2. QUALIFYINGREQUIREMENTS(QR)FORBIDDERS

Thebiddersarerequiredtofulfillthefollowing:

2.1. (a)ThebiddershouldbeamanufacturerofPrefabricatedBiogasPlantofBio‐wastehandling

capacityofatleast1000kg/Day.

Or

2.1 (b) The bidder should be an authorized dealer/distributor/ channel partner/subsidiary of the

manufacturerasondateoftechno‐commercialbidopeningofproposalandsuchbiddershould

bedulyauthorizedbyOEMforthistender.

2.2. ThebiddershouldhavesuccessfullyexecutedworksofSupply&InstallationofBiogasPlant

duringlastSeven(07)yearsasondateofbidopening:

(a)SingleContractofvaluenotlessthanRs.27.00Lakhs.

OR

(b)TwoContractsofvaluenotlessthanRs.17.00Lakhseach.

OR

(c)ThreeContractsofvaluenotlessthanRs.13.00Lakhseach.







2.3FinancialCriteriaforBidder:



The average annual financial turnover of the bidder, during the preceding three(03)financial

yearsasonthedateofbidopeningshouldnotbelessthanRs.33Lakhs(RupeesThirtyThree

LakhsOnly).



2.4 Incasewhereauditedresultsforthe lastfinancialyearas on thedateofbidopeningarenot

available,thefinancialresultscertifiedbyapracticingCharteredAccountantshallbeconsidered

acceptable.Incase,BidderisnotabletosubmittheCertificate from practicing Chartered

Accountantcertifyingitsfinancialparameters,theauditedresultsofthreeconsecutivefinancial

years preceding the last financialyearshallbeconsideredfor evaluating the financial

parameters. Further, a CertificatewouldberequiredfromtheCEO/CFOaspertheformat

enclosedinthebiddingdocumentsstatingthatthefinancialresultsoftheCompanyareunder

auditasonthedateofTechno‐CommercialbidopeningandtheCertificatefromthepracticing

CharteredAccountantcertifyingthefinancialparametersisnotavailable.

1) OtherIncomeshallnotbeconsideredforarrivingatannualturnover.

2) Theword“executed”meansthatthebiddershouldhaveachievedthecriteria

specified in the above Qualifying Requirements within preceding seven (07)

years period even if the contract has been started earlier and/orisnot

completed/closed.



4. GENERALTERMSANDCONDITIONS:

4.1. BiddersarerequestedtochecktheabovementionedQualifyingRequirements(QR)ofthe

subjecttenderbeforedownloadingoftenderdocuments.

4.2. DocumentsasaproofofmeetingQualifyingRequirementsshouldbesubmittedalongwith

theofferonly.

4.3. Bidders may be required to submit Original/ Attested copies of documentspertaining to

QR (both technical and financial) for physical verification by NTPC. Failure/ inability to

submitoriginaldocumentsmayleadtorejectionofoffer/bid.

4.4. Bid not accompanied with requisite Tender Fee & Bid guarantee (EMD) in a separate

envelope or bids accompanied byTender Fee & bid guarantee of inadequate value shall

notbeentertained.Insuchcasesonline bids shallbeliabletoberejectedwithoutbeing

opened.

4.5. NTPCreservestherighttorejectanyorallbidsorcancel/withdrawtheinvitationforbids

andreduce/splitthescopewithoutassigninganyreasonwhatsoeverandinsuchcaseno

bidder/intendingbiddershallhaveanyclaimarisingoutofsuchaction.

4.6. Transfer of Bidding Documents purchased by one intending bidder to another is not

permissible.

4.7.

Ifthedateofbidopeningcoincideswithholiday,thedateofbidopeningshallbeshiftedto

nextworkingday.
