3.0 Bid Security and Integrity Pact (if applicable) shall be submitted in a sealed envelope separately
offline/online by the stipulated bid submission closing date and time at the address given below. Any bid
without an acceptable Bid Security and Integrity Pact (if applicable) shall be treated as non-responsive by the
employer and shall not be opened.
4.0 A complete set of Bidding Documents may be downloaded by any interested Bidder for the bidding
purposes without making any payment. The cost of Bidding Documents as mentioned above shall be tendered by
the bidder at the time of bid submission. This payment shall be non-refundable and should be in the form of a
Crossed Demand Draft/ Pay Order/ Bankers Cheque in favour of NTPC Limited payable at SBI, Telesingha (IFSC
Code:SBIN0006257) or UCO Bank Deepshikha (IFSC Code: UCBA0001889).
5.0 The eprocurement web site of NTPC is https://eprocurentpc.nic.in For logging on to the eprocurement
Site of NTPC, the bidder would require GePNIC ID and password. The bidder would have to enroll themselves
on the website https://eprocurentpc.nic.in using the option b Online Bidder Enrollmentb . This enrollment is free
at this point of time. Possession of a Valid Class III Digital Signature Certificate (DSC) in the form of smart
card/e-token in the Company's name is a prerequisite for registration and participating in the bid submission
activities through this web site. Digital Signature Certificates can be obtained from the authorized certifying
agencies, details of which are available in the web site
6.0 Brief Scope of Work & other specific detail :
Painting of Equipment/ Structures/ Pipeline / Auxiliaries of Offsite area, Workshop and Stage 1 & 2 of Turbine &
Auxiliaries at NTPC Kaniha.
The job has to be carried out on Equipment / Structure/ Pipelines/ Auxiliaries of Offsite area, Workshop and Stage
1&2 of Turbine & auxiliaries at NTPC, Kaniha. Structures includes columns, bracings, Platforms, Stairways,
Beams, Handrails, Canopies, Toe Guards, Equipments, Critical Piping support structures ad hoist beams/support
and fire fighting/cooling/servicing water and associated pipelines. NTPC shall only supply paint free of cost.
SALIENT TECHNICAL FEATURES:
Talcher Super Thermal Power Station is a Unit of NTPC, in Kaniha block under Talcher sub- division of
Angul district of ODISHA.

STAGE-I : 2 Units each 500 MW = Total 1000 MW

7.0 Qualifying Requirements for
Bidders :
The bidder who wishes to participate in the bidding shall satisfactorily establish that they fulfill the following
Qualifying
Requirements:
7.1 TECHNICAL CRITERIA:
The bidder should have executed/completed at least one (1) paint application contract for industrial metallic
structures at height of at least 10 meters during last seven (7) years ending last day of month previous to the
date of NIT having minimum order values as indicated below:
a) One order of value not less than Rs.13 Lakhs
OR
b) Two orders, each of value not less than Rs.8.13 Lakhs
OR
c) Three orders, each of value not less than Rs.6.50 Lakhs
7.2
FINANCIAL CRITERIA
:
The average annual turnover of the bidder in the preceding three (3) completed financial years of NIT
publication year shall not be less than Rs.16.25 Lakh.
Note :
i) The work / order executed means the bidder should have achieved the criteria specified in the QR, even if
the total contract/order is not completed/closed. In case of contract/order under execution as on last date of
the month preceding the month of publication of NIT, the value of work/order executed till such date will be
considered.
ii) Other income shall not be considered for arriving at annual turnover.
iii) In case where audited results for the last financial year as on the date of Techno commercial bid opening are
not available, the financial result certified by a practicing chartered accountant shall be acceptable. In case,
Bidder is not able to submit the certificate from practicing Chartered Accountant certifying its financial
parameters, the audited results of three consecutive financial years preceding the last financial year of NIT
shall be considered for evaluating the financial parameters. Further, a certificate would be required from the
CEO/CFO as per the format enclosed in the bidding documents stating that the financial results of the
Company are under audit as on the date of Techno-commercial bid opening and the certificate from the
practising Chartered Accountant certifying the financial parameters is not available.
8.0 Issuance of Bidding Documents to any bidder shall not construe that bidder is considered qualified.
9.0 NTPC reserves the right to reject any or all bids or cancel/withdraw the NIT for the subject package without
assigning any reason whatsoever and in such case no bidder/intending bidder shall have any claim arising out of
such action.

