1.0 NTPC Ltd invites Online Bids on Single Stage Two Part bidding basis (Part – I :
Techno-Commercial Bid & Part – II : Price Bid) from eligible bidders for " PLANT
DRAIN SEPARATION FOR EFFLUENT CONTROL SYSTEM INSIDE PLANT AREA
OF NTPC DARLIPALLI SUPER THERMAL POWER PROJECT (DSTPP) AT
DARLIPALLI, DISTRICT SUNDARGARH, ODISHA” as per the Scope of Work
mentioned hereinafter.
2.0 Brief Scope of Work: The broad scope under this work shall include but not limited
to the following works as per direction of EIC.
Plant Drain Separation work for effluent control system inside plant area like supply
and erection of submersible pumps of various capacities, MS pipes of various
diameters & valves etc ,testing & trial run of the system all complete as per direction of
EIC.
Execution of various works for ZLD (Zero liquid discharge) at Boiler area, CHP and
other locations as per tender drawing.
The scope includes installation of pumps on existing sumps by making necessary
arrangements including erection, fixing with necessary welding /bolting,
commissioning, testing and trail run.
The pipes above the ground shall be either on pedestal or on existing TRESTLES.
Laying of various sizes of pipes on existing TRESTLES as per location marked in GLP
drawing is also covered under scope of bidder wherever above the ground laying of
pipe is mentioned.

The laying of pipes over head on TRESTLES wherever adequate support length is on
not available the bidders shall make suitable arrangements of clamping /hanging
support, support from adjacent available structures.
Construction of RCC pedestals are in the scope of agency.
The scope also includes 3 nos. road crossing through existing road.
For laying of underground pipe the excavation includes excavation in rock (without
blasting) at any location.
The supply & installation of C&I instruments as mentioned in the P&ID and
termination of field signals in SG DCS marshalling panel placed in CER are under the
scope of this package. It is envisaged that input /output signal allocation in spare
channels, Logic implementation and Mimic development in SG DCS shall be in
employer's scope .The agency shall provide all necessary
supervision/assistance/documents to employer for implementation of the above in SG
DCS.
3.0 NTPC intends to finance "PLANT DRAIN SEPARATION FOR EFFLUENT CONTROL
SYSTEM INSIDE PLANT AREA OF NTPC DARLIPALLI SUPER THERMAL POWER
PROJECT (DSTPP)" through Domestic Commercial Borrowings/Own Resources.
4.0 Detailed specification, scope of work and terms & conditions are given in the
bidding documents which are available for examination and sale at the address
given below as per the following schedule:

6.0 Qualifying Requirements for Bidders:
In addition to satisfactory fulfilment of the Qualifying requirements stipulated in
section ITB (instruction to bidders) of bid documents, the bidder should also meet the
qualifying requirements stipulated hereunder:
6.1 TECHNICAL CRITERIA
The bidder should have executed/completed similar works during last 07 (seven)
years prior to the date of techno-commercial bid opening of following contract
values:-
a) At least one order of value not less than Rs 117.03 Lakhs
OR
b) Two orders, each of value not less than Rs. 73.15 Lakhs
OR
c) Three orders, each of value not less than Rs 58.52 Lakhs
Similar work means: “Supply, erection of pumps & pipes including associated civil
works for waste water treatment/ effluent collection & discharge system/ Storm water
drainage / water recirculation system/ Zero liquid discharge system/ Ash slurry
handling system”.

Note: The work/order executed means the bidder should have achieved the criteria
specified in the QR, even if the total contract/order is not completed/closed. In case of
contract/order under execution as on the date of techno-commercial bid opening, the
value of work/order executed till such date will be considered.
6.2 FINANCIAL CRITERIA
The Average Annual Turnover of the bidder, in the preceding three (3) financial years
as on the date of Techno-Commercial bid opening, shall not be less than Rs.146.29
Lakhs (Rupees One hundred forty six lacs and twenty nine thousand only).
Notes:
1) Other income shall not be considered for arriving at annual turnover.
2) In case where audited results for the last financial year as on date of Techno
commercial bid opening are not available, the financial results certified by a
practicing Chartered Accountant shall be considered acceptable. In case, bidder is
not able to submit the certificate from practicing Chartered Accountant certifying its
financial parameters, the audited results of three consecutive financial years
preceding the last financial year shall be considered for evaluating the financial
parameters. Further, a certificate would be required from the CEO/CFO as per the
format enclosed in the bidding documents stating that the financial results of the
company are under audit as on the date of Techno-Commercial bid opening and the
certificate from the practicing Chartered Accountant certifying the financial
parameters is not available.

10.0 Notwithstanding anything stated above, the Employer reserves the right to undertake·
a physical assessment of the capacity and capabilities including financial capacity and
capability of the Bidder / his Collaborator(s) / Associate(s) / Subsidiary(ies) / Group
Company(ies) to perform the Contract, should the circumstances warrant such
assessment in the overall interest of the Employer. The physical assessment shall
include but not be limited to the assessment of the office/facilities/banker's/reference
works by the Employer. A negative determination of such assessment of capacity and
capabilities may result in the rejection of the Bid.
11.0 Bidders are requested to check the Qualifying Requirements (QR) of the subject

12.0 Documents as a proof of meeting Qualifying Requirements shall be uploaded online in

13.0 Issuance of bid documents to any bidder shall not construe that such bidder is
considered to be qualified. Again, participation in the tender does not automatically
mean that the bidders are considered qualified. NTPC shall evaluate the qualifying
requirements of each bidder after opening of technical bids and the bids of the bidder
who is not meeting the qualifying requirement shall be treated as non-responsive.
14.0 Tender documents are not transferable.
15.0 In a tender, either the Indian agent on behalf of the Principal / OEM or Principal / OEM
itself can bid but both cannot bid simultaneously for the same item / product in the
same tender.
16.0 If an agent submits bid on behalf of the Principal / OEM, the same agent shall not
submit a bid on behalf of another Principal / OEM in the same tender for the same item
/ product.
17.0 Prospective bidders from Uttar Pradesh state are compulsorily required to provide TIN
number at the time of purchase of bidding documents
(A) The bid security shall remain valid for a period of forty five (45) days beyond the
original bid validity period or beyond any extension in the period of bid validity
subsequently requested.
(B) ANY BID NOT ACCOMPANIED BY AN ACCEPTABLE BID SECURITY IN A
SEPARATE SEALED ENVELOPE SHALL BE REJECTED BY THE EMPLOYER AS
BEING NON-RESPONSIVE AND SHALL NOT BE OPENED.
(C) This is a works contract & MSE benefit is not applicable
(D) Notwithstanding anything stated above, NTPC reserve the right to assess bidder’s
capability and capacity to perform the contract, should the circumstance warrant such
assessment in overall interest of the owner.
(E) NTPC reserves the right to reject any or all bids or cancel / withdraw the Notice
Inviting Tender without assigning any reason whatsoever and in such case no bidder /
intending bidder shall have any claim arising out of such action. In such
circumstances, EMD only shall be returned without any additional financial liability to
NTPC Limited.
(F) If the last date of receiving application and date of bid opening coincides with a
holiday, the date will be shifted to the next working day.
(G) Above details are only indicative. Other detailed terms and conditions shall be as
per our tender documents. Interested bidders are advised to visit the site and
familiarize themselves with the site conditions.
(H) Parties blacklisted/ banned by any NTPC Unit/ Corporate Centre as well as other
Public Sector/ Govt. agencies are not eligible to participate.
