I. NTPC invites on-line bids on Single Stage Two Envelope Bidding basis (Envelope-I: Techno-
commercial Bid & Envelope-II: Price Bid) for “ANNUAL CONTRACT FOR OPERATION OF
DOZERS, PAYLOADERS, BACK HOE LOADER (JCB) AND GRABBER MACHINE IN CHP
STAGE-I,II,III,IV” at NTPC Unchahar.
II. Detailed Specification, Scope of Work and terms and Conditions are given in the online
bidding document.

IV. Qualifying Requirement:
(Bidders are required to furnish the details of the past experience like authentic Work Orders/Purchase Orders/Letter of
Awards/Contract Agreements, client certificates, completion certificate, Turnover of preceding three financial years etc. in support of
meeting the Qualifying Requirements based on which selection is to be made as per format at Attachment 3. of Sec. VII)
Qualifying requirement is mentioned below:
Technical Requirement:
a) The bidder should have executed following work :
i) Operation of Earth Moving Equipment
And /OR
ii) Operation and Maintenance of Earth Moving Equipment.
And/OR
iii) Deployment and Operation of Earth Moving Equipment.
Note : i) Earth Moving Equipment must include back hoe loader / excavator/dozer/wheel loader.
ii) Deployment means the bidder will deploy his own equipment.
b) The bidder should have executed work similar to para (a) above in the preceding seven (07) years as on bid
opening date meeting the following criteria:
i) Single order of value not less than Rs. 80.61 Lakh.
OR
ii) Two orders of value not less than Rs. 50.38 Lakh each.
OR
iii) Three orders of value not less than Rs. 40.30 Lakh each.
The work “executed” means that the bidder should have achieved the criteria specified in the qualifying
requirement even if the contract has been started earlier and/or is not completed / closed.
Reference work executed by a bidder as a sub-contractor may also be considered provided the certificate
issued by main contractor is duly certified by project authority specifying the scope of work executed by the
sub-contractor in support of qualifying requirement.
Financial Criteria:
a) The average annual turnover of the bidder in the preceding three (3) financial years, as
on the date of techno-commercial bid opening should not be less than Rs.100.77 Lakh.
In case where audited results for the last financial year prior to the date of Techno
commercial bid opening are not available, the financial results certified by a practicing
Chartered Accountant shall be considered acceptable. In case, bidder is not able to
submit the Certificate from practicing Chartered Accountant certifying its financial
parameters, the audited results of three consecutive financial years preceding the last
financial year shall be considered for evaluating the financial parameters.
V. NTPC reserves the right to reject the bid or cancel/withdraw the NIT for the subject package
without assigning any reason whatsoever and in such case bidder/intending bidder shall have
no claim arising out of such action.
VI. Issuance of bid documents to the bidder shall not construe that the bidder is considered to
be qualified. Bids shall be submitted online and opened at the address given below in the
presence of Bidder’s representatives who choose to attend the bid opening.
