EXPRESSION OF INTEREST (EOI)

INDIAN FIRMS/CONTRACTORS
FOR
“CONSTRUCTION OF GEO-POLYMER CONCRETE ROAD AT NTPC
PROJECTS/STATIONS ACROSS INDIA”
1.0 Introduction:
NTPC Limited (established in 1975, formerly known as National Thermal Power
Corporation) is a Maharatna , Public Sector Enterprise under the Ministry of
Power, Government of India. NTPC Ltd.is the largest power generation
company in India with an installed capacity above 53651MW. NTPC Ltd. has
been playing a major role in meeting the power needs of the country and
contributing to its economic and social development with commitment towards
protection of environment.
2.0 General information :
NTPC Limited intends to construct Geo-polymer concrete (GPC) roads at
their stations/projects across India. Geo-Polymer Concrete is a special type
of concrete where no cement is used unlike conventional cement concrete.
Major ingredients of Geo-polymer concrete are as below:
a) Fly Ash ( to be collected from location within NTPC plants and ground to
required fineness)
b) Granulated Blast Furnace slag
c) Aggregates ( Coarse and fine)
d) Sodium Silicate
e) Sodium Hydroxide
f) Chemical admixtures
Fly ash produced by coal-based power stations of NTPC will be utilized for the
production of Geo-polymer concrete. The sites for construction of road are
located at different stations/projects of NTPC across India. Proposed road shall
be located within NTPC plant/project boundary or in location outside adjoining
NTPC plant/Project. For information of the parties, list of different projects of

3.0 Scope of Work:
Geo-polymer concrete road shall generally be constructed over soil sub-
grade/embankment. However, in some projects/stations Geo-polymer concrete
pavement may have to be constructed over existing Water Bound Macadam
base in case of damaged bitumen surface. The construction of GPC road works

shall comprise of Sub-grade, Granular sub-base (GSB), Dry Lean geo-polymer
Concrete (DLC) Sub-base, Pavement quality Geo-polymer concrete (PQC)
including groove cutting for joints, application of sealants, dowels/tie bars as per
design, sampling, testing of materials and getting mix design approved from
NTPC approved agencies/Institutes.
Scope shall include all labour, staff, materials (except fly ash), consumables,
equipment, temporary works, temporary storage sheds, temporary facilities,
constructional equipment/plants, fuel supply, transportation and all incidental
items not specified but reasonably implied or necessary for the completion and
proper functioning of the road.

:
The concrete batching plant shall have to be modified to suit type of materials
and chemical solution and production of GPC of suitable grade. The solid
constituents of geo-polymer concrete mix such as coarse aggregate, fine
aggregate, fly ash and slag are to be mixed dry for 2-3 minutes, then Geo-
activator solution, consisting of sodium silicate and sodium hydroxide pre-mixed
in tanks at site, is added to the dry mix in batching plant mixer. The whole
mixture is mixed until a homogeneous cohesive mix is obtained. Pumping
devices shall be used for transferring activator solution from tank to the mixer.
Proportion of different ingredients and mixing process are to be
finalized/established during mix design finalization and trial mix at site.
5.0 Expression of Interest (EOI):
‘Expression of Interest’ is invited from Indian Firms/Contractors with relevant
experience in construction of Concrete road. Contractors/Firms with experience
in construction of concrete road may submit their EOI based on their
assessment of organizational capacity to take up such type of special concrete
road works.

Intent
of Inviting EO
I:
Through this EOI, NTPC intends to create experience/capability database of
Contractors/Firms in India having experience in executing works of concrete
roads using Pavement Quality Concrete (PQC). This EOI also intends to collect
feedback from parties regarding field practices /practical difficulties during
implementation of concrete road construction.
This invitation for Expression of Interest is not intended for empanelment or pre-
qualification of bidders. For enlistment of parties, separate notification shall be
published by NTPC as and when required.
07. Eligibility:
The Contractor/Firm should meet the following Requirements stipulated here
under:-

7.1 Contractor/Firms having experience in construction of concrete roads using
Pavement quality concrete (PQC) as per standard technical specification laid
down in IRC/MORTH/CPWD/R&B (of any State).
7.2 Depending on the length of road to be constructed at different stations, NTPC
envisages EOI for construction of road in three categories based on estimated
quantity of Pavement Quality Concrete (PQC). Interested contractors/firms may
submit their EOI for one or more categories based on their capability vis-à-vis
executed quantity of PQC for completed and ongoing works.
Contractors/Firms shall submit EOI mentioning categories they intend to apply
as specified below along with supporting documents and details as per
prescribed format.

08. Submission of EOI:
Interested Contractors/Firms shall submit their application in prescribed format
attached at Page-5 & 6 for EOI in company’s letterhead/ in white paper duly
stamped with company seal furnishing details/information in the prescribed
formats as mentioned here under for along with supporting documents.

submission of EOI. NTPC reserves the right to modify, alter or annul the EOI
without assigning any reason thereof or prior notice.
9.0
Right to Accept or Reject application:
9.1 Applicants may note that mere submission of EOI and/or submission of
additional information do not automatically entitle them to any claim. EOI
should not be treated as bid/tender documents.
9.2 Not withstanding anything contained in this EOI notification, NTPC reserves
the right to annul the process and abolish at any time without any liability or
any obligation for such acceptance, rejection or annulment without assigning
any reason whatsoever.

www.ntpc.co.in and submit their application on or before 15.12.2018

2. EOI process will be subject to verification of all information
submitted at the discretion of NTPC. Moreover, NTPC may ask for

submission of EOI.
3. NTPC reserves the right to reject or accept any or all applications,
cancel the EOI process without any obligation to inform the
applicant about the grounds of same.
