portal after completion of evaluation of Techno-Commercial Bid.

4.0 All the bids must be accompanied by Bid Security for amount equivalent to ₹ 1,00,000/-

(Indian Rupees One Lakh only). ANY BID NOT ACCOMPANIED BY AN

ACCEPTABLE BID SECURITY IN CASE OF SUBMITTING DD/BC/BG

(ORIGINAL) IN A SEALED ENVELOPE PRIOR TO TECHNO-COMMERCIAL BID

OPENING, SHALL BE REJECTED BY NTPC AND RETURNED TO THE BIDDERS

WITHOUT BEING OPENED.

4.1 Provisions for Micro and Small Enterprises (MSEs)

a) Micro and Small Enterprises (MSEs) registered with District Industries Centres or

Khadi and Village Industries Commission or Khadi and Village Industries Board or

Coir Board or National Small Industries Corporation or Directorate of Handicrafts

and Handloom or any other body specified by Ministry of Micro, Small and Medium

Enterprises as per MSMED Act 2006, for goods produced and services rendered, shall

be issued the bidding documents free of cost and shall be exempted from paying

Earnest Money Deposit. Further, all Micro & Small Enterprises (MSEs) who are

having Udyog Aadhaar Memorandum shall be given all benefits available under Public

Procurement Policy for MSE Order 2012.

b) The benefit as above to MSEs shall be available only for goods / services produced &

provided by MSEs for which they are registered.

c) MSEs seeking exemption and benefits should enclose a attested / self-certified copy of

valid registration certificate, giving details such as validity, stores / services etc. to the

Package Coordinator / AGM (C&M) through e-mail address given below, also attach

the scanned documents online under Fee Cover.

If the MSE bidder submits EMD in the prescribed form instead of submitting

valid registration Certificate for MSE prior to Techno-Commercial bid opening

and later on produces MSE registration Certificate at any stage after bid opening,

his bid shall be evaluated as non-MSE bidder.

5.0 Qualifying requirements:

The bidders who wish to participate in the bidding shall satisfactorily establish that they fulfill

the following Qualifying Requirements:

5.1 Technical Criteria

5.1.1 The bidder should either be a company registered under the Companies Act, 1956 or a

Partnership / Proprietorship Firm.

5.1.2 The bidder should have successfully executed the job of Supply, Installation and

Commissioning of Street Lighting during last Seven Years reckoned as on Scheduled BOD,

which should be either of the following:

i) One similar work valuing not less than ₹ 66 Lakhs

ii) Two similar works valuing not less than ₹ 41 Lakhs each

iii) Three similar works valuing not less than ₹ 33 Lakhs each

a) The term ‘similar work’ means mentioned in above para 5.1.2 means Supply,

Installation and Commissioning of Street Lighting.

The word “executed” means the bidder should have achieved the criterion specified in

the Qualifying Requirements, even if the total contract is not completed / closed. In case

of contracts under execution as on scheduled date of bid opening, the value of work

executed till date will be considered, provided the same is certified by the employer.

b) The bidder should have a valid Provident Fund Code Number and Income Tax

Permanent Account Number (PAN).

c) The bidders should have GST Registration Number (GSTIN).

5.2 Financial Criteria:

5.2.1 The average annual turn-over of the Bidder, in the preceding three (3) financial years i.e.

2015-16, 2016-17 and 2017-18 as on the date of Scheduled Techno-Commercial bid opening

shall not be less than ₹ 82 Lakhs (Rs. Eigthy Two Lakhs only) in respective category.

5.2.2 In case the bidder is not able to furnish its audited financial statements on standalone entity

basis, the unaudited unconsolidated financial statements of the bidder can be considered

acceptable provided the bidder furnishes the following further documents on substantiation of

its qualification:

a) Copies of the unaudited unconsolidated financial statements of the bidder along with

copies of the audited consolidated financial statements of the Holding Company.

b) A certificate from CEO / CFO of the Holding Company as per the format enclosed in bid

documents stating that the unaudited unconsolidated financial statements form part of the

consolidated annual report of the company.

In case where audited results for the last financial year as on date of scheduled techno-

commercial bid opening are not available, the financial results certified by a practicing

Chartered Accountant shall be considered acceptable. In case, bidder is not able to submit the

certificate from Practicing Chartered Accountant certifying its financial parameters, the

audited results of three consecutive financial years preceding the last financial year shall be

considered for evaluating the financial parameters. Further, a certificate would be required

from the CEO / CFO as per the format enclosed in the bidding documents stating that the

financial results of the company are under audit as on the date of scheduled techno-

commercial bid opening and the certificate from the practicing Chartered Accountant

certifying the financial parameters is not available.

Note: Other income shall not be considered for arriving at annual turnover.

6.0 NTPC reserves the right to reject any or all bids or cancel / withdraw IFB for the subject

package without assigning any reason whatsoever and in such case no bidder/ intending

bidder shall have any claim arising out of such action.

7.0 Bidders are allowed to download the Bidding Documents without making any payment.

However the cost of bidding document and EMD shall be tendered by the bidder at the

For logging into the e-tender website, the bidder would require GePNIC user ID and

password which can be created by bidder themselves by registering at NTPC e-procure portal.

Tender fee can be submitted in the form of a Demand Draft in favour of NTPC Ltd. payable

8.0 Issuance of Bidding Documents to any Bidder shall not construe that such bidder is

considered to be qualified. Bids shall be submitted online and opened online through e-

procure portal.

9.0 Transfer of Bidding Documents purchased by one intending bidder to another is not

permissible.
