Transportation of Fly ash Packed in Bags to Ash Park located at Varanasi through Road /

Rail from NTPC Rihand Super Thermal Power Project

NTPC Limited Rihand Super Thermal Power Project, PO: Rihand Nagar, Dist: Sonebhadra (UP), Pin –

231223, invites Expression of Interest (EOI) from interested parties in the prescribed FORMAT for

Expression of Interest (EOI) for Packing, Loading, Unloading, Stacking and Transportation of Fly ash Packed

in Bags to Ash Park located at Varanasi through Road / Rail from NTPC Rihand Super Thermal Power Station

The salient points for Packing, Loading, Unloading, Stacking and Transportation of Fly ash Packed

in Bags to Ash Park located at Varanasi through Road / Rail from NTPC Rihand Super Thermal

Power Station are given as below:

1. The agency should own its godown/ storage shed having storage capacity of not less than 2500

MT (62500 nos. of ash bags) in or around Varanasi

OR

In case the agency doesn’t has its own godown/ storage shed, it may hire a godwon in and

around Varanasi by signing lease / rent agreement. NTPC shall not be a party in such agreement.

2. The agency must have at least 01 year experience in transportation of bulk material like cement,

coal, earth etc. through Road and / or Rail.

Any interested party has to execute the following:

A. BAGGING OF FLY ASH

i. Agency has to arrange for 50 kg capacity Cement Grade HDPE Valve bags for packing

of fly ash in bags through the fly ash bagging machines installed at fly ash silos of NTPC

Rihand. Cost of valve bags to be borne by the interested party (about 40 kg fly ash will be

filled in this bag.)

ii. In addition to ensure availability of required quantity of valve bags for packing of fly ash

the agency has to maintain buffer stock of minimum 10,000 empty bags at NTPC Rihand

all the time to meet any emergent requirement.

iii. Fresh valve bags shall be used by the agency for packing of fly ash it should be free from

any defect. Used valve bags / cement bags shall not be allowed for packing of fly ash.

iv. Operation of fly ash bagging machine installed by NTPC Rihand shall be in the scope of

agency. For operation of above bagging machines agency shall deploy sufficient number

of qualified manpower for each machine. Maintenance of the fly ash bagging machine

shall be in the scope of NTPC - Rihand.

v. Bagging of tentatively 120 MT of fly ash (3000 bags approx.) everyday shall be done by

the agency. Based on requirement EIC - NTPC shall have full powers to increase or

decrease the quantum of fly ash packing in bags.

vi. Agency has to deploy sufficient number of manpower for stacking of packed fly ash bags

in the silo area and / or loading of bags in trucks / rail wagons.

vii. Space / storage shed shall be provided by NTPC Rihand for stacking of empty and filled

fly ash bags at NTPC Rihand. Tarpaulin required for covering of fly ash bags in the

storage area shall be arranged by the agency at its own cost, if required.

viii. Trolleys / other tools and tackles required for handing of fly ash bags at both the locations

(NTPC Rihand & Ash Park at Varanasi) shall be arranged by the agencies at its own cost.

B. TRANSPORTATION OF FLY ASH BAGS

i. Transportation of filled fly ash bags from NTPC Rihand to Ash Park at Varanasi shall be

done by the agency in the closed trucks / trucks covered with tarpaulin / covered railway

wagons. Cost of transportation of fly ash/ railway freight is to be borne by the agency. As

per estimate agency has to transport 20000 MT of fly ash by road and 10000 MT by rail

tentatively.

ii. The trucks carrying fly ash must have all valid RTO papers viz., insurance, fitness

certificate, PUC certificate, driving license etc. No cost shall be borne by NTPC Rihand

for obtaining above documents and licenses.

iii. Toll taxes, barrier charges or any other taxes / charges / levies incurred during

transportation of fly ash bag shall be borne by the agency.

iv. Agency shall transport only the RTO approved quantity of fly ash in any truck.

v. Loading of fly ash bags in trucks / railway wagons from the bagging machine / bag

stacking yard shall be done by the agency at its own cost.

vi. After loading of required quantity of bags in the trucks / railway wagons, these shall be

thoroughly cleaned and shall be properly covered to ensure that no dust nuisance should

occur during transit.

vii. Fly ash bags shall not be unloaded by the agency at any place other than the ash park at

Varanasi in any circumstances.

viii. NTPC - Rihand will issue material exit gate pass for each truck from the ash silo area.

