Note: Cost of Bidding Documents is to be paid separately along with EMD.
2.0 Bid Security and Integrity Pact (if applicable) shall be submitted in a sealed
envelope separately offline/online by the stipulated bid submission closing date
and time at the address given below. Any bid without an acceptable Bid Security
and Integrity Pact (if applicable) shall be treated as non-responsive by the
employer and shall not be opened.
3.0 The bidding document is available online. A complete set of Bidding Documents
may be downloaded by any interested Bidder from the NTPC tender website
https://eprocurentpc.nic.in.
4.0 The Bidder would be required to register in the website. First time users are
required toregister themselves on NTPC tender website after filling up the
required details. Users whose e mail address has not been linked to a vendor
code allotted by NTPC/ first time users not allotted any vendor code by NTPC,
should send a copy of the registration details, after completing their registration
on the e-tender portal, to the e-mail address specified in this NIT under Address
for Communication with following details at least three working days prior to
Technical Opening Date:
i. Request on the letter head of the Company
ii. Copy of GST Registration,
iii. Copy of PAN no.,
iv. email ID and Contact No.
v. Name and Designation of the contact person
vi. Cancelled cheque & E.F.T form duly verified by bank
Note: Format of E.F.T (Electronic Fund Transfer) is attached along with bidding
documents
5.0 Brief Scope of Work & other specific detail
The scope of work shall be supply of transformer oil (iec:60296) for NTPC stations /
plants against their individual firm orders. These site orders shall be placed by the
respective site as per their requirement as and when required during the period
tentatively from 20.12.2018 to 19.12.2019.
The sum of the total quantity of order from NTPC sites shall be 400 KL. NTPC do not
guarantee any off take of item covered in the Rate Contract. However, the total quantity
under this rate contract may increase by 20% of ordered quantity i.e. 400 KL.
6.0 Qualifying Requirements for Bidders:
QUALIFYING REQUIREMENTS
In addition to the satisfactory fulfillment of the requirements stipulated under section
ITB (Instructions to Bidders), the following shall also apply.
6.1 The bidder should be a manufacturer of Transformer Oil
AND
6.2 The bidder should have tested / got tested Transformer Oil, as per IEC: 60296, at a
laboratory accredited by National / International accreditation agency not earlier
than 02 years as on date of techno-commercial bid opening
AND
6.3 The bidder should have supplied at least 60 kl of Transformer Oil as per IEC: 60296 to
Transformer Manufacturer(s) of 400 KV or higher class, prior to date of techno-
commercial bid opening.
This quantity of 60 kl can be supplied either in one order or aggregate of multiple orders.
6.4 Financial Criteria
6.4.1 The average annual turnover of the bidder in the three preceding completed
financial years, as on the date of techno-commercial bid opening shall not be less
than Rs 230.40 lakhs.
AND
6.4.2 The bidder should have supplied Transformer insulating oil during last 5 years
(to be reckoned from techno-commercial bid opening date) as any of the
following:-
One executed work with basic value not less than Rs.184.32 lacs.
OR
Two executed works with basic value of each not less than Rs.115.2 lacs.
OR
Three executed works with basic value of each not less than Rs.92.16 lacs.
Note:
(i) The work / order executed means the bidder should have achieved criteria
specified in the QR, even if the total contract / order is not completed /
closed. In case of contract / order under execution as on date of techno-
commercial bid-opening, the value of work/order executed till such date will
be considered.
(ii) Other income shall not be considered for arriving at annual turnover.
(iii) In case where audited results of the last financial year as on the date of
techno-commercial bid opening are not available, the financial results
certified by a practicing chartered accountant shall be considered acceptable.
In case, Bidder is not able to submit the certificate from practicing chartered
accountant certifying its financial parameters, the audited results of three
consecutive financial years preceeding the last financial year shall be
considered for evaluating the financial parameters.
(iv) The executed value means basic value of quantity of similar works executed /
supplied against the reference PO (also applicable to partly executed POs as
on the date of application). Where PO value is composite (i.e., including taxes
etc.) the applicant to give item-wise break up of composite PO mentioning
basic value, taxes etc.
7.0 Documents to be submitted in support of QR
7.1 Valid ISO certificate / any other document issued by statutory authorities as proof
of manufacture of transformer oil for QR mentioned at Clause 6.1.
7.2 Test reports of transformer oil as specified in the QR for QR mentioned at Clause-
6.2.
7.3 Copy of Purchase Order(s) for IEC:60296 transformer oil issued by Transformer
Manufacturers of 400 KV or higher class along with execution proof like invoices /
completion certificate etc.
Documentary proof showing that the order issuing organization is a manufacturer of 400
KV or higher class transformers for QR mentioned at Clause 6.3
7.4 Copy of audited accounts for the three preceding completed financial years as on
the date of techno-commercial bid opening for QR mentioned at Clause 6.4.1
7.5 Purchase Order + Order execution proofs i.e. invoice / completion certificate etc.
for QR mentioned at Clause 6.4.2
8.0 Issuance of Bidding Documents to any bidder shall not construe that bidder is
considered qualified.
9.0 NTPC reserves the right to reject any or all bids or cancel/withdraw the NIT for
the subject package without assigning any reason whatsoever and in such case
no bidder/intending bidder shall have any claim arising out of such action.