Earnest money deposit (EMD):
A.
Bid Security/EMD shall be submitted in a sealed envelope, which should be

Address of bidder) separately offline by the stipulated bid opening date and time at the address given below. Any
bid without an acceptable Bid Security (if applicable) shall be treated as non-responsive by the employer and shall
not be opened.
B.The EMD offered shall, at bidders option, be in the form of (i) A Crossed Demand Draft/Pay Order/Bankers
Cheque in favour of NTPC Limited payable at SBI, Telesingha (code-6257) or UCO Bank Kaniha (code-0909) or
UCO Bank Deepshikha (code-1889). or (ii) an unconditional and irrevocable Bank Guarantee (BG) from any of
the banks specified in the bidding documents. The format of Bank Guarantee towards bid security shall be in
accordance with the #Proforma for BG# included in the bidding documents. While getting the Bank Guarantee
issued, Bidders are requested to ensure compliance to the points mentioned in Bank Guarantee
Verification Check List in the bidding documents. Bidders are required to fill up this check list and enclose the
same along with the bank guarantee. EMD for an amount less than or equal to Rs.50,000.00 shall not be
accepted in the form of bank guarantee. EMD shall not be accepted in any other form.
C. The bid security shall remain valid for a period of forty five (45) days beyond the original bid validity
period or beyond any extension in the period of bid validity subsequently requested.
D. ANY BID NOT ACCOMPANIED BY AN ACCEPTABLE BID SECURITY WITHIN THE SCHEDULED
TIME SHALL BE REJECTED BY THE EMPLOYER AS BEING NON-RESPONSIVE AND BID SHALL NOT
BE OPENED.
E. BENEFITS TO MSEs
Micro and Small Enterprises (MSEs) registered with District Industries Centres or Khadi and Village Industries
Commission or Khadi and Village Industries Board or Coir Board or National Small Industries Corporation or
Directorate of Handicrafts and Handloom or any other body specified by Ministry of Micro, Small and Medium
Enterprises as per MSMED Act 2006,for goods produced and services rendered, shall be issued the bid
documents free of cost and shall be exempted from paying Earnest Money Deposit.
Further, in case of tenders where splitting of quantity is possible, participating MSEs quoting price within price
band of L1 + 15 percent shall also be allowed to supply a portion of requirement by bringing down their price to
L1 price in a situation where L1 price is from someone other than a Micro and Small Enterprise and such Micro
and Small Enterprise shall be allowed to supply up to 20 percent of total tendered value. In case of more than one
such MSE, the supply will be shared proportionately (to tendered quantity).
However, in case of tenders where splitting of quantity is not possible, participating MSEs quoting price within
price band of L1 + 15 percent shall be allowed to execute the package by bringing down their price to L1 price in
a situation where L1 price is from someone other than a Micro and Small Enterprise. The award shall be made as
follows:

b)
In case L1 bidder is not a MSE, then all the MSE vendor(s) who have quoted within the range of L1
+ 15%, shall be given the opportunity in order of their ranking (starting with the lowest quoted MSE
bidder and so on) to bring down its price to match with L1 bidder. Award shall be placed on the
MSE vendor who matches the price quoted by L1 bidder.
c)
If no MSE vendor who has quoted within range of L1 + 15% accepts the price of L1 bidder then the
award shall be made to the L1 bidder.
The benefit as above to MSEs shall be available only for Goods/Services produced & provided by MSEs.
MSEs seeking exemption and benefits should enclose a attested/self-certified copy of registration certificate as a
part of his bid, giving details such as stores/services, validity (if applicable) etc. failing which they run the risk of
their bid being passed over as ineligible for the benefits applicable to MSEs.
Note: Generally, in tenders having Itemwise evaluation, splitting is allowed unless otherwise specified in the
Special Conditions of Contract (SCC). Further, in tenders having Packagewise evaluation generally splitting is not
allowed. Please refer Special Conditions of Contract for specific tender provisions.
GENERAL INFORMATION TO BIDDER :
A. The bidder should have independent P.F. code number allotted by Regional Provident Fund Commissioner.
Copy of PF code allotted by RPFC must be submitted with technical bid.
B. The bidder should have GST number and should submit Copy of GST registration & PAN.
C. In addition to the above the bidders have to fill in the enclosed b Declaration regarding applicability of the
Micro,Small and Medium Enterprises Development Act,2006 & Public procurement policy (Order dated
23rd Marchb 2012 of Ministry of Micro, Small & Medium Enterprises)b and submit along with the bid.

D. NTPC takes no responsibility for any loss/ delay/ non-receipt of tender document fees/EMD sent by post.

E. Notwithstanding anything stated above, NTPC reserve the right to assess bidderb s capability and capacity to
perform the contract, should the circumstance warrant such assessment in overall interest of the owner. NTPC if so
desire may verify the performance of the bidder from their respective clients.