Agency has to maintain truck wise, date wise and time wise material receipt register as per

the format enclosed. Agency shall keep its records ready for verification by EIC- NTPC or

his representative at any time,

E-Way bill as per GST laws for transporting of fly from NTPC Rihand to Ash Park at

Varanasi shall be issued by NTPC.

ix. Wieghment of all empty and filled trucks shall be carried out at NTPC Rihand. Operation

of weigh bridge for weighment of trucks of the agency will be in scope of NTPC. During

non-availability of weighbridge quantity in MT shall be arrived by dividing total no. of

bags loaded in trucks by 25 (i.e. 25 fully filled bags will constitute 01MT).

x. Loading of fly ash in railway wagons and unloading from it is to be carried out by the

agency within the standard stipulated time of Indian Railway. Any demurrage charges

levied by Indian Railways on account of delay in loading, unloading and overloading of

wagons shall be borne by the agency.

xi. NTPC Rihand shall provide Railway siding at its power plant on free of cost basis. Loco

required for movement of empty and filled rake from Shaktinagar Rail Exchange yard to

NTPC Rihand shall be provided on free of cost basis. Loco shall also be provided on free

of cost basis for shunting purpose also at NTPC Rihand.

xii. All consignments of fly ash bags being transported by the agency through trucks / railway

wagons must have transit insurance coverage. Cost of insurance shall be borne by the

agency. In case any accident / damage / theft of fly ash bags during transit NTPC Rihand

will have no liability in any manner.

C. BAG STORAGE GODOWN AT VARANASI ASH PARK

i. Agency has to arrange / hire a godown or covered storage shed for the ash park in or

around 30 – 40 kms radius of Varanasi at its own cost. Consent of EIC for the godown /

storage shed shall be obtained by the agency prior to start of storage of fly ash bags.

ii. The fly ash bags transported through trucks/ railway wagons from NTPC - Rihand should

be stored at the storage shed of Ash Park at Varanasi.

iii. The capacity of storage shed / godown shall be approx. 2500 MT of fly ash (62500 bags).

iv. The location of the godown / storage shall be as such that it has no hindrance for round the

clock plying of trucks and it shall be well connected with the road / highway. Location of

the storage shed shall be preferably away from the densely populated area.

v. The storage shed should be in good condition to avoid any ingress of rainwater in the shed

or spillage of dust during handling of bags.

vi. Agency has to deploy sufficient manpower at the ash park for unloading of bags from the

truck, stacking of bags in the godown and loading of fly ash bags in the trucks of the fly

ash users.

vii. The storage shed / godown of the ash park must be insured during entire contract period.

Cost of such insurance policy shall be borne by the agency.

D. DELIVERY OF BAGS TO USERS

i. Issue of fly ash bags to the ash users from the storage godown of the ash park at Varanasi

shall be in the scope of the agency.

ii. Fly ash bags should be issued to fly ash bricks / blocks / tiles manufacturers and Ready

Mix Concrete plants only. No other fly ash user shall be allowed by the agency to take fly

ash bags from the ash park.

iii. Fly ash bags shall be supplied from the ash park to above referred users as per the

instruction of EIC,NTPC.

iv. In case in future any rate is levied for supply of ash bags then the agency should deliver

the fly ash to above referred users as per the rate prescribed by NTPC Rihand and shall

collect the money from the ash users. Agency has to deposit this money collected from the

ash users to NTPC Rihand on weekly basis along with the material reconciliation

statement.

v. Agency shall maintain a minimum buffer stock of 10,000 bags (about 400 MT) at any time

at Storage Godown of Ash Park to ensure round the clock availability of fly ash to the

users.

vi. Agency shall deploy sufficient manpower at the ash park for carrying out all the activities

of fly ash bags unloading, storage and delivery to users from the ash park at Varanasi.

vii. Agency shall maintain the records of delivery of ash & the amount collected, if any, in the

format prescribed by EIC all the time for verification by EIC or his representative.

Note: - The offer submitted by the interested parties will be considered for tie-up with NTPC

after scrutiny and following the procedures of NTPC for award of work. However, NTPC’s

decision will be final and participating agency will not have any claim, if their proposal is not

accepted by NTPC.
