3.0 BIDDERS CAN DOWNLOAD THE TENDER DOCUMENTS BEFORE BID SUBMISSION DATE. TENDER FEES, BID
SECURITY AND INTEGRITY PACT (IF APPLICABLE) SHALL BE SUBMITTED IN A SEALED ENVELOPE SEPARATELY
(OFFLINE) BY THE STIPULATED BID SUBMISSION CLOSING DATE AND TIME AT THE ADDRESS GIVEN BELOW.
ANY BID WITHOUT AN ACCEPTABLE TENDER FEES, BID SECURITY AND INTEGRITY PACT (IF APPLICABLE)
SHALL BE TREATED AS NONRESPONSIVE BY THE EMPLOYER AND SHALL NOT BE OPENED.
4.0 TENDER FEE SHOULD BE IN THE FORM OF A CROSSED ACCOUNT PAYEE DEMAND DRAFT OR BANKER’S
CHEQUE IN FAVOUR OF NTPC LTD., PAYABLE AT SBI SALAKATI.
5.0 First time users not allotted any vendor code are required to approach NTPC at least three working days
prior to Document Sale Close date for issue of vendor code.
6.0 Brief Scope of Work & other specific detail :
Supply, installation, testing and commissioning of indoor LT switchgear 415V, 1000A at NTPC, Bongaigaon.
SALIENT TECHNICAL FEATURES
Item no. 10 (Supply of LT switchgear MCC)
a.Switchgear rating will be 1000A, 415V, 50 Hz, 3 ph, 4 wire.
b.Switchgear will have 2 incomers + 1 bus-coupler.
c.Incomer will be fed from 6.6Kv/415V transformer through LT cable.
e.Control supply of relay and breaker will be 240V AC.
f.The load list of switchgear is attached separately.
g.Detailed technical requirements of switchgear is attached separately.
Item no. 20 (Supply of AC Lighting Distribution Board with transformer)
a.AC lighting distribution board (LDB) will be of 250A, 50Hz, 3 Ph, 4 wire with lighting transformer (Delta-Star), 3
Phase in both incomers.
b.AC lighting distribution board (LDB) shall have two incomers and it will be fed from 415/415V, 100 KVA Dry
type transformer.
c.The load list of AC LDB are attached separately.
d. Detailed technical specifications are attached separately.
NOTE : The above technical features are indicative only. The detail technical specifications, load list and RQP
are attached separately. While bidding please go through the detail technical specifications.
7.0 Qualifying Requirements for Bidders:
In addition to satisfactory fulfilment of Qualifying Requirement stipulated in Section ITB (instruction to bidders)
of documents, the bidder should also meet the qualifying requirements stipulated hereunder :
TECHNICAL CRITERIA:
7.1.The bidder should have executed the job of design, manufacturing, supply and installation of 415V or above
rating switchgear at any NTPC Project or any other industries which must be in successful operation for a
period of atleast one (01) year as on the date of techno-commercial bid opening and meeting any one of the
following criteria during last seven (07) years prior to the date of techno commercial bid opening :
a.Atleast one order of value not less than Rs. 46.64 Lakhs.
OR
b.Two orders, each of value not less than Rs. 29.15 Lakhs.
OR
c.Three orders, each of value not less than Rs. 23.32 Lakhs.
The word “executed” means that the bidder should have achieved the progress specified in the above para
even if the total contract/ order is not completed/ closed. The same shall be supported by documentary
evidence issued by the owner.
FINANCIAL CRITERIA:
7.2. The average annual turnover of the bidder, in the preceding three (03) financial years as on the date of
techno commercial bid opening, shall be not less than Rs. 58.30 Lakhs (Rupees Fifty Eight Lakhs and Thirty
Thousand only).
NOTE:
(i)Other income shall not be considered for arriving at annual turnover.
(ii)The bidder shall submit documentary evidence/proof of meeting qualifying requirements stipulated above.
(iii)In case where audited result for the last financial year as on the date of techno commercial bid opening are
not available, the financial result certified by a practicing Chartered Accountant shall be considered acceptable.
In case bidder is not able to submit the certificate from practicing chartered accountant certifying his financial
parameters, the audited result of three consecutive financial years preceding the last financial year shall be
considered for evaluating the financial parameter. Further, a certificate would be required from the CEO/CFO
as per the format enclosed in bidding document stating that the financial result of the company are under audit
as on the date of techno-commercial bid opening and the certificate from the practicing chartered accountant
certifying the financial parameters is not available.
8.0 Issuance of Bidding Documents to any bidder shall not construe that bidder is considered qualified.
9.0 NTPC reserves the right to reject any or all bids or cancel/withdraw the NIT for the subject package without
assigning any reason whatsoever and in such case no bidder/intending bidder shall have any claim arising out
of such action.
