stores at NTPC BgTPP
a.Scope of supply covers the design, manufacture, supply, erection and commissioning of EOT crane.
b.The cranes are to be designed in accordance with the latest editions of IS 807 and IS 3177 and other relevant
standards. Cranes supplied must be rugged and robust in operation as per their nature of work.
c.After award of PO, vendor should measure all necessary dimension i.e span, power supply system, rail size etc
at site before starting of crane design / manufacturing.
d.During erection of crane all T&P, labor, consumables, power supply cables, supervision are in the scope of
bidder.
e.Load test to be done by bidder after erection of crane.
f.Adequate safety measures to be taken during erection of EOT.
Note : These salient technical features are mentioned only to facilitate the prospective bidders to prima-facie
understand the requirements under the tender and shall not in any way limit or alter the scope of work and
technical features/ specification regarding procurement of 10MT EOT crane for workshop and C&M Stores at
NTPC-BgTPP covered in the bidding documents. Detailed provision in regard of scope of work and technical
features/ specifications of the Contract for procurement of 10MT EOT crane for workshop and C&M stores at
NTPC-BgTPP contained in the bidding documents shall be final and binding.
7.0 Qualifying Requirements for Bidders:
In addition to satisfactory fulfilment of Qualifying Requirement stipulated in Section ITB (instruction to bidders)
of documents, the bidder should also meet the qualifying requirements stipulated hereunder :
TECHNICAL CRITERIA:
7.1.The bidder should have successfully executed the job of supply, erection and commissioning of at least 01
no. of 10MT or more capacity Heavy duty overhead crane in any NTPC project or any other industries that has
been in successful operation for atleast one (01) year as on the date of techno-commercial bid opening and
meeting any one of the following criteria during last seven (07) years prior to the date of techno commercial
bid opening :
a.Atleast one order of value not less than Rs. 62.46 Lakhs.
OR
b.Two orders, each of value not less than Rs. 39.04 Lakhs.
OR
c.Three orders, each of value not less than Rs. 31.23 Lakhs.
The word “executed” means that the bidder should have achieved the progress specified in the above para
even if the total contract/ order is not completed/ closed. The same shall be supported by documentary
evidence issued by the owner.
FINANCIAL CRITERIA:
7.2. The average annual turnover of the bidder, in the preceding three (03) financial years as on the date of
techno commercial bid opening, shall be not less than Rs. 78.08 Lakhs (Rupees Seventy Eight Lakhs and Eight
Thousand only).
NOTE:
(i)Other income shall not be considered for arriving at annual turnover.
(ii)The bidder shall submit documentary evidence/proof of meeting qualifying requirements stipulated above.
(iii)In case where audited result for the last financial year as on the date of techno commercial bid opening are
not available, the financial result certified by a practicing Chartered Accountant shall be considered acceptable.
In case bidder is not able to submit the certificate from practicing chartered accountant certifying his financial
parameters, the audited result of three consecutive financial years preceding the last financial year shall be
considered for evaluating the financial parameter. Further, a certificate would be required from the CEO/CFO
as per the format enclosed in bidding document stating that the financial result of the company are under audit
as on the date of techno-commercial bid opening and the certificate from the practicing chartered accountant
certifying the financial parameters is not available.
8.0 Issuance of Bidding Documents to any bidder shall not construe that bidder is considered qualified.
9.0 NTPC reserves the right to reject any or all bids or cancel/withdraw the NIT for the subject package without
assigning any reason whatsoever and in such case no bidder/intending bidder shall have any claim arising out
of such action.
