3.0 Qualifying Requirements:
Completion Period: Twelve (12) months
1.0 Technical Criteria:
1.1
The bidder should have executed the work (s) of 'Manufacturing and supply of Portland
Pozzalona Cement (PPC) in the preceding seven (07) years as on bid opening date meeting the
following criteria:
(i) Single order of value not less than Rs.82.94 Lakh
OR
(ii) Two orders of value not less than Rs.51.84 Lakh each.
OR
(iii) Three orders of value not less than Rs.41.47 Lakh each.
Notes for Clause 1.0 above:
(i) The word "executed" means that the Bidder should have achieved the criteria specified in the
qualifying requirements even if the total contract has been started earlier and/ or is not
completed/ closed.
(ii) Reference work executed by a bidder as a sub-contractor may also be considered provided
the certificate issued by main contractor is duly certified by Project Authority specifying the
scope of work executed by the sub-contractor in support of Qualifying Requirements.
2.0 Financial Criteria:
2.1
The average annual turnover of the Bidder, in the preceding three (3) financial years as on the
date of Techno-Commercial bid opening, should not be less than Rs.103.68 Lakh (Rupees One crore
three lakh sixty eight thousand only).
In case a bidder does not satisfy the financial criteria , stipulated above on its own, its Holding
Company would be required to meet the stipulated turnover requirements above, provided that the
net worth of such Holding Company as on the last day of the preceding financial year is at least equal
to or more than the paid-up share capital of the Holding Company. In such an event, the bidder
would be required to furnish along with its Techno-Commercial bid, a Letter of Undertaking from the
Holding Company, supported by the Holding Company's Board Resolution as per the format enclosed
in the bid documents, pledging unconditional and irrevocable financial support for the execution of
the Contract by the Bidder in case of award.
2.2
In case the bidder is not able to furnish its audited financial statements on stand alone entity
basis, the unaudited unconsolidated financial statements of the bidder can be considered acceptable
provided the bidder further furnishes the following documents for substantiation of its qualification :
(a) Copies of the unaudited unconsolidated financial statements of the bidder along with copies of
the audited consolidated financial statements of its Holding Company.
(b) A Certificate from the CEO/ CFO of the Holding Company, as per the format enclosed in the
bidding documents, stating that the unaudited unconsolidated financial statements form part of the
consolidated annual financial statements of the Holding Company.
In case where audited results for the last financial year as on the date of techno commercial bid
opening are not available, the financial results certified by a practicing Chartered Accountant shall be
considered acceptable. In case, Bidder is not able to submit the certificate from practicing Chartered

Accountant certifying its financial parameters, the audited results for the three consecutive financial
years preceding the last financial year shall be considered for evaluating the financial parameters.
Further, a Certificate would be required from the CEOICFO as per the format enclosed in the bidding
documents stating that the Financial results of the Company are under audit as on the date of
Techno-commercial bid opening and the Certificate from the practising Chartered Accountant
certifying the financial parameters is not available.
NOTES FOR CLAUSE 2 ABOVE:
(i) Other income shall not be considered for arriving at annual turnover.
(ii) "Holding Company" and "Subsidiary" shall have the meaning ascribed to them as per Companies
Act of India.
(iii) For Turnover indicated in foreign currency, the exchange rate as on seven (07) days prior to the
date of techno-commercial bid opening shall be used.
4.0 Brief scope of Supply:
CEMENT : TYPE : IS:1489 part-1 {PACKING(KG) : 50KG}
1. Inspection of Cement will be done at site as per IS:1489 part-1.
2. You have to submit Test Certificate containing 28 days and 07 days compressive strength both. SRV
will be cleared based on the test certificate having 07 days compressive strength, however, payment
shall be made based on 28 days test report. The Test report should indicate fineness, normal
consistency, initial & final setting time, soundness and comprehensive strength. However, NTPC shall
be free to check the quality of cement as and when desired. If necessary, PDI at the discretion of
NTPC may be carried out at your works for which advance intimation will be given to you for making
necessary arrangement/readiness.
3. In case of any quality complaint, joint sampling and testing shall be done at
NCCBM Ballabhagarh. Inspection charges at NCCBM Ballabhagarh shall be in
vendor's account. The sample shall be drawn in the presence of vendor's as well
as NTPC's representative. If the results still do not conform to the specifications,
entire lot shall be replaced by the vendor at no extra cost.
4. The delivery of cement may be taken as under (tentative):-
In the same month as placement of PO - 1100 MT
Till 1st month from placement of PO - 1100 MT
Till 2nd month from placement of PO - 500 MT
Till 3rd month from placement of PO - 300 MT
Notes:
• Overall quantity variation: allowed +/-5%
• Weighment at NTPC end will be final for accountal purpose.
• Unloading of Cement at NTPC's Central store/ project site is in vendor's Scope.
Above specification is for indication only and not complete specification. Bidders are requested to
refer detailed technical specification in our tender documents.

5.0 A Complete set of bidding Document may be downloaded by any interested bidder directly
through our NTPC e-procurement portal https://eprocurentpc.nic.in
6.0 Tender documents are non transferable. Only the bidder, in whose name the tender
documents are downloaded, is allowed to submit offer. No bidder other than the original
bidder in whose name the tender documents are sold / downloaded can submit the offer.
7.0 Issuance of Bidding Documents to any bidder shall not construe that bidder is considered
qualified.
8.0 NTPC reserves the right to reject any or all bids or cancel / withdraw the Invitation for bids
without assigning any reason whatsoever and in such case no bidder / intending bidder shall
have any claim arising out of such action.
9.0 First time users not allotted any vendor code are required to approach NTPC at least three
working days prior to document sale close date.
